R. 2513</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250331">March 31, 2025</action-date><action-desc><sponsor name-id="M001204">Mr. Meuser</sponsor> (for himself, <cosponsor name-id="H001058">Mr. Huizenga</cosponsor>, <cosponsor name-id="B001282">Mr. Barr</cosponsor>, <cosponsor name-id="W000816">Mr. Williams of Texas</cosponsor>, <cosponsor name-id="K000397">Mrs. Kim</cosponsor>, <cosponsor name-id="D000032">Mr. Donalds</cosponsor>, and <cosponsor name-id="S000168">Ms. Salazar</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name>, and in addition to the Committee on <committee-name committee-id="HBA00">Financial Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require Senate confirmation of Inspector General of the Bureau of Consumer Financial Protection, and for other purposes.</official-title></form><legis-body id="H2D9EDD77C6844C93BAD1920CA808FBCF" style="OLC"><section id="HBC73D82821244D99B25B3EC4ADB5B005" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Bureau of Consumer Financial Protection-Inspector General Reform Act of 2025</short-title></quote> or the <quote><short-title>CFPB–IG Reform Act of 2025</short-title></quote>.</text></section><section id="HF2C33A0F19C3413EB3214379A574106D"><enum>2.</enum><header>Appointment of Inspector General</header><text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/4">Chapter 4</external-xref> of title 5, United States Code, is amended—</text><paragraph id="H0ADB6CB78560457EB69A6130327F4ED6" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text>in section 401—</text><subparagraph id="HABDD8BFADD4041189BCA20CDDB8E48B1" commented="no"><enum>(A)</enum><text>in paragraph (1), by inserting <quote>the Bureau of Consumer Financial Protection,</quote> after <quote>the Export-Import Bank of the United States,</quote>; and</text></subparagraph><subparagraph id="HFCC0A231B8A141DEA2E79213ED05A813" commented="no"><enum>(B)</enum><text>in paragraph (3), by inserting <quote>the Director of the Bureau of Consumer Financial Protection;</quote> after <quote>the President of the Export-Import Bank of the United States;</quote>; and</text></subparagraph></paragraph><paragraph id="H6B289436E4364875BB105AD41A503423"><enum>(2)</enum><text>in section 415—</text><subparagraph id="H486FFE1423064BAD90C04417355D6395"><enum>(A)</enum><text>in subsection (a)(1), by striking <quote>and the Bureau of Consumer Financial Protection</quote>;</text></subparagraph><subparagraph id="H9749D195A0274A949CB1D38360A9F7D0"><enum>(B)</enum><text>in subsection (c), by striking <quote>For purposes of implementing this section, the Chairman of the Board of Governors of the Federal Reserve System shall appoint the Inspector General of the Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection. The Inspector General of the Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection shall have all of the authorities and responsibilities provided by this Act with respect to the Bureau of Consumer Financial Protection, as if the Bureau were part of the Board of Governors of the Federal Reserve System.</quote>; and</text></subparagraph><subparagraph id="H47514E396C674175B92BD72FDCB46AF7"><enum>(C)</enum><text>in subsection (g)(3), by striking <quote>and the Bureau of Consumer Financial Protection</quote>. </text></subparagraph></paragraph></section><section id="H91231E58861F4382BCD0863E41C0040A" section-type="subsequent-section"><enum>3.</enum><header>Requirements for the Inspector General for the Bureau of Consumer Financial Protection</header><subsection id="H3DCA1EB4BF9D49EE95DD54256A6D8089"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 1011 of the Dodd-Frank Wall Street Reform and Consumer Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/12/5491">12 U.S.C. 5491</external-xref>) is amended—</text><paragraph id="H462EABA389564889861EB00E1DE4D8EA"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="HD2EB4AE6E66D4A8980A0F5AF8614EF46"><enum>(A)</enum><text>in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">and Deputy Director</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">, Deputy Director, and Inspector General</header-in-text></quote>; and</text></subparagraph><subparagraph id="H1D74D52F188B4288A702548E09286AE9"><enum>(B)</enum><text>by inserting after paragraph (5) the following:</text><quoted-block display-inline="no-display-inline" id="H235221362D95446E84614EDF387FD8ED" style="OLC"><paragraph id="HABFC0CF27CC54AA4BC258B619B59EBA8"><enum>(6)</enum><header>Inspector General</header><text display-inline="yes-display-inline">There is established the position of the Inspector General.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H16C68445D63A421893E9B6DC2EE8D882"><enum>(2)</enum><text>in subsection (d), by striking <quote>or Deputy Director</quote> each place it appears and inserting <quote>, Deputy Director, or Inspector General</quote>.</text></paragraph></subsection><subsection id="H45B71176B9D140EC802BA0358B7697DA"><enum>(b)</enum><header>Hearings</header><text display-inline="yes-display-inline">Section 1016 of such Act is amended by inserting after subsection (c) the following:</text><quoted-block display-inline="no-display-inline" id="HBCA3F09E24804C5BA3A98958A87912D3" style="OLC"><subsection id="H5D1EA0BAEA144557A2F7BF1ED9747DBF"><enum>(d)</enum><header>Additional Requirement for Inspector General</header><text display-inline="yes-display-inline">On a separate occasion from that described in subsection (a), the Inspector General of the Bureau shall appear, upon invitation, before the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services and the Committee on Energy and Commerce of the House of Representatives at semiannual hearings regarding the reports required under subsection (b) and the reports required under section 405 of title 5, United States Code.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HA075FD8807F040E78923B530C7A604AF"><enum>(c)</enum><header>Funding for Office of Inspector General</header><text display-inline="yes-display-inline">Section 1017(a)(2) of such Act is amended—</text><paragraph id="H7E6F13B25F2546A9A115CABCB5D5A721"><enum>(1)</enum><text>by redesignating subparagraph (C) as subparagraph (D); and</text></paragraph><paragraph id="HDBA3C875EF12425FA4B0CC8174233212"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (B) the following:</text><quoted-block display-inline="no-display-inline" id="HE0AA63CCA2EA410EB2C40DD4561CC906" style="OLC"><subparagraph id="H902D5D8D18614AA4A52A5518499AF408"><enum>(C)</enum><header>Funding for Office of Inspector General</header><text display-inline="yes-display-inline">Each fiscal year, the Bureau shall dedicate 2 percent of the funds transferred pursuant to paragraph (1) to the Office of the Inspector General.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H3CD9B7FD8B784C3B99038374B73CB649"><enum>(d)</enum><header>Participation in the Council of Inspectors General on Financial Oversight</header><text display-inline="yes-display-inline">Section 989E(a)(1) of such Act is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H86C23CAD58014C54BB21A791928D0741" style="OLC"><subparagraph id="HF35492A3FDF94D79A1A65C6EEE04F99A"><enum>(J)</enum><text display-inline="yes-display-inline">The Bureau of Consumer Financial Protection.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HFBB284AB29134B7C8FB1410FE5353B47"><enum>(e)</enum><header>Deadline for appointment</header><text display-inline="yes-display-inline">Not later than 60 days after the date of the enactment of this Act, the President shall appoint an Inspector General for the Bureau of Consumer Financial Protection in accordance with section 403 of title 5, United States Code.</text></subsection></section><section id="HE11622369F7341E1B75CABBB7634150F"><enum>4.</enum><header>Effective date</header><subsection id="H127551FAE0CB47F9A98686328A64C117"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The amendments made by this Act shall take effect on the date on which the first Inspector General of the Bureau of Consumer Financial Protection is confirmed by the Senate.</text></subsection><subsection id="H19533CAFF5314FB9A1C47F14B3736C35"><enum>(b)</enum><header>Appointment</header><text display-inline="yes-display-inline">The President may appoint, and the Senate may confirm, an Inspector General of the Bureau of Consumer Financial Protection before the amendments made by this Act take effect.</text></subsection><subsection id="HE7B78A6AE27A47C6AE8FC27DBEB67DBD"><enum>(c)</enum><header>Transition</header><text display-inline="yes-display-inline">The Inspector General of the Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection shall, upon the date on which the first Inspector General of the Bureau of Consumer Financial Protection is confirmed by the Senate, become the Inspector General of the Board of Governors of the Federal Reserve System.</text></subsection></section></legis-body></bill>
