<section id="H64A920F4B6134FE6A453372A2D07A1CB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ensuring Safer Schools Act of 2025</short-title></quote>. </text></section> <section id="HE1306CAB0A6E4E11880CDD3ABF38494E" commented="no"><enum>2.</enum><header>Uses of COPS grants to hire veterans and retired law enforcement officers as school resource officers</header><text display-inline="no-display-inline">Section 1701(b)(13) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10381">34 U.S.C. 10381(b)(12)</external-xref>) is amended by inserting <quote>, and the hiring and training of veterans and retired law enforcement officers to serve as school resource officers</quote> after <quote>offenses</quote>.</text></section> 
<section id="H40DE942A228749269BC7479A556A833F"><enum>3.</enum><header>Preferential consideration of applications for certain grants</header><text display-inline="no-display-inline">Section 1701(c) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10381">34 U.S.C. 10381(c)</external-xref>) is amended—</text> <paragraph id="HB00B20F077F7489F8A5F42244243368A"><enum>(1)</enum><text>in paragraph (2), by striking <quote>or</quote> at the end;</text></paragraph> 
<paragraph id="H83754CAFDE97416A949DF5DCBE85B6E0"><enum>(2)</enum><text>in paragraph (3), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph> <paragraph id="H5D0043D76315428EA94D1CD723864067"><enum>(3)</enum><text>by inserting after paragraph (3) the following:</text>

<paragraph id="H00C66C865AD642FD8A16A59FDD1F218C"><enum>(4)</enum><text display-inline="yes-display-inline">for hiring and training veterans and retired law enforcement officers as school resource officers.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H5972CC85E1824632AB27204CFE1E89CC"><enum>4.</enum><header>Technical assistance</header><text display-inline="no-display-inline">Section 1701(d) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10381">34 U.S.C. 10381(d)(3)</external-xref>) is amended by inserting after paragraph (3):</text>

<paragraph id="H33DE656AAD694681AC75B4065A108FEC"><enum>(4)</enum><header>Mental Health Screening and Training</header><text display-inline="yes-display-inline">The Attorney General may provide technical assistance to States, units of local government, Indian tribal governments, and to other public and private entities using funds under this section for purposes described in subsection (b)(13) to provide school resource officers with an annual mental health screening and an annual training on tactics and response.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="HC9B932EE3FCE41E291F3706BCAE5C310"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 1709(4) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10389">34 U.S.C. 10389(4)</external-xref>) is amended—</text> 
<paragraph id="H82032F24EABB4005A5F56190FC9FA7DA"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by inserting <quote>, veteran, or retired law enforcement officer</quote> after <quote>career law enforcement officer</quote>; </text></paragraph> <paragraph id="H5800B4FE7C834BED83665498779C66B2"><enum>(2)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="HABAEA01263A645B38D5FC38B7C87B81E"><enum>(3)</enum><text>in subparagraph (G), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph> <paragraph id="H6800D748B9494C1CAD4C026CC266D637"><enum>(4)</enum><text>by inserting after subparagraph (G) the following:</text>

<subparagraph id="H074EB5A5DB5746F8B4660DA3972814A3"><enum>(H)</enum><text display-inline="yes-display-inline">to meet at least annually with students in order to increase familiarity between students and the officer and to foster community engagement.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="HBC0C427CD4954714927C9D8555ACBD13"><enum>6.</enum><header>Coordination with the Department of Veterans Affairs</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs shall coordinate with recipients of grants under part Q of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10381">34 U.S.C. 10381 et seq.</external-xref>) to connect veterans seeking to serve as school resource officers (as such term is defined in section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/1038">34 U.S.C. 1038</external-xref>)) with local law enforcement agencies participating in school-based partnerships described in section 1701(b)(12) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10381">34 U.S.C. 10381(b)(12)</external-xref>).</text></section>
