<section id="HA50CC8BFF20C41A0B8F1E69D32CA6691" section-type="section-one"><enum>1.</enum><header>Short title; table of contents</header> 
<subsection id="H0C90052692B3449DA47F1F47D66B9EC8"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>New Collar Jobs Act of 2025</short-title></quote>.</text></subsection> <subsection id="HDFDF42335C5F4700BB1A61998F7F5768"><enum>(b)</enum><header>Table of contents</header><text>The table of contents for this Act is as follows:</text>

<section id="HF2758317603145B0AB2095E837BAA26B"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress find the following:</text> <paragraph id="H460B2E39A3164B80AB1D81E94255A9B2"><enum>(1)</enum><text display-inline="yes-display-inline">Domestic factory output has increased by 21 percent since June 2009, but manufacturing employment has only increased 5 percent during that time, and has been flat since late 2014.</text></paragraph> 
<paragraph id="H865C1F2C917A495F8F1FC9FC70D61FCD"><enum>(2)</enum><text display-inline="yes-display-inline">As manufacturers leverage new technologies from robotics to distributed control systems to create modern factories and industrial plants, different employment requirements have emerged including the need for cybersecurity talent.</text></paragraph> <paragraph id="H2B92F2050A6F4566B668E9B25C9E0476"><enum>(3)</enum><text display-inline="yes-display-inline">Leading cybersecurity experts have reported a spike of 250 percent in industrial automation and control system cyber-incidents occurring during the period between 2011 and 2015 and as a result are seeking personnel with knowledge of their industry coupled with knowledge of security technology to prevent their organization from becoming victims of cyber-attacks.</text></paragraph></section> 
<section id="H43CAE95898C74C5AA1379B76716C6703" section-type="subsequent-section"><enum>3.</enum><header>Employee cybersecurity education</header> 
<subsection id="H713C6C5841ED497A866F99C522C7FE59"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subpart D of part IV of subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new section:</text> <quoted-block id="H67A74468A48F4309A3CC708BFF91FD04"> <section display-inline="no-display-inline" id="H1A405418020345B5894C0EE70C7C31BB" section-type="subsequent-section"><enum>45BB.</enum><header>Employee cybersecurity education</header> <subsection id="HC872AD779F084E2085B0D45AF2BD0D3A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For purposes of section 38, the employee cybersecurity education credit determined under this section for the taxable year is an amount equal to 50 percent of the aggregate qualified employee cybersecurity education expenses paid or incurred by the employer during such taxable year.</text></subsection> 
<subsection id="H7D7DA8A1DE4448BF91F365C1B8FA278D"><enum>(b)</enum><header>Limitation</header><text>The amount allowed as a credit under subsection (a) for the taxable year with respect to an employee shall not exceed $5,000.</text></subsection> <subsection id="HCBDDB8A219CC48FFBDAD01432EAC1736"><enum>(c)</enum><header>Qualified employee cybersecurity education expenses</header><text display-inline="yes-display-inline">For purposes of this section, the term <term>qualified employee cybersecurity education expenses</term> means amounts paid or incurred for each employee who earns a certificate or degree at the undergraduate or graduate level or industry-recognized certification relating to those specialty areas and work roles that are listed in NCWF Work Roles in the document entitled, <quote>NICE Cybersecurity Workforce Framework (NCWF)</quote>, published by the National Initiative for Cybersecurity Education (NICE) of the National Institute of Standards and Technology.</text></subsection> 
<subsection id="HD2C6643FA07F430087AE87B2863D06B1"><enum>(d)</enum><header>Certain rules To apply</header><text>Rules similar to the rules of subsections (i)(1) and (k) of section 51 shall apply for purposes of this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H43AC8BBE24F84572B08680257B4B2B57"><enum>(b)</enum><header>Credit made part of general business credit</header><text display-inline="yes-display-inline">Subsection (b) of section 38 of such Code is amended—</text> 
<paragraph id="H3450D5D3F89C473BBDF950EA7F958356"><enum>(1)</enum><text>by striking <quote>plus</quote> at the end of paragraph (40),</text></paragraph> <paragraph id="H1822B5E28BA74C6F8CDF9D4E569B2825"><enum>(2)</enum><text>by striking the period at the end of paragraph (41) and inserting a comma, and</text></paragraph> 
<paragraph id="H0B10424039A445009EDAAE5504E25BEA"><enum>(3)</enum><text>by inserting after paragraph (41) the following new paragraph:</text> <quoted-block display-inline="no-display-inline" id="HEC8A86B0976D41BCB5C83816292F432A" style="OLC"> <paragraph id="H7DBCB107D8E64132962FA684D8496CAC"><enum>(42)</enum><text display-inline="yes-display-inline">the employee cybersecurity education credit determined under section 45BB(a), plus</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H3D395276B6294B7194A0924134555E83"><enum>(c)</enum><header>Denial of double benefit</header><text>Subsection (a) of section 280C of such Code is amended by inserting <quote>45BB(a),</quote> after <quote>45S(a),</quote> .</text></subsection> <subsection id="H3495CA8F32E844CA8A7427AB62069E88"><enum>(d)</enum><header>Clerical amendment</header><text>The table of sections for subpart D of part IV of subchapter A of chapter 1 of such Code is amended by adding at the end the following new item:</text>

<toc-entry idref="H1A405418020345B5894C0EE70C7C31BB" level="section">Sec. 45BB. Employee cybersecurity education.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H6479EA6D62694BFAAD3F4721D6AD4B16"><enum>(e)</enum><header>Effective date</header><text>The amendments made by this section shall apply to individuals commencing apprenticeship programs after the date of the enactment of this Act.</text></subsection></section> <section id="HE03EBC1A43E64FEA94C64080E384C724"><enum>4.</enum><header>Student loan repayment for certain cybersecurity employees</header><text display-inline="no-display-inline">Section 455 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block display-inline="no-display-inline" id="H600A0DF7BD7E40D5A54D771045C4720F" style="OLC"> 
<subsection id="H384B9AE7096947538B7753364C6B0C06"><enum>(q)</enum><header>Loan repayment for cybersecurity workers in economically distressed area</header> 
<paragraph id="H1161B2504C8940DB9EC8230003645698"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall cancel the amount described in paragraph (2) of the balance of interest and principal due, in accordance with such paragraph, on any eligible Federal Direct Loan not in default for a borrower who—</text> <subparagraph id="H409A4E626F7340618EA17C932F2011C0"><enum>(A)</enum><text display-inline="yes-display-inline">makes 36 consecutive monthly payments on the eligible Federal Direct Loan after the date of the enactment of this section pursuant to any one or a combination of the following—</text> 
<clause commented="no" id="H17A18FFB34E747D8BAF6BB598D7D6182"><enum>(i)</enum><text>payments under an income-based repayment plan under section 493C;</text></clause> <clause commented="no" id="H60774B8AE1244317BC7A8931321DB0D2"><enum>(ii)</enum><text>payments under a standard repayment plan under subsection (d)(1)(A), based on a 10-year repayment period;</text></clause> 
<clause commented="no" id="H27654D92FA674E1793C3DCEEAED72D02"><enum>(iii)</enum><text>monthly payments under a repayment plan under subsection (d)(1) or (g) of not less than the monthly amount calculated under subsection (d)(1)(A), based on a 10-year repayment period; or</text></clause> <clause commented="no" id="HE0A62253FD134A87BEF8C09DEB8887CB"><enum>(iv)</enum><text>payments under an income contingent repayment plan under subsection (d)(1)(D); and</text></clause></subparagraph> 
<subparagraph id="HA3860337B1A04118B68A68C70E058774"><enum>(B)</enum><text display-inline="yes-display-inline">during the period in which the borrower makes each of the 36 consecutive monthly payments described in subparagraph (A), has been employed in a cybersecurity job—</text> <clause id="H5FD2118C706B4B47BEFAB6094A10EA99"><enum>(i)</enum><text>located in an area that, for at least 12 of such consecutive monthly payments is an economically distressed area; and</text></clause> 
<clause id="H61711CDEDB9E40578A53F01D4247CC33"><enum>(ii)</enum><text>that requires that the borrower work in the economically distressed area no less than 60 percent of total work hours.</text></clause></subparagraph></paragraph> <paragraph id="H8034DABD1EC946E0AE2AB02C4E42FD42"><enum>(2)</enum><header>Cancellation amount</header><text>After the conclusion of the employment period described in paragraph (1), the Secretary shall cancel the lesser of the following:</text> 
<subparagraph id="H115AEE3860784AC0918CAC5303B9FF0A"><enum>(A)</enum><text>The obligation to repay the balance of principal and interest due as of the time of such cancellation, on the eligible Federal Direct Loans made to the borrower under this part.</text></subparagraph> <subparagraph id="H79128A746F9A442DB9C6B06E736FAE08"><enum>(B)</enum><text display-inline="yes-display-inline">$25,000.</text></subparagraph></paragraph> 
<paragraph id="HB7AFA4384A4C42D99775AFEF1F746E23"><enum>(3)</enum><header>Ineligibility of double benefits</header><text>No borrower may, for the same service, receive a reduction of loan obligations under both this subsection and—</text> <subparagraph id="H662649F4C4634BB48B5E63388C5ADDEC"><enum>(A)</enum><text>subsection (m); or</text></subparagraph> 
<subparagraph id="HBA771625A8804B0A855425C4B1AD0BFF"><enum>(B)</enum><text>section 428J, 428K, 428L, or 460.</text></subparagraph></paragraph> <paragraph id="H4D9D6BD636874523A6A29AB690265EDC"><enum>(4)</enum><header>Definitions</header><text>In this section:</text> 
<subparagraph commented="no" id="H35CDD1AAAE8A4518A301AE3B31947338"><enum>(A)</enum><header>Cybersecurity job</header><text>The term <term>cybersecurity job</term> means—</text> <clause commented="no" id="H82DD4F7470114B36A863401EFEDA8452"><enum>(i)</enum><text display-inline="yes-display-inline">a skill role as defined in the NCWF Work Roles by the National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework (NCWF) of the National Institute of Standards and Technology, Special Publication 800–181, or any successor document; or</text></clause> 
<clause commented="no" id="H62212FB9CDD54AB4A7EFC039E6F54BC4"><enum>(ii)</enum><text>teaching a cybersecurity course for a skill role described in clause (i).</text></clause></subparagraph> <subparagraph commented="no" id="H1064C20EB0114E97A23BE6142C9F9CF0"><enum>(B)</enum><header>Economically distressed area</header><text display-inline="yes-display-inline">The term <term>economically distressed area</term> means an area that meets one or more criteria under section 301(a) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3161">42 U.S.C. 3161(a)</external-xref>).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HF12FFB1E629A4D618EA2D8050000D4E3"><enum>5.</enum><header>CyberCorps scholarship-for-service program</header> 
<subsection id="HDDA6F2284F4E4692A210067A5EA879F3" commented="no"><enum>(a)</enum><header>Funding increase</header><text display-inline="yes-display-inline">It is the sense of the Congress that the number of scholarships awarded by the National Science Foundation for scholarships awarded under the Federal cyber scholarship-for-service program established by section 302 of the Cybersecurity Enhancement Act of 2014 for fiscal year 2026 and each succeeding fiscal year should be not less than double the number of such scholarships awarded for fiscal year 2024.</text></subsection> <subsection id="H850FFA6B61654C568591BFA918961B99"><enum>(b)</enum><header>Cybersecurity course instruction</header><text display-inline="yes-display-inline">Section 302 of the Cybersecurity Enhancement Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/15/7442">15 U.S.C. 7442</external-xref>) is amended—</text> 
<paragraph id="H0A861087983A422195FF69CFDDF78363"><enum>(1)</enum><text>in subsection (a), by striking <quote>and security managers</quote> and inserting <quote>security managers, and cybersecurity course instructors,</quote>; and</text></paragraph> <paragraph id="HF58EBEF7AFFE43A394EB3C8EC18A01D3"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (d), by adding after paragraph (6) the following:</text>

<quoted-block-continuation-text quoted-block-continuation-text-level="subsection">Such work may include teaching a cybersecurity course for a skill role as defined in the NCWF Work Roles by the National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework (NCWF) of the National Institute of Standards and Technology, Special Publication 800–181, or any successor document.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H9D9AD84021CD4D35A15BD589FCA2C657"><enum>(c)</enum><header>Elimination of priority for Federal Government employment placements</header><text display-inline="yes-display-inline">Section 302(b) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/7442">15 U.S.C. 7442(b)</external-xref>) is amended—</text> <paragraph id="H59382DCE344742D891E5184B4D433D23"><enum>(1)</enum><text>in paragraph (2), by adding <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="HFAC5A80CD17347AE8D5EDBF1AEC5E71A"><enum>(2)</enum><text>by striking paragraph (3); and</text></paragraph> <paragraph id="HAC4847F5513840A296D134ACE71BE665"><enum>(3)</enum><text>by redesignating paragraph (4) as paragraph (3).</text></paragraph></subsection></section> 
<section id="H690D5D3B24874804965853869857DC76" commented="no"><enum>6.</enum><header>Increased funding for Advanced Technology Education program</header><text display-inline="no-display-inline">It is the sense of the Congress that the amount expended for the Information Technology and Cybersecurity Division of the Advanced Technological Education program of the National Science Foundation established by section 3(a) of the Scientific and Advanced-Technology Act of 1992 (<external-xref legal-doc="public-law" parsable-cite="pl/102/476">Public Law 102–476</external-xref>) for fiscal year 2026 should be an amount equal to not less than 110 percent of the amount expended for such division for fiscal year 2024.</text></section> <section id="H55FD598F38A04D3B8649128188A0B69D" section-type="subsequent-section"><enum>7.</enum><header>Cybersecurity training incentive for Government contracts</header> <subsection id="H6B600C8C60FF4B088D9D8675BC1687B5" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The head of an executive agency shall award a five percent score increase to each competitive proposal submitted by a qualified offeror for the evaluation of a competitive proposal received in response to a solicitation for a contract valued in excess of $5,000,000.</text></subsection> 
<subsection id="HAE9BAF49C5624DC794DBD9244E839F1E"><enum>(b)</enum><header>Applicability</header><text>This section shall apply with respect to any solicitation issued on an after the date of the enactment of this Act.</text></subsection> <subsection id="H92CEA41570CB4AC0B76728538D162D2B"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> 
<paragraph id="H3BCEA672ECC042648A96809A71A42236"><enum>(1)</enum><header>Executive agency</header><text>The term <term>executive agency</term> has the meaning given that term in section 102 of title 40, United States Code.</text></paragraph> <paragraph id="H343832C622CE4F838997163AFF3F83E0"><enum>(2)</enum><header>Qualified offeror</header><text>The term <term>qualified offeror</term> means a business that has claimed the employee cybersecurity education credit under <external-xref legal-doc="usc" parsable-cite="usc/26/45BB">section 45BB</external-xref> of the Internal Revenue Code of 1986, as added by section 3, at least once within the three-year period preceding the date on which the business submits a competitive proposal for a contract valued in excess of $5,000,000.</text></paragraph></subsection></section>
