R. 2601</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250402">April 2, 2025</action-date><action-desc><sponsor name-id="J000305">Ms. Jacobs</sponsor> (for herself, <cosponsor name-id="J000298">Ms. Jayapal</cosponsor>, <cosponsor name-id="V000081">Ms. Velázquez</cosponsor>, <cosponsor name-id="T000481">Ms. Tlaib</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="V000130">Mr. Vargas</cosponsor>, <cosponsor name-id="B001300">Ms. Barragán</cosponsor>, <cosponsor name-id="M000312">Mr. McGovern</cosponsor>, and <cosponsor name-id="F000462">Ms. Lois Frankel of Florida</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name>, and in addition to the Committee on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the use of, and rescind, Federal funds for United States DOGE Service, and for other purposes.</official-title></form><legis-body id="HA3DB8193E53948EEB2D3AFDE8FEAEB47" style="OLC"><section id="H2332A2CA2EB747EFA997848D59635AD4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Delete DOGE Act</short-title></quote>.</text></section><section id="H433E6614C4814A8FB48162E1706BEB33"><enum>2.</enum><header>Defunding DOGE</header><subsection id="H2C49A92707924B87BB39D807194C36F8"><enum>(a)</enum><header>Definitions</header><paragraph id="H659A35571E464B05BFC26478F417414D"><enum>(1)</enum><header>Covered entity</header><text>The term <term>covered entity</term> means—</text><subparagraph id="H94F22F89C2D54522AD19E75AAD4880EC"><enum>(A)</enum><text>the United States DOGE Service (commonly referred to as the <quote>Department of Government Efficiency</quote> or <quote>DOGE</quote>);</text></subparagraph><subparagraph id="H948C3EEBE9CE4024B081B103818974A4"><enum>(B)</enum><text>the DOGE Service Temporary Organization;</text></subparagraph><subparagraph id="H83C2D1F12D5A4D2A9232A1EF84F00019"><enum>(C)</enum><text>a DOGE Team, as defined in any covered executive order;</text></subparagraph><subparagraph id="H5F92EE6B33194C259DEA985835F163FA"><enum>(D)</enum><text>any entity established in accordance with, or to implement, any covered executive order; or</text></subparagraph><subparagraph id="HC521495304214B8790AB7DE58D29D5F7"><enum>(E)</enum><text>any successor entity of an entity described in subparagraph (A) through (D).</text></subparagraph></paragraph><paragraph id="HCC47E37E5E304B1EB0A63E66B7B20BCE"><enum>(2)</enum><header>Covered executive order</header><text>The term <term>covered executive order</term> means—</text><subparagraph id="H657CB576916C4427BA1E65EAC1F8C79F"><enum>(A)</enum><text>Executive Order 14158 (90 Fed. Reg. 8441; relating to establishing and implementing the President’s <quote>Department of Government Efficiency</quote>);</text></subparagraph><subparagraph id="HD69093A0301A49B2B8743F77B41F8969"><enum>(B)</enum><text>Executive Order 14210 (90 Fed. Reg. 9669; related to implementing the President’s <quote>Department of Government Efficiency</quote> workforce optimization initiative);</text></subparagraph><subparagraph id="H3C699228B9F04903B2EC31412E764A49"><enum>(C)</enum><text>Executive Order 14222 (90 Fed. Reg. 11095; related to implementing the President’s <quote>Department of Government Efficiency</quote> cost efficiency initiative); or</text></subparagraph><subparagraph id="H2BE064BE0BF242DF90A00BAB9E98177E"><enum>(D)</enum><text>any successor executive order of the executive orders described in subparagraphs (A) through (C), establishing such Department or successor entities, or implementing any initiative of such Department or successor entities.</text></subparagraph></paragraph><paragraph id="H1427B3466B36480281ED7A3A35DEFA6C"><enum>(3)</enum><header>Covered individual</header><text>The term <term>covered individual</term> means any individual associated with a covered entity on or after January 20, 2025, including an officer, employee, expert, consultant, contractor, volunteer, or any other individual regardless of title or compensation, that is of, within, or providing services for a covered entity, or has at any point headed or controlled a covered entity.</text></paragraph></subsection><subsection id="H4F140C9DE4E84F0AA2C13E5E62E0B528"><enum>(b)</enum><header>Limitation</header><paragraph id="H6A01555F1518475AA8F092569CEDE734"><enum>(1)</enum><header>Executive order</header><text>No Federal funds may be used to implement, administer, or enforce a covered executive order.</text></paragraph><paragraph id="HC77ABF1E1AA540129BAC9EE3D39617D7"><enum>(2)</enum><header>USDS</header><subparagraph id="H6C997DEB9AB54814A8E96234179B011F"><enum>(A)</enum><text>Except as provided for in subparagraph (B), Federal funds made available for the United States Digital Service shall only be obligated, expended, transferred, or otherwise made available for the purposes of improving existing digital service delivery across the Federal Government in the same manner as it was provided on January 19, 2025.</text></subparagraph><subparagraph id="HF9E560EF457D4AE3B931793909B988D7"><enum>(B)</enum><text>No Federal funds may be obligated, expended, transferred, or otherwise made available for any project or initiative initiated by a covered entity on or after January 20, 2025.</text></subparagraph></paragraph><paragraph id="H92F0465232164885B359B625916D069A"><enum>(3)</enum><header>DOGE entities</header><text>Except as provided for in paragraph (2), no Federal funds may be obligated, expended, transferred, or otherwise made available to a covered entity.</text></paragraph><paragraph id="HA0BBC8D617A04C568F33688F3A1F4750"><enum>(4)</enum><header>DOGE-affiliated individuals</header><subparagraph id="H4D957C81DF5C4A01B3EC9CE869E30C88"><enum>(A)</enum><text>No Federal funds may be used by a covered individual, including the use of equipment or devices purchased or maintained using Federal funds.</text></subparagraph><subparagraph id="H0D8F6EA7308E49F4A8EDFBC225DD5144"><enum>(B)</enum><text>No Federal funds may be used to implement, administer, or enforce an order or directive, or a recommendation under the color of government office or employment, from a covered individual.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
