<section id="H4FF0CA0E3F3E4724957EF31DC53D06D2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Youth Sports Facilities Act of 2025</short-title></quote>.</text></section> <section id="H23BFB1D8A97A43D397C897598DF407D9"><enum>2.</enum><header>Youth sports facility eligibility</header><text display-inline="no-display-inline">Section 201 of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3141">42 U.S.C. 3141</external-xref>) is amended—</text>
<paragraph id="HC3AFBF57DEF141A78C2800CFBA5AF712"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(1), by inserting <quote>youth sports,</quote> after <quote>public service,</quote>;</text></paragraph> <paragraph id="H039D49E53CF54D34921E36E5E30174A8"><enum>(2)</enum><text>in subsection (b)(1)(A), by inserting <quote>or youth sports facilities</quote> after <quote>facilities</quote>; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H18B4C621584241B583D89557C9749E97"><enum>(3)</enum><text>in subsection (c)—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H6E3FA31AB4F6462B9715DF9E3F479A70"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (7), by striking <quote>or</quote> at the end;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="HC4D23E51F5994EDFA934B3672A739C14"><enum>(B)</enum><text>in paragraph (8), by striking the period at the end and inserting a semicolon; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HE0B667D1D71E4F33AEF44E3007A9C5BF"><enum>(C)</enum><text>by adding at the end the following:</text>

<paragraph id="HFEAAED28172A4F3A8872EE407F6F73D4"><enum>(9)</enum><text>address and mitigate the mental and physical health impacts of sedentary lifestyles and obesity on the health of a community by improving access to recreational space, including by developing youth sports facilities serving the community;</text></paragraph> <paragraph id="H578256460859453AA0E619F96879DD0E"><enum>(10)</enum><text display-inline="yes-display-inline">benefit highly rural communities without adequate tax revenues to invest in active lifestyle infrastructure;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HB29A4A5856D14F28920E275CE7B1F530"><enum>(11)</enum><text>primarily serve children who—</text> <subparagraph commented="no" display-inline="no-display-inline" id="HFA278989A6E4408B8C56ECE7463DB334"><enum>(A)</enum><text display-inline="yes-display-inline">are from low-income families in rural or underserved communities;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="HE5216F868D5F48249FCA52DBB7FB1D49"><enum>(B)</enum><text>lack access to indoor or outdoor facilities for covered physical education and sports activities; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H18D526FDF5D94A908099442284D20F05"><enum>(C)</enum><text>live or attend school in communities with high rates of opioid use disorders or community violence;</text></subparagraph></paragraph>
<paragraph id="H5FFEBF5910294CC584A04CA6D05CA8C6"><enum>(12)</enum><text>support youth sports and recreation to spur economic development, with a focus on urban and rural communities lacking facilities; or</text></paragraph> <paragraph id="H4B832C67359145579B787802D3390A8E"><enum>(13)</enum><text>promote job creation through youth sports facilities and adjacent businesses that support such facilities.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section>
