R. 2801</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250409">April 9, 2025</action-date><action-desc><sponsor name-id="V000136">Mr. Vasquez</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to allow an increased work opportunity credit with respect to veterans, and for other purposes.</official-title></form><legis-body id="H65FCD62902074E36952763C52214B4F6" style="OLC"><section id="HE9CE28B25D284EB39196C9CA2D2EA8D9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Honor and Hire Veterans Act of 2025</short-title></quote>.</text></section><section id="H8E6577559670440F83843FCB3DDD05D7"><enum>2.</enum><header>Work opportunity credit for veterans</header><subsection id="H07C5660007CB4BB1A50E62D6DC7C96B2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/51">Section 51(a)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>equal to</quote> and all that follows and inserting the following: </text><quoted-block style="USC" id="HA82CCA6A650D43B5A4409E1EF87D3D06" display-inline="yes-display-inline"><text>equal to—</text><subsection id="HC6680D3B853F4CF9844EB2B56C374A5A"><enum>(1)</enum><text display-inline="yes-display-inline">in the case of a qualified veteran, 50 percent of the qualified first-year wages for such year, and</text></subsection><subsection id="H7A20B3899A9344269E16DE746A474FBE"><enum>(2)</enum><text>in all other cases, 40 percent of the qualified first-year wages for such year.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HFB22C73D0B894A2F91EC81C98AF1FAEA" display-inline="no-display-inline"><enum>(b)</enum><header>Increased limitation on wages taken into account for veterans</header><text>Section 51(b)(3) of such Code is amended—</text><paragraph id="HA27C7D79E5FE448D934B9B4C718255FD"><enum>(1)</enum><text>by striking <quote>$12,000</quote> and inserting <quote>$18,000</quote>,</text></paragraph><paragraph id="H1814CC54D7734185AFB6D088318A73B0"><enum>(2)</enum><text>by striking <quote>$14,000</quote> and inserting <quote>$21,000</quote>, and</text></paragraph><paragraph id="H59F77C0DA27242FE9C5780E92BBCA6BE"><enum>(3)</enum><text>by striking <quote>$24,000</quote> and inserting <quote>$36,000</quote>.</text></paragraph></subsection><subsection id="H96200FDED2AB4708A99A7A819D75D5A5"><enum>(c)</enum><header>Conforming amendments relating to individuals not meeting minimum employment periods</header><text display-inline="yes-display-inline">Section 51(i)(3)(A) of such Code is amended by striking <quote>employer</quote> and all that follows and inserting the following:</text><quoted-block style="OLC" id="HFB2AEC5C81154EA68027D4F6C731B087" display-inline="yes-display-inline"><text>employer—</text><subparagraph id="H32E453EDDEED4BCC83E3509B600F6365"><enum>(i)</enum><text display-inline="yes-display-inline">subsection (a)(1) shall be applied by substituting <quote>25 percent</quote> for <quote>50 percent</quote>, and</text></subparagraph><subparagraph id="HC8B30213DF014B9C8A81925CDB48EDCB"><enum>(ii)</enum><text>subsection (a)(2) shall be applied by substituting <quote>25 percent</quote> for <quote>40 percent</quote>.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H03F6771AA75B4022A17739341A7D2BE5"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to individuals who begin work for the employer after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
