<section id="HDCD082D854D24F4AB9D99A6D73C2D50A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Great Lakes Mapping Act of 2025</short-title></quote>.</text></section> <section id="H341D07BDCC1144E4B67B894C578319A8" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header>Surveying and mapping of lakebeds of the Great Lakes in high resolution</header> <subsection id="H4C75B0C23D854B7690E6866DDC5AE840"><enum>(a)</enum><header>High-Resolution lakebed mapping</header><text display-inline="yes-display-inline">Not later than December 31, 2030, the Administrator of the National Oceanic and Atmospheric Administration (referred to in this section as the <quote>Administrator</quote>) shall carry out a collaborative effort (referred to in this section as the <quote>mapping effort</quote>) to survey and map, in high resolution, the lakebeds of the Great Lakes.</text></subsection> 
<subsection id="H8EFE41976167463DABA53F00BB93B1A8"><enum>(b)</enum><header>Elements</header><text>The mapping effort shall include—</text> <paragraph id="H31AD5E59EE6C45B697D9CBD967176AA2"><enum>(1)</enum><text>completing a high-resolution map of the lakebeds of the Great Lakes; </text></paragraph> 
<paragraph id="H3F4DD7B084D64326836EFB120EF1A0E9"><enum>(2)</enum><text display-inline="yes-display-inline">collecting and processing high-resolution bathymetric data about the lakebeds of the Great Lakes;</text></paragraph> <paragraph id="H96A996DC797841A0909833AF09EF8421"><enum>(3)</enum><text display-inline="yes-display-inline">using existing systems to catalog bathymetric data and other information regarding the lakebeds of the Great Lakes that the Administrator possesses or has access to independent of the mapping effort or as a result of the mapping effort; and</text></paragraph> 
<paragraph id="HD85B451485AA456B8ADFA6D312BF52DF"><enum>(4)</enum><text>collecting, cataloging, and storing metadata created during the mapping effort.</text></paragraph></subsection> <subsection id="HFAFE96C8E6E8461AAFA4E6ECB57191F2"><enum>(c)</enum><header>Coordination</header><text>In carrying out the mapping effort, the Administrator shall coordinate with—</text> 
<paragraph id="H04DBE13320D14C108506865C6180E3FA"><enum>(1)</enum><text display-inline="yes-display-inline">the Governor of any State that borders any of the Great Lakes;</text></paragraph> <paragraph id="HADB8D8AC0E1B4C8DB46321364EA0D9EE"><enum>(2)</enum><text>the head of an agency of such a State that is responsible for carrying out policy related to the Great Lakes or the lakebeds of the Great Lakes;</text></paragraph> 
<paragraph id="H082E95B23E1B4C98AD30DB44744CF15D"><enum>(3)</enum><text>the National Ocean Mapping, Exploration, and Characterization Council;</text></paragraph> <paragraph id="HE2DB8D3560134D2DB41FBA03BC1164C7"><enum>(4)</enum><text>the Lakebed 2030 Regional Initiative of the Great Lakes Observing System;</text></paragraph> 
<paragraph id="H5FA2BA623F7C4DDF949AD6A34B3E4C4E"><enum>(5)</enum><text>other regional ocean observing systems; and</text></paragraph> <paragraph id="H051F39BE52BE4FC88304B380206ACDCD"><enum>(6)</enum><text>any other entity the Administrator determines relevant.</text></paragraph></subsection> 
<subsection id="H16076F92B1FD4E3DA6EFA307BF7645FD"><enum>(d)</enum><header>Data management; product sharing</header><text display-inline="yes-display-inline">The Administrator, in consultation with regional entities, shall—</text> <paragraph id="H742F180F0F1C4FB7A1DB2D2F36EC55A8"><enum>(1)</enum><text display-inline="yes-display-inline">during the mapping effort and within a reasonable time (as determined by the Administrator) after the relevant data is collected pursuant to the mapping effort, make publicly available the parts of the high-resolution map of the lakebeds of the Great Lakes that are completed; and</text></paragraph> 
<paragraph id="H5C995A9457614381A007F7B65CBBD93E"><enum>(2)</enum><text>not later than, to the extent practicable, 180 days after completing the mapping effort—</text> <subparagraph id="H7BBDD6A8B8BA41DAA644DEBB46CF40D4"><enum>(A)</enum><text>make publicly available—</text> 
<clause id="H76C699D5DAB0433BBB3957587209F43E"><enum>(i)</enum><text display-inline="yes-display-inline">the complete high-resolution map of the lakebeds of the Great Lakes; and</text></clause> <clause id="H3CC7E51F2806408280363872F81F1C9E"><enum>(ii)</enum><text display-inline="yes-display-inline">any additional information, including metadata, collected under subsection (a) that is required to be released to the public under any other provision of law; and</text></clause></subparagraph> 
<subparagraph id="H37F93AABE8A74CC1B761E7977ABC617D"><enum>(B)</enum><text display-inline="yes-display-inline">incorporate the data from the map into additional products, including nautical charts and other products determined appropriate by the Administrator, such products used for resource mapping and habitat characterization.</text></subparagraph> </paragraph></subsection> <subsection id="H3417C457E8E741BFAFB978226B445968"><enum>(e)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to change any process or procedure used by the Administrator in carrying out the requirements of section 4 of the Digital Coast Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1467">16 U.S.C. 1467</external-xref>) or the Ocean and Coastal Mapping Integration Act (<external-xref legal-doc="usc" parsable-cite="usc/33/3501">33 U.S.C. 3501 et seq.</external-xref>).</text></subsection> 
<subsection id="H78197935D2C146CE919C0C6ECF9601C2"><enum>(f)</enum><header>Authorization of appropriations</header> 
<paragraph id="HB78918793DB74A52B9176D17DB71A759"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to the Administrator $50,000,000 for each of fiscal years 2025 through 2029 to carry out this section.</text></paragraph> <paragraph id="HB7C08A8C4DDD4794B900DAC8C362CE3A"><enum>(2)</enum><header>Availability</header><text>Amounts appropriated pursuant to the authorization of appropriations under paragraph (1) shall remain available through fiscal year 2030.</text></paragraph></subsection> </section>
