R. 2337</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250325">March 25, 2025</action-date><action-desc><sponsor name-id="M001216">Mr. Mills</sponsor> (for himself and <cosponsor name-id="H001052">Mr. Harris of Maryland</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Immigration and Nationality Act to clarify birthright citizenship, and for other purposes.</official-title></form><legis-body id="H535B5618D4224428995B33B3D135DFB5" style="OLC"><section id="H85760AA8FECF469EA140614FEA8EDAD6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prohibiting Automatic Rights to Enter National Territory Act of 2025</short-title></quote> or as the <quote><short-title>PARENT Act of 2025</short-title></quote>.</text></section><section id="HB3AF14D31F0F430D9A2858C71F844388"><enum>2.</enum><header>Clarification of birthright citizenship</header><text display-inline="no-display-inline">Section 101 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H9B1CD3E7DB8949EDB44E059D9896D072" display-inline="no-display-inline"><subsection id="H5C0F532D0BC547E4BAB583EE4490D516"><enum>(j)</enum><text display-inline="yes-display-inline">For purposes of section 301(a), the term <quote>subject to the jurisdiction thereof</quote> means, with respect to a person born in the United States, that the person was born to a parent who is, at the time of the person’s birth, a citizen of the United States or an alien who is a lawful permanent resident of the United States.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H744C272644514809BD461F80686A28D3"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">This Act, and the amendments made by this Act, shall apply to persons born after the date of enactment of this Act.</text></section></legis-body></bill>
