R. 2862</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250410">April 10, 2025</action-date><action-desc><sponsor name-id="L000593">Mr. Levin</sponsor> (for himself, <cosponsor name-id="K000389">Mr. Khanna</cosponsor>, <cosponsor name-id="J000305">Ms. Jacobs</cosponsor>, <cosponsor name-id="P000608">Mr. Peters</cosponsor>, <cosponsor name-id="M001241">Mr. Min</cosponsor>, <cosponsor name-id="S000344">Mr. Sherman</cosponsor>, <cosponsor name-id="C001112">Mr. Carbajal</cosponsor>, <cosponsor name-id="B001285">Ms. Brownley</cosponsor>, <cosponsor name-id="B001300">Ms. Barragán</cosponsor>, <cosponsor name-id="P000613">Mr. Panetta</cosponsor>, <cosponsor name-id="M001225">Mr. Mullin</cosponsor>, <cosponsor name-id="L000397">Ms. Lofgren</cosponsor>, <cosponsor name-id="C001078">Mr. Connolly</cosponsor>, and <cosponsor name-id="C001066">Ms. Castor of Florida</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Outer Continental Shelf Lands Act to prohibit oil and gas leasing in the Southern California Planning Area, and for other purposes.</official-title></form><legis-body id="H7604EF21CFE34A52BA0939AFCF36D58C" style="OLC"><section id="H404CA0DEE05A44809EDDD0AC6EB49D60" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Southern California Coast and Ocean Protection Act</short-title></quote>.</text></section><section id="HAA01620B88C042ED8C735C6070BB9047"><enum>2.</enum><header>Prohibition of oil and gas leasing in the Southern California Planning Area</header><text display-inline="no-display-inline">Section 8 of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1337">43 U.S.C. 1337</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HC88C3087A2694DD98C77CCC120265505" display-inline="no-display-inline"><subsection id="H7C5D3CA2B95A445AA6618575C8A63E0A"><enum>(q)</enum><header>Prohibition of oil and gas leasing in the Southern California Planning Area</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this section or any other law, the Secretary may not issue a lease or any other authorization for the exploration, development, or production of oil or natural gas in the Southern California Planning Area, as such planning area is described in the document entitled <quote>2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program</quote>, dated September 2023.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
