R. 2865</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250410">April 10, 2025</action-date><action-desc><sponsor name-id="M001223">Mr. Magaziner</sponsor> (for himself, <cosponsor name-id="G000592">Mr. Golden of Maine</cosponsor>, <cosponsor name-id="K000375">Mr. Keating</cosponsor>, <cosponsor name-id="L000557">Mr. Larson of Connecticut</cosponsor>, <cosponsor name-id="M001196">Mr. Moulton</cosponsor>, <cosponsor name-id="P000597">Ms. Pingree</cosponsor>, <cosponsor name-id="A000148">Mr. Auchincloss</cosponsor>, <cosponsor name-id="H001047">Mr. Himes</cosponsor>, <cosponsor name-id="M000312">Mr. McGovern</cosponsor>, and <cosponsor name-id="N000015">Mr. Neal</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit oil and gas leasing on the outer Continental Shelf off the coast of New England.</official-title></form><legis-body id="H6DD653A2981A4A73A0AD9E6426563994" style="OLC"><section id="H85ED3E8E5CD1448D87ECECDE2A00262A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>New England Coastal Protection Act of 2025</short-title></quote>.</text></section><section id="H48613EAAE70F43469271F07A5CEF4933" section-type="subsequent-section"><enum>2.</enum><header>Prohibition of oil and gas leasing on outer Continental Shelf off coast of New England</header><text display-inline="no-display-inline">Section 8 of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1337">43 U.S.C. 1337</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H7CC8A83B16A34D589BBFFFA347E11C7E"><subsection id="H041D0C0076B74F26ACFBD0DE140A5EFA"><enum>(q)</enum><header>Prohibition of oil and gas leasing in certain areas of outer Continental Shelf</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this section or any other law, the Secretary may not issue a lease for the exploration, development, or production of oil or natural gas in any area of the outer Continental Shelf off the coast of the State of Maine, New Hampshire, Massachusetts, Rhode Island, or Connecticut.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
