R. 2699</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250407">April 7, 2025</action-date><action-desc><sponsor name-id="V000133">Mr. Van Drew</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Communications Act of 1934 to require providers of cable service and telephone service to charge veterans’ organizations residential rates for such services, and for other purposes.</official-title></form><legis-body id="HD8AE355F7F8D4FA2AF45CC5C5DA52A6D" style="OLC"><section id="H271C4181FE1243E18C33CD36BFB4FD68" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans’ Telecommunication Protection Act</short-title></quote>. </text></section><section id="H508E7F7282B64B6CB4E683EB043BA8FE"><enum>2.</enum><header>Residential rates for veterans’ organizations</header><subsection id="H149CBA9E3F3D4D0FBAC232E618BCF578"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title VII of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/601">47 U.S.C. 601 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H968C4887BC6B4E6DB91618E9A4503300" display-inline="no-display-inline"><section id="HE294E69ECF36402EA069BFBCF106E928"><enum>723.</enum><header>Residential rates for veterans’ organizations</header><subsection id="H90346D35955E47C88CE116677F0C4F56"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">A provider of a covered service shall charge a veterans’ organization for a covered service delivered to the property at which the organization primarily operates the rate that the provider would charge for the service if the organization were an individual or household residing at the property, if the rate is less than the rate that the provider would charge the organization for the service without regard to this section.</text></subsection><subsection id="HA46B1003B18548F58DA5D53D327FA405"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HCF56D5860F064C8AA371C5AC49E736DD"><enum>(1)</enum><header>Covered service</header><text>The term <term>covered service</term> means—</text><subparagraph id="H3D87DE9A9E664540ACDBDBF7617287EE"><enum>(A)</enum><text>a cable service (as defined in section 602); and</text></subparagraph><subparagraph id="HAA05A850B5EB4B2F80483FF8F9981D24"><enum>(B)</enum><text>a voice service (as defined in section 227(e)(8)), except for a commercial mobile service (as defined in section 332(d)).</text></subparagraph></paragraph><paragraph id="HDC7DED459EB4434F875384070574E2DB"><enum>(2)</enum><header>Veterans’ organization</header><text>The term <term>veterans’ organization</term> means any organization recognized by the Secretary of Veterans Affairs pursuant to section 5902 of title 38, United States Code.</text></paragraph></subsection></section><after-quoted-block>. </after-quoted-block></quoted-block></subsection><subsection id="HF556BB8775C343A6A4B8A7A4EB975D3B"><enum>(b)</enum><header>Effective date</header><text>Section 723 of the Communications Act of 1934, as added by subsection (a), applies with respect to covered services (as such term is defined in such section) provided on or after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
