R. 2315</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250325">March 25, 2025</action-date><action-desc><sponsor name-id="G000565">Mr. Gosar</sponsor> (for himself, <cosponsor name-id="B001302">Mr. Biggs of Arizona</cosponsor>, <cosponsor name-id="G000603">Mr. Gill of Texas</cosponsor>, <cosponsor name-id="H001096">Ms. Hageman</cosponsor>, <cosponsor name-id="M001211">Mrs. Miller of Illinois</cosponsor>, <cosponsor name-id="M001212">Mr. Moore of Alabama</cosponsor>, <cosponsor name-id="O000175">Mr. Ogles</cosponsor>, <cosponsor name-id="R000614">Mr. Roy</cosponsor>, and <cosponsor name-id="B001309">Mr. Burchett</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Immigration and Nationality Act to eliminate the Optional Practical Training Program, and for other purposes.</official-title></form><legis-body id="H55C33BB3C057471DA5A1CD951BE2B242" style="OLC"><section id="H8DAA2008106643C899610C0A5D2D01D7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fairness for High-Skilled Americans Act of 2025</short-title></quote>.</text></section><section id="H5ECB75E087264B3D98891C539552AF95"><enum>2.</enum><header>Eliminating the Optional Practical Training Program</header><text display-inline="no-display-inline">Section 274A(h) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1324a">8 U.S.C. 1324a</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H60C4E16C37B340288BD41CF807059A37" style="OLC"><paragraph id="H7614749FD21D49B0A0413185A9C5470B"><enum>(4)</enum><header>Employment authorization for aliens no longer engaged in full-time study in the United States</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, no alien present in the United States as a nonimmigrant under section 101(a)(15)(F)(i) may be provided employment authorization in the United States pursuant to the Optional Practical Training Program, or any such successor program, without an express Act of Congress authorizing such a program.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
