<section id="H70565E88D9E040C49C960A043575EA13" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Small Business Competitions Act of 2025</short-title></quote>.</text></section> <section id="HA9A61263C4174CAC89A970D8E47E9476" section-type="subsequent-section"><enum>2.</enum><header>Codification of the Rule of Two</header><text display-inline="no-display-inline">Section 15(j) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/644">15 U.S.C. 644(j)</external-xref>) is amended by adding at the end the following new paragraph:</text>

<paragraph id="H81F5C5CD462346F0A815469C5BC0C285"><enum>(4)</enum><header>Rule of Two</header><text display-inline="yes-display-inline">Each contract, task order, or delivery order for the purchase of goods or services that has an anticipated value greater than the simplified acquisition threshold shall be reserved for small business concerns when the contracting officer reasonably expects—</text> <subparagraph id="H2E98FAE309914D4B9E330F095942B031"><enum>(A)</enum><text>to obtain offers from two or more responsible small business concerns; and</text></subparagraph> 
<subparagraph id="H7F5357DF1749432B88399C364DADB71C"><enum>(B)</enum><text display-inline="yes-display-inline">to award such contract, task order, or delivery order at a fair market price.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
