R. 2421</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250327">March 27, 2025</action-date><action-desc><sponsor name-id="D000617">Ms. DelBene</sponsor> (for herself and <cosponsor name-id="S001185">Ms. Sewell</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require a certain determination by the Treasury Inspector General for Tax Administration regarding the imposition on personnel of the Internal Revenue Service a function of the Department of Homeland Security, and for other purposes.</official-title></form><legis-body id="HD1AFC9C278E64F7088E369D363B3323F" style="OLC"><section id="HD47FA95F07664DE5AB56F4ACA2C45EF2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Taxpayer Resources Act</short-title></quote>.</text></section><section id="H650F9CEA48CB43488C42D574405C3057"><enum>2.</enum><header>Determination regarding the imposition of certain homeland security functions on personnel of the Internal Revenue Service</header><subsection id="HC1DA5354C48C497FAE354CB8DA8F8616"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, a function of the Department of Homeland Security may not be imposed on personnel of the Internal Revenue Service unless the Treasury Inspector General for Tax Administration makes a determination regarding the following:</text><paragraph id="H8267E1DF8E064E3DA2E690CF33C84395"><enum>(1)</enum><text>That such personnel have been trained to administer such function.</text></paragraph><paragraph id="H28AA25F5D5F9463084B993901144BC2F"><enum>(2)</enum><text>That imposing such function on such personnel would not impede the administration of the Service, including relating to the following:</text><subparagraph id="H9C06EA10539A4712B5A565F460CE22C2"><enum>(A)</enum><text display-inline="yes-display-inline">Providing quality service to taxpayers (as such term is defined in <external-xref legal-doc="usc" parsable-cite="usc/26/7701">section 7701</external-xref> of the Internal Revenue Code of 1986) by helping taxpayers understand and meet tax responsibilities.</text></subparagraph><subparagraph id="HAC46E4D5DA114E839A25FE3BDF59C258"><enum>(B)</enum><text>Enforcing applicable law with integrity and fairness to all taxpayers.</text></subparagraph></paragraph></subsection><subsection id="H4CD03133906C4794B7C03C8FDD52E752"><enum>(b)</enum><header>Federal Register</header><text display-inline="yes-display-inline">A determination under subsection (a) shall be effective upon publication in the Federal Register, and the Treasury Inspector General for Tax Administration may terminate such determination in the same manner.</text></subsection><subsection id="H84A7F4AFEFF44FAE801BEA267F833AB9"><enum>(c)</enum><header>Conforming amendment</header><text>Section 428(b) of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/236">6 U.S.C. 236(b)</external-xref>) is amended, in the matter preceding paragraph (1), by inserting <quote>the Protecting Taxpayer Resources Act or</quote> after <quote>in</quote>.</text></subsection></section></legis-body></bill>
