R. 2284</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250324">March 24, 2025</action-date><action-desc><sponsor name-id="Y000067">Mr. Yakym</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend part A of title IV of the Social Security Act to limit the percentage of funds made available for the program of block grants to States for temporary assistance for needy families that may be used for administrative expenses, and for other purposes.</official-title></form><legis-body id="HA1DCC257AF6F43F6B9159E5161F1B834" style="OLC"><section id="HC6EEC904B78B4D368B3F7A8F28989156" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reduce Bureaucracy to Uplift Families Act</short-title></quote>.</text></section><section id="HFE453074544A4C5988CA3F44A21A45D3"><enum>2.</enum><header>Limitation on percentage of funds made available that may be used for administrative expenses</header><text display-inline="no-display-inline">Section 404(b) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/604">42 U.S.C. 604(b)</external-xref>) is amended—</text><paragraph id="H133ED5FCA8C043C086C7964BA3E1EE61"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>15</quote> and inserting <quote>10</quote> ; and</text></paragraph><paragraph id="H6041DD35DB9E4E679FE939FC3D76B9B8"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2), by inserting <quote>, or for case management needed to assist individuals with developing an individual responsibility plan pursuant to section 408(b)</quote> before the period.</text></paragraph></section><section id="HCE8684AAF00F45768F11D5E5B537FF60"><enum>3.</enum><header>Limitation on percentage of qualified state expenditures that may consist of certain administrative expenses</header><text display-inline="no-display-inline">Section 409(a)(7)(B)(i)(I)(dd) of the Social Security Act (42 U.S.C. 609(a)(7)(B)(i)(I)(dd)) is amended by striking <quote>15</quote> and inserting <quote>10</quote>.</text></section><section id="H70B9F46340C64FD1BF6B12B0B7CDC9C5"><enum>4.</enum><header>Penalty for failure to comply with administrative limitation</header><text display-inline="no-display-inline">Section 409(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/409">42 U.S.C. 409(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H5A42F8013C164EAC8F41CA4454ED27BD" display-inline="no-display-inline"><paragraph id="HD11AC98223D24E3D8D652C66C6D3C5F4"><enum>(17)</enum><header>Penalty for failure to comply with administrative limitation</header><text display-inline="yes-display-inline">If the Secretary determines that a State to which a grant is made under section 403 for a fiscal year has failed to comply with section 404(b) for the fiscal year, the Secretary shall reduce the grant payable to the State under section 403(a)(1) for the immediately succeeding fiscal year by an amount equal to not more than 5 percent of the State family assistance grant.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HA66C1B298B364B45AAB775B526A6B2BA"><enum>5.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall take effect on October 1, 2026.</text></section></legis-body></bill>
