R. 2784</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250409">April 9, 2025</action-date><action-desc><sponsor name-id="L000597">Ms. Lee of Florida</sponsor> (for herself and <cosponsor name-id="V000131">Mr. Veasey</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend section 1362 of title 18, United States Code, to prohibit the destruction of broadband internet access service.</official-title></form><legis-body id="H79DF5288C6FC4D58920397947146A5CC" style="OLC"><section id="H89DC187892B5420782F4130409B19544" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stopping the Theft and Destruction of Broadband Act of 2025</short-title></quote>.</text></section><section id="H53E111529EA34002B967D261C71E89F6"><enum>2.</enum><header>Prohibiting destruction of broadband internet access service</header><text display-inline="no-display-inline">Section 1362 of title 18, United States Code, is amended—</text><paragraph id="HABDB5F3F4DC74E2A993E9885309FA331"><enum>(1)</enum><text>by inserting <quote>, including facilities used to provide broadband internet access service</quote> after <quote>means of communication</quote>;</text></paragraph><paragraph id="HF85C9938C87E4432B3228833E7D65F06"><enum>(2)</enum><text>by inserting <quote>or by any other person or entity</quote> after <quote>operated or controlled by the United States</quote>;</text></paragraph><paragraph id="H49E623BBCF2E4179B9FA92B96A29965B"><enum>(3)</enum><text>by striking <quote>used or intended to be used for the military or civil defense functions of the United States</quote>; and</text></paragraph><paragraph id="HB357C10599764C61AD16E260DBC28556"><enum>(4)</enum><text>by adding at the end the following: </text><quoted-block style="USC" id="HF4F5669DEB3C470A8196A41842ED28BE" display-inline="no-display-inline"><subsection id="H4449320B78014E83883627B04101332D"><enum/><text display-inline="yes-display-inline">For purposes of this section, the term <quote>broadband internet access service</quote>—</text><paragraph id="H196401C617514469BD881DC195A95841"><enum>(1)</enum><text>means a mass-market retail service by wire or radio that provides the capability to transmit data to and receive data from all or substantially all internet endpoints, including any capabilities that are incidental to and enable the operation of the communications service, but excluding dial-up internet access service; and</text></paragraph><paragraph id="H75A1A0A624794516BC30087FDAD097D0"><enum>(2)</enum><text>includes any service that the Federal Communications Commission finds to be providing a functional equivalent of the service described in paragraph (1). </text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
