<section id="H6297064F9CAB47F1AF524078A0EF3D43" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Secretary of the Coast Guard Act of 2025</short-title></quote>.</text></section> <section id="HE2730CEFC540486683F3B9EBA6A732FB" section-type="subsequent-section"><enum>2.</enum><header>Secretary of the Coast Guard</header> <subsection id="HD9FAD88D4FE24D8C80823C55E03710EB"><enum>(a)</enum><header>Secretary of the Coast Guard</header><text>Subtitle I of title 14, United States Code, is amended—</text> 
<paragraph id="HC1EC107780624B6F9F8172E38519AFD9"><enum>(1)</enum><text>by redesignating section 106 as section 107; </text></paragraph> <paragraph id="HEFE568E2CD7A42698D24936F3C1432D7"><enum>(2)</enum><text>by inserting after section 105 the following:</text>

<section id="H4EDEEE922DF74B5C9C62A25067E10BEE"><enum>106.</enum><header>Secretary of the Coast Guard defined</header><text display-inline="no-display-inline">In this title, the term <quote>Secretary of the Coast Guard</quote> means the Secretary of the Coast Guard established in section 201. </text></section><after-quoted-block>; and </after-quoted-block></quoted-block></paragraph> <paragraph id="H826A31469FAD4DE3B83C6889BC2F7724"><enum>(3)</enum><text>by inserting after section 107, as so redesignated, the following:</text>

<section id="H0B1CFD4B89F243D9B249F70328E8198C"><enum>201.</enum><header>Secretary of the Coast Guard</header> 
<subsection id="H1ABF4774B15C4011847F61EC003A98F3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is a Secretary of the Coast Guard, appointed by the President, by and with the advice and consent of the Senate.</text></subsection> <subsection id="H7B3A74BABAA748B5810AA09513FB272A"><enum>(b)</enum><header>Powers</header><text>Subject to the authority, direction, and control of the Secretary, the Secretary of the Coast Guard shall exercise the powers of the Secretary in section 501, and other duties as may be prescribed by law or by the President or Secretary, in directing the Coast Guard.</text></subsection> 
<subsection id="H6252C03F79A1435BA4349071CD9B6285"><enum>(c)</enum><header>Reporting</header><text>The Secretary of the Coast Guard shall report directly to the Secretary without being required to report through any other official of the department in which the Coast Guard is operating.</text></subsection> <subsection id="H359983A45F764D6EB1CF299882C79030"><enum>(d)</enum><header>Commandant reporting</header><text display-inline="yes-display-inline">The Commandment shall report directly to the Secretary of the Coast Guard.</text></subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HEBC1F2A48AF64049A9EDAB9BAB6B5FCD"><enum>(b)</enum><header>Clerical amendment</header><text>The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/14/1">chapter 1</external-xref> of title 14, United States Code, is amended by striking the item relating to section 106 and inserting the following: </text> <quoted-block style="USC" display-inline="no-display-inline" id="HCB931F3631674F6FAA29343523D68F2F"> <toc regeneration="no-regeneration"> <toc-entry level="section">106. Secretary of the Coast Guard defined. </toc-entry> <toc-entry level="section">107.
