R. 2492</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250514">May 14, 2025</action-date><action-desc>Received; read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To authorize the Secretary of Agriculture and the Secretary of the Interior to permit removal of trees around electrical lines on National Forest System lands and Bureau of Land Management lands, respectively, without conducting a timber sale, and for other purposes.</official-title></form><legis-body id="HA2578F435A92439999E374C1BEA295E6" style="OLC"><pagebreak></pagebreak><section id="H8AC73C9294C84C7EAFD7C208F0CA55CC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fire Safe Electrical Corridors Act of 2025</short-title></quote>.</text></section><section id="H35E324194EE64D6EA92AE2E7AFE2AA6E"><enum>2.</enum><header>Permits and agreements with electrical utilities</header><subsection id="H5BAF98541ACE4FF1882BEF1E75F44B84"><enum>(a)</enum><header>In general</header><text>In any special use permit or easement on covered Federal lands provided to an electrical utility, the Secretary concerned may provide permission to cut and remove trees or other vegetation from within the vicinity of distribution lines or transmission lines without requiring a separate timber sale, if that cutting and removal is consistent with—</text><paragraph commented="no" display-inline="no-display-inline" id="H5A2B6315D410421D881714BCC18F6397"><enum>(1)</enum><text display-inline="yes-display-inline">any applicable land and resource management plan; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H94A412C35D284E4EACEA22F9ED07CE0E"><enum>(2)</enum><text display-inline="yes-display-inline">other applicable environmental laws (including regulations).</text></paragraph></subsection><subsection id="H959808EAA3C84B559A229BD6260A2503"><enum>(b)</enum><header>Use of proceeds</header><text>A special use permit or easement that includes permission for cutting and removal described in subsection (a) shall include a requirement that, if the applicable electrical utility sells any portion of the material removed under the permit or easement, the electrical utility shall provide to the Secretary concerned any proceeds received from the sale, less any transportation costs incurred in the sale.</text></subsection><subsection id="H3EE39E5670AA47D495396D61C8725DAF"><enum>(c)</enum><header>Effect</header><text>Nothing in subsection (b) shall require the sale of any material removed under a permit or easement that includes permission for cutting and removal described in subsection (a).</text></subsection><subsection id="H99B8F68A0C1C49EB8F82C10E957E3C51"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H383CB090AB8C410A82983C5FD0C3225C"><enum>(1)</enum><header>Covered Federal lands</header><text display-inline="yes-display-inline">The term <quote>covered Federal lands</quote> means—</text><subparagraph id="HE3BC831A275C423FB96A4993AADAC0E7"><enum>(A)</enum><text>National Forest System lands; and</text></subparagraph><subparagraph id="HDA1A5614ADEA4D72BE656635E7675E2E"><enum>(B)</enum><text>lands managed by the Bureau of Land Management.</text></subparagraph></paragraph><paragraph id="H37E859AC2A854244A158CB062D8BCC23"><enum>(2)</enum><header>Secretary concerned</header><text>The term <quote>Secretary concerned</quote> means—</text><subparagraph id="H4393AD206B954B48B0C68A7FDCA56550"><enum>(A)</enum><text display-inline="yes-display-inline">with respect to National Forest System lands, the Secretary of Agriculture, acting through the Chief of the Forest Service; and</text></subparagraph><subparagraph id="H6EF976D469B743D388BBC3D8591E07D1"><enum>(B)</enum><text display-inline="yes-display-inline">with respect to lands managed by the Bureau of Land Management, the Secretary of the Interior, acting through the Director of the Bureau of Land Management.</text></subparagraph></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20250513" chamber="House">Passed the House of Representatives May 13, 2025.</attestation-date><attestor display="yes">Kevin F.
