<section id="H1D0928E991494AE9BF0E103C9A6A3619" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Financial Inclusion in Banking Act of 2025</short-title></quote>.</text></section> <section id="HE86626D3FB7A4F6DB13ADAB317C58B76"><enum>2.</enum><header>Office of Community Affairs duties with respect to under-banked, un-banked, and underserved consumers</header><text display-inline="no-display-inline">Section 1013(b)(2) of the Consumer Financial Protection Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/12/5493">12 U.S.C. 5493(b)(2)</external-xref>) is amended—</text>
<paragraph id="H9C5B4FDDF0864D96A7AA3FC2DE07CD58"><enum>(1)</enum><text>by striking <quote>The Director shall establish a unit</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="H5F78B3E7728E4066ABE7286E1240B5FB" style="OLC"> <subparagraph id="H5696EC1DF5E2458A975E8438EC76B5B6"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Director shall establish a unit to be known as the <quote>Office of Community Affairs</quote></text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph>
<paragraph id="HDDB76BA8DE7E4384A9F06B608CCD88A4"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="HE32AC47107864AA2913097EA06A38C91" style="OLC"> <subparagraph id="HC5E75DBC81304B46B07BE722E6E608F3"><enum>(B)</enum><header>Duties related to under-banked, un-banked, and underserved consumers</header> <clause id="H2A972E9B52C3429481F5049A978CA7D5"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The Office of Community Affairs shall—</text>
<subclause id="H248AEEE08F8049D6A4D0B176DA8C5BA9"><enum>(I)</enum><text display-inline="yes-display-inline">lead coordination of research to identify any causes and challenges contributing to the decision of individuals who, and households that, do not initiate or maintain on-going and sustainable relationships with depository institutions, including consulting with trade associations representing depository institutions, trade associations representing minority depository institutions, organizations representing the interests of traditionally underserved consumers and communities, organizations representing the interests of consumers (particularly low- and moderate-income individuals), civil rights groups, community groups, consumer advocates, and the Consumer Advisory Board about this matter;</text></subclause> <subclause id="HE1B0200BDD694D258D572EFCC5D3E97C"><enum>(II)</enum><text>identify subject matter experts within the Bureau to work on the issues identified under subclause (I);</text></subclause>
<subclause id="H381D9D51EFFB4C0FAA20BE70A3595FC0"><enum>(III)</enum><text display-inline="yes-display-inline">lead coordination efforts between other Federal departments and agencies to better assess the reasons for the lack of, and help increase the participation of, under-banked, un-banked, and underserved consumers in the banking system; and</text></subclause> <subclause id="H7242ACB1D2A244328A54A694529C1B3F"><enum>(IV)</enum><text display-inline="yes-display-inline">identify and develop strategies to increase financial education to under-banked, un-banked, and underserved consumers.</text></subclause></clause>
<clause id="H1214B1A5BFCA4DF791B9BCAE7E161075"><enum>(ii)</enum><header>Coordination with other Bureau offices</header><text display-inline="yes-display-inline">In carrying out this paragraph, the Office of Community Affairs shall consult with and coordinate with the research unit established under subsection (b)(1) and such other offices of the Bureau as the Director may determine appropriate.</text></clause> <clause id="H96D5ABE0C6F1478EAD4CCD5E50A5082D"><enum>(iii)</enum><header>Reporting</header> <subclause id="H13107BD5876143FEA12520C9B4B9B305"><enum>(I)</enum><header>In general</header><text display-inline="yes-display-inline">The Office of Community Affairs shall submit a report to Congress, within two years of the date of enactment of this subparagraph and every 2 years thereafter, that identifies any factors impeding the ability of, or limiting the option for, individuals or households to have access to fair, on-going, and sustainable relationships with depository institutions to meet their financial needs, discusses any regulatory, legal, or structural barriers to enhancing participation of under-banked, un-banked, and underserved consumers with depository institutions, and contains recommendations to promote better participation for all consumers with the banking system.</text></subclause>
<subclause id="H436EDB21BE5F4BF3B5757811B323CE79"><enum>(II)</enum><header>Timing of report</header><text display-inline="yes-display-inline">To the extent possible, the Office shall submit each report required under subclause (I) during a year in which the Federal Deposit Insurance Corporation does not issue the report on encouraging use of depository institutions by the unbanked required under section 49 of the Federal Deposit Insurance Act.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> </legis-body></bill>
