<section section-type="section-one" id="HB6D3C83E76C3456A85F818CF9E5137FB"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Resources for Victims of Gun Violence Act of 2025</short-title></quote>.</text></section> <section id="H4EE0DA059F964090A7536A261F59BF09"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="H7A0019CD1BBB4F5F8E88D60F6C59BC39"><enum>(1)</enum><header>Advisory council</header><text>The term <term>Advisory Council</term> means the Advisory Council to Support Victims of Gun Violence established under section 3.</text></paragraph> <paragraph id="H2B3EBAA643AB422FAD8E30A50971934F"><enum>(2)</enum><header>Appropriate committees</header><text>The term <term>appropriate committees</term> means the following:</text> 
<subparagraph id="H6895BF02EB334E808A9B2E54D4285D22"><enum>(A)</enum><text>The Committee on Health, Education, Labor, and Pensions of the Senate.</text></subparagraph> <subparagraph id="HDC02A2BC6C65412298C3582D9F633CF8"><enum>(B)</enum><text>The Committee on the Judiciary of the Senate.</text></subparagraph> 
<subparagraph id="HC6D609B4FD184BD19AE7255000D186BD"><enum>(C)</enum><text>The Committee on Education and Workforce of the House of Representatives.</text></subparagraph> <subparagraph id="HD3DB6722734C46D4AF304476D5FA0C0E"><enum>(D)</enum><text>The Committee on Energy and Commerce of the House of Representatives.</text></subparagraph> 
<subparagraph id="H11DF936E53124327A6585EBC0C153623"><enum>(E)</enum><text>The Committee on the Judiciary of the House of Representatives.</text></subparagraph> <subparagraph id="H365B645A8DC948EA870436047B61F9FC"><enum>(F)</enum><text>Any other relevant committee of the Senate or of the House of Representatives with jurisdiction over matters affecting victims of gun violence.</text></subparagraph></paragraph> 
<paragraph id="HB46F80AFDEA14949819912C14E68D759"><enum>(3)</enum><header>Gun violence</header><text>The term <term>gun violence</term> means—</text> <subparagraph id="H7E1B1BA8D0A545F2A173A555CB0F064C"><enum>(A)</enum><text>suicide involving firearms;</text></subparagraph> 
<subparagraph id="HFA9C7706B7B3422A8894079840CCA9B2"><enum>(B)</enum><text>homicide involving firearms;</text></subparagraph> <subparagraph id="H300B6AFBA8FC483D8E2D8CC3F578A87D"><enum>(C)</enum><text>domestic violence involving firearms;</text></subparagraph> 
<subparagraph id="H14BC6F8A15DC4752B2F2A104250C9FDC"><enum>(D)</enum><text>hate crimes involving firearms;</text></subparagraph> <subparagraph id="H89BA5CE43E664605A0623C83E8D117DB"><enum>(E)</enum><text>youth violence involving firearms;</text></subparagraph> 
<subparagraph id="H5AC5884B41B740D7B6B54A2E46C946EB"><enum>(F)</enum><text>mass shootings;</text></subparagraph> <subparagraph id="H685DB225C5264289B7D6D4A844142730"><enum>(G)</enum><text>unintentional shootings;</text></subparagraph> 
<subparagraph id="H873C852A10EF46BBB01BEC44572A8A51"><enum>(H)</enum><text>non-fatal shootings; and</text></subparagraph> <subparagraph id="H63164D569170433F960C8F151AEE298F"><enum>(I)</enum><text>threats or exposure to violent acts involving firearms.</text></subparagraph></paragraph> 
<paragraph id="HAB5752525BAF4DDBBE122B4472137DF2"><enum>(4)</enum><header>Victim assistance professional</header><text>The term <term>victim assistance professional</term> means a professional who assists victims of gun violence, including—</text> <subparagraph id="HF637E2A6BCEB46A780C86FFD64F4EF0F"><enum>(A)</enum><text>a medical professional, including an emergency medical professional;</text></subparagraph> 
<subparagraph id="H6A82C94B31904745B1CA3115F1B3AA37"><enum>(B)</enum><text>a social worker;</text></subparagraph> <subparagraph id="H630F9F95CE4840359EE0E84501D8B347"><enum>(C)</enum><text>a provider of long-term services or care; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HF25FE78E64A642D8B77A1C4F28CCEEB5"><enum>(D)</enum><text>a victim advocate.</text></subparagraph></paragraph> <paragraph id="H1336B71F841D446A885D51527FBDF0CA"><enum>(5)</enum><header>Victim of gun violence</header><text>The term <term>victim of gun violence</term> means—</text> 
<subparagraph id="H2B6B533EDBF74D3DB8849E08B5C170B1"><enum>(A)</enum><text>an individual who has been wounded as a result of gun violence;</text></subparagraph> <subparagraph id="HCDCFB8FB408740BF91ED369A227CBAF8"><enum>(B)</enum><text>an individual who has been threatened with an act of gun violence;</text></subparagraph> 
<subparagraph id="H473DAD3FBC4E47F496A23D57BFF37127"><enum>(C)</enum><text>an individual who has witnessed an act of gun violence; and</text></subparagraph> <subparagraph id="H20BF921556AF419C89AA55C6938D22B1"><enum>(D)</enum><text>a relative, classmate, coworker, or other associate of—</text> 
<clause id="H420F0FDA4F3449A59D2FB3A5108BF145"><enum>(i)</enum><text>an individual who has been killed as a result of gun violence; or</text></clause> <clause id="H6B454A96EA11441092DDBD906B44FE8E"><enum>(ii)</enum><text>an individual described in subparagraph (A) or (B).</text></clause></subparagraph></paragraph></section> 
<section id="H268033C2C88F460E9FF39A7B3AA0BA66"><enum>3.</enum><header>Advisory Council to Support Victims of Gun Violence</header> 
<subsection id="H765F5AFDD8DC4A49A5A305EBED6C1530"><enum>(a)</enum><header>Establishment</header><text>There is established an Advisory Council to Support Victims of Gun Violence.</text></subsection> <subsection id="H089F7DAE8DEE4E57813C1FDAA97119EC"><enum>(b)</enum><header>Membership</header> <paragraph id="HCA8DB764B68342E589A690ACB11B557B"><enum>(1)</enum><header>In general</header><text>The Advisory Council shall be composed of the following members or their designees:</text> 
<subparagraph id="H7F17695EA17B41298693DB71752AF2DA"><enum>(A)</enum><text>The Secretary of Health and Human Services.</text></subparagraph> <subparagraph id="H1013B501C5304381B4F1242077BFC4AC"><enum>(B)</enum><text>The Attorney General.</text></subparagraph> 
<subparagraph id="H35C1EC44E3B347E89FE34EA7EF698165"><enum>(C)</enum><text>The Secretary of Education.</text></subparagraph> <subparagraph id="HFC4C9393E84D4D939909A85B61CC6805"><enum>(D)</enum><text>The Secretary of Housing and Urban Development.</text></subparagraph> 
<subparagraph id="H499C3EC21839471C91915787D4BE0B9E"><enum>(E)</enum><text>The Secretary of Veterans Affairs.</text></subparagraph> <subparagraph id="H49A9B719937040EF9A37A09D0EE484F4"><enum>(F)</enum><text>The Commissioner of Social Security.</text></subparagraph> 
<subparagraph id="HBFF0030B6ED044C4AC9845DDAA7C608B"><enum>(G)</enum><text>The Assistant Secretary for Mental Health and Substance Use.</text></subparagraph> <subparagraph id="H605EA8908E774856B2DAE778A275F17D"><enum>(H)</enum><text>The Director of the Centers for Disease Control and Prevention.</text></subparagraph> 
<subparagraph id="HA7CB3500350C4D01A2F55FBF02CFEC5C"><enum>(I)</enum><text>The Director of the National Institutes of Health.</text></subparagraph> <subparagraph id="HA92D18B605F749C587C491D8B1469F87"><enum>(J)</enum><text>The Administrator of the Administration for Community Living.</text></subparagraph> 
<subparagraph id="H2CFC997BD17249FE987221418D262B62"><enum>(K)</enum><text>The Director of the Office on Violence Against Women.</text></subparagraph> <subparagraph id="H1965483587EB4618995EBA3A6091CC44"><enum>(L)</enum><text>The Director of the Office for Victims of Crime.</text></subparagraph> 
<subparagraph id="H49DA97332C1E413DAB0118EBAF2A4774"><enum>(M)</enum><text>The chairman of the Board of the Legal Services Corporation.</text></subparagraph> <subparagraph id="HEB12708F53CC45AAADA5B2F3443B2A7A"><enum>(N)</enum><text>As appropriate, the head of any other Federal department or agency identified by the Secretary of Health and Human Services as having responsibilities, or administering programs, relating to issues affecting victims of gun violence.</text></subparagraph></paragraph> 
<paragraph id="H0FDF457410494AA6AC0634BB04D9A334"><enum>(2)</enum><header>Additional members</header><text>In addition to the members described in paragraph (1), the Advisory Council shall be composed of the following:</text> <subparagraph id="H2F2ADA217EA8491589B320B7565ABF47"><enum>(A)</enum><text>Not fewer than 2 and not more than 5 victims of gun violence, who shall be appointed by the Secretary of Health and Human Services.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HD277547D10ED4F52A7B48B67D62FCA19"><enum>(B)</enum><text>Not fewer than 2 and not more than 5 victim assistance professionals, who shall be appointed by the Secretary of Health and Human Services.</text></subparagraph></paragraph> <paragraph id="HCE1C7F4720A34E3B9F80F6802E275D86"><enum>(3)</enum><header>Lead agency</header><text>The Department of Health and Human Services shall be the lead agency for the Advisory Council.</text></paragraph></subsection> 
<subsection id="H4027A44E894B43399521AA9FD318C539"><enum>(c)</enum><header>Duties</header> 
<paragraph id="HE55E58AB3C9746208B00B8F94A62CD4D"><enum>(1)</enum><header>Assessment</header><text>The Advisory Council shall—</text> <subparagraph id="H974255A9A16648639F6084FF16C77DAA"><enum>(A)</enum><text>survey victims of gun violence and victim assistance professionals about their needs in order to inform the content of information disseminated under paragraph (2) and the report published under paragraph (3);</text></subparagraph> 
<subparagraph id="H86C993A8E8254F4A8C901B9AEDF2EFD7"><enum>(B)</enum><text>conduct a literature review and assess past or ongoing programs designed to assist victims of gun violence or individuals with similar needs to determine—</text> <clause id="HD814C94612E4452F96A956DF9E81F84B"><enum>(i)</enum><text>the effectiveness of the programs; and</text></clause> 
<clause id="H53704F3EB629482FA1BDEF0898FC186D"><enum>(ii)</enum><text>best and promising practices for assisting victims of gun violence; and</text></clause></subparagraph> <subparagraph id="H5AE0B009AE6A4879B9950EE56EEB505E"><enum>(C)</enum><text>assess the administration of compensation funds established after mass shootings to determine best and promising practices to direct victims of gun violence to sources of funding.</text></subparagraph></paragraph> 
<paragraph id="H33CA2455B4784D92BD146BC5448D7C38"><enum>(2)</enum><header>Information</header> 
<subparagraph id="H4A064194869248B994EEC4ECDEF84753"><enum>(A)</enum><header>In general</header><text>The Advisory Council shall identify, promote, coordinate, and disseminate to the public information, resources, and best and promising practices available to help victims of gun violence—</text> <clause id="H63FDB5B7961648EAA790074D99435BFE"><enum>(i)</enum><text>meet their medical, financial, educational, workplace, housing, transportation, assistive technology, and accessibility needs;</text></clause> 
<clause id="HE1880FCCAF7B474887D99C2A12A1F80E"><enum>(ii)</enum><text>maintain their mental health and emotional well-being;</text></clause> <clause id="H90053DEB8F694C67BC6660FC1E4D9584"><enum>(iii)</enum><text>seek legal redress for their injuries and protection against any ongoing threats to their safety; and</text></clause> 
<clause id="H45D54C2C0DEB4665B38E4E2094772109"><enum>(iv)</enum><text>access government programs, services, and benefits for which they may be eligible or to which they may be entitled.</text></clause></subparagraph> <subparagraph id="H86BEB9222E0F4FD788FD54D15DD5073B"><enum>(B)</enum><header>Contact information</header><text>The Advisory Council shall include in the information disseminated under subparagraph (A) the websites and telephone contact information for helplines of relevant Federal agencies, State agencies, and nonprofit organizations.</text></subparagraph> 
<subparagraph id="HCD75D477D9694F5F9C06EB805E3879D6"><enum>(C)</enum><header>Availability</header><text>The Advisory Council shall make the information described in subparagraphs (A) and (B) available—</text> <clause id="H1B1231CB5B2C4F9FB1F2F54B573716B6"><enum>(i)</enum><text>online through a public website; and</text></clause> 
<clause id="HE666FE811FAC435EA34C36FCBC03BFAF"><enum>(ii)</enum><text>by submitting a hard copy and making available additional hard copies to—</text> <subclause id="H045813FE9BF1484D89B0A7B00C6318B5"><enum>(I)</enum><text>each Member of Congress;</text></subclause> 
<subclause id="HCE60BB7E1CF44351980A94D5DBC0AC1B"><enum>(II)</enum><text>each field office of the Social Security Administration;</text></subclause> <subclause id="HE1560D1C0035403A80E3FE5849FB86E1"><enum>(III)</enum><text>each State agency that is responsible for administering health and human services, for dissemination to medical facilities;</text></subclause> 
<subclause id="H5F25B9DB055A46D795294E5D5DCCD6DA"><enum>(IV)</enum><text>each State agency that is responsible for administering education programs, for dissemination to schools; and</text></subclause> <subclause id="H199CDC3F2FD24A1E9AEA40A6B3589C78"><enum>(V)</enum><text>the office of each State attorney general, for dissemination to local prosecutor's offices.</text></subclause></clause></subparagraph></paragraph> 
<paragraph id="HCAAAB25F6263453481B9CA592E50DA93"><enum>(3)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Advisory Council shall—</text> <subparagraph id="HD092FE355EBC4496A7D7EBDB9FFBFA33"><enum>(A)</enum><text>prepare a report that—</text> 
<clause id="H9304F6B092084CC9A43A89A8A43158D7"><enum>(i)</enum><text>includes the best and promising practices, resources, and other useful information for victims of gun violence identified under paragraph (2);</text></clause> <clause id="HC2326D491E20420DBFB4EAC9087FFC29"><enum>(ii)</enum><text>identifies any gaps in items described in clause (i); and</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="H65854B5F3DCA4E5F80AB9CC1173E6A22"><enum>(iii)</enum><text>if applicable, identifies any additional Federal or State legislative authority necessary to implement the activities described in clause (i) or address the gaps described in clause (ii);</text></clause></subparagraph> <subparagraph id="HB6063E13547E494B960762B4AB87F482"><enum>(B)</enum><text>submit the report prepared under subparagraph (A) to—</text> 
<clause id="HB9D13705C70A4805808D6F0CE9A9F4E6"><enum>(i)</enum><text>the appropriate committees;</text></clause> <clause id="HACCF5D02456B4F10BC9F94425189E7FB"><enum>(ii)</enum><text>each State agency that is responsible for administering health and human services;</text></clause> 
<clause id="H7AB70CB4DD764D11B3CE011FA1284E41"><enum>(iii)</enum><text>each State agency that is responsible for administering education programs; and</text></clause> <clause id="H9A116F397D124D2E8BCCB92B2F13B0A9"><enum>(iv)</enum><text>the office of each State attorney general; and</text></clause></subparagraph> 
<subparagraph id="HBA4D2BFDE62B48B3945426930A0993A1"><enum>(C)</enum><text>make the report prepared under subparagraph (A) available to the public online in an accessible format.</text></subparagraph></paragraph> <paragraph id="HDFB9896573C7416D98CE1EC3EBAEFB89"><enum>(4)</enum><header>Follow-up report</header><text>Not later than 2 years after the date on which the Advisory Council prepares the report under paragraph (3), the Advisory Council shall—</text> 
<subparagraph id="HEE4873386268459CBFFA257A900BEB24"><enum>(A)</enum><text>submit to the entities described in subparagraph (B) of that paragraph a follow-up report that includes the information identified in subparagraph (A) of that paragraph; and</text></subparagraph> <subparagraph id="HC2C789476B90407097A64004D774F835"><enum>(B)</enum><text>make the follow-up report described in subparagraph (A) available to the public online in an accessible format.</text></subparagraph></paragraph> 
<paragraph id="H70882C4FE01A46938BB378060857D10E"><enum>(5)</enum><header>Public input</header> 
<subparagraph id="HD694B09C01454FBF9D488332602A6A58"><enum>(A)</enum><header>In general</header><text>The Advisory Council shall establish a process to collect public input to inform the development of, and provide updates to, the best and promising practices, resources, and other information described in paragraph (2), including by conducting outreach to entities and individuals described in subparagraph (B) of this paragraph that—</text> <clause id="HB4B1DD02DEF54DC983593565D85C8A24"><enum>(i)</enum><text>have a range of experience with the types of gun violence described in section 2(3); and</text></clause> 
<clause id="H3538EDEE06A84955ABD670A52B76B320"><enum>(ii)</enum><text>include representation from communities disproportionately affected by gun violence.</text></clause></subparagraph> <subparagraph id="HC9B1C5D7D6754FE38B5D94048DA473C4"><enum>(B)</enum><header>Entities and individuals</header><text>The entities and individuals described in this subparagraph are—</text> 
<clause id="H23CCB3A30E794A6CAC6B7583BD4B5C9F"><enum>(i)</enum><text>States, local governments, and organizations that provide information to, or support for, victims of gun violence;</text></clause> <clause id="HF48819CC1D2F4702BAC074B0711EA043"><enum>(ii)</enum><text>victims of gun violence; and</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="H8E67C8164CEA49E4BB3656A1CA28AF0D"><enum>(iii)</enum><text>victim assistance professionals.</text></clause></subparagraph> <subparagraph id="HF7F7C3B7B7114F06A4E50073AC19D472"><enum>(C)</enum><header>Nature of outreach</header><text>In conducting outreach under subparagraph (A), the Advisory Council shall ask for input on—</text> 
<clause id="HB28AD90B7E064A5BA6041B63BDBF4E21"><enum>(i)</enum><text>information, resources, and best and promising practices available, including identification of any gaps and unmet needs;</text></clause> <clause id="HD862E3CEE21B436D878CF63221951027"><enum>(ii)</enum><text>recommendations that would help victims of gun violence—</text> 
<subclause id="H877745D517334E31A848898E7D002C67"><enum>(I)</enum><text>better meet their medical, financial, educational, workplace, housing, transportation, assistive technology, and accessibility needs;</text></subclause> <subclause id="HA3606BB5C513457DA27AF6A9B8069DDB"><enum>(II)</enum><text>maintain their mental health and emotional well-being;</text></subclause> 
<subclause id="HD5A7A8ADD32246AFA7C31D03A4526731"><enum>(III)</enum><text>seek legal redress for their injuries and protection against any ongoing threats to their safety; and</text></subclause> <subclause id="H0E8C71F914444C67B3A2146455F1BECD"><enum>(IV)</enum><text>access government programs, services, and benefits for which the victims may be eligible or to which the victims may be entitled; and</text></subclause></clause> 
<clause id="HD25DB5831CEE462894D4960161686A42"><enum>(iii)</enum><text>any other subject areas discovered during the process that would help victims of gun violence.</text></clause></subparagraph></paragraph></subsection> <subsection id="H9BDCD5B4836E45319CEF905FA8227825"><enum>(d)</enum><header>Federal Advisory Committee Act</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">Chapter 10</external-xref> of title 5, United States Code, shall not apply to the Advisory Council.</text></subsection> 
<subsection id="H7A5EE81AE8294BEC819E27BE0E34062C"><enum>(e)</enum><header>Funding</header><text>No additional funds are authorized to be appropriated to carry out this Act.</text></subsection> <subsection id="H19990452C19A489CB917C1C39281D2C8"><enum>(f)</enum><header>Sunset</header><text>The Advisory Council shall terminate on the date that is 5 years after the date of enactment of this Act.</text></subsection></section>
