R. 2868</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250410">April 10, 2025</action-date><action-desc><sponsor name-id="M001238">Ms. McBride</sponsor> (for herself and <cosponsor name-id="L000599">Mr. Lawler</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to add highly pathogenic avian influenza as a high priority research and extension area.</official-title></form><legis-body id="HC190EE2AF9AC40C49ED7DCDBC3ADA24F" style="OLC"><section id="HB7FB79EBFA91440881D1C0C620EF713F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Avian Virus Eradication Act</short-title></quote> or the <quote><short-title>SAVE Our Poultry Act</short-title></quote>. </text></section><section id="H7A6BD615E8894154A78953A8F6F73DDA"><enum>2.</enum><header>Addition of highly pathogenic avian influenza as a high priority research and extension area</header><text display-inline="no-display-inline">Section 1672(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(d)</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" id="HC3361EF5CD234991B5D27B0566B98226" display-inline="no-display-inline"><paragraph id="HEC97F273B3A0453196F5AB08099AC56D"><enum>(21)</enum><header>Highly pathogenic avian influenza</header><text display-inline="yes-display-inline">Research and extension grants may be made under this section to land-grant colleges and universities (as defined in section 1404 of National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>)) to study highly pathogenic avian influenza for the purposes of—</text><subparagraph id="H1C66C3FB6F4F4A2EB74483FC16CA037D"><enum>(A)</enum><text>developing and improving the efficacy of vaccines for poultry, including with respect to—</text><clause id="HD6C10627195849E88766476C872EA078"><enum>(i)</enum><text>researching the effectiveness of such vaccines across poultry species;</text></clause><clause id="HB68675B5596E43D8B0D55A7FFF6CE288"><enum>(ii)</enum><text>improving formulations of such vaccines; </text></clause><clause id="H28E7BD6862A342C59CFC52BE2C229923"><enum>(iii)</enum><text>improving the delivery mechanisms for such vaccines; and</text></clause><clause id="H1E99820D01604A8F8333402389C06F44"><enum>(iv)</enum><text>assessing the potential implications of vaccination on domestic and international poultry markets, including trade and market access considerations; and</text></clause></subparagraph><subparagraph id="HB92A0DCDFFAB46DEBA2B58AA63C192B7"><enum>(B)</enum><text>enhancing biosecurity procedures for poultry producers, including with respect to—</text><clause id="HE5314C484E8B480588AB1D1F0A871F8D"><enum>(i)</enum><text>evaluating training and biosecurity practices;</text></clause><clause id="H77377C08042E4A80AA6F23DAE3C75D37"><enum>(ii)</enum><text>improving farm-level interventions; and</text></clause><clause id="HB949B5B3B1A24440AFB4DC4E9158249B"><enum>(iii)</enum><text>developing new disinfection methods.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
