R. 2280</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250321">March 21, 2025</action-date><action-desc><sponsor name-id="W000797">Ms. Wasserman Schultz</sponsor> (for herself, <cosponsor name-id="C001103">Mr. Carter of Georgia</cosponsor>, <cosponsor name-id="W000795">Mr. Wilson of South Carolina</cosponsor>, <cosponsor name-id="S001190">Mr. Schneider</cosponsor>, <cosponsor name-id="T000478">Ms. Tenney</cosponsor>, <cosponsor name-id="M001217">Mr. Moskowitz</cosponsor>, <cosponsor name-id="F000462">Ms. Lois Frankel of Florida</cosponsor>, <cosponsor name-id="B000490">Mr. Bishop</cosponsor>, <cosponsor name-id="S001159">Ms. Strickland</cosponsor>, <cosponsor name-id="V000131">Mr. Veasey</cosponsor>, <cosponsor name-id="M001196">Mr. Moulton</cosponsor>, <cosponsor name-id="T000468">Ms. Titus</cosponsor>, and <cosponsor name-id="G000583">Mr. Gottheimer</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name>, and in addition to the Committees on <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, and <committee-name committee-id="HHM00">Homeland Security</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Energy Independence and Security Act of 2007 to expand and reauthorize the United States-Israel Energy Cooperation program, and for other purposes.</official-title></form><legis-body id="HB45655A6F74046E39D8F24E92ACDC869" style="OLC"><section id="H215E0C3C07D947C59CE16C2D3E5CF693" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>BIRD Energy and U.S.-Israel Energy Center Reauthorization Act of 2025</short-title></quote>.</text></section><section id="H7538FEF8EC2B4FF0AC5EFE2E72EB50ED"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HBE6095AEB2A94A5F9AD86A27BEE07E02"><enum>(1)</enum><text display-inline="yes-display-inline">The Binational Industrial Research and Development (BIRD) Energy Foundation was launched in 2009 to promote bilateral cooperation between the United States and Israel in energy development. </text></paragraph><paragraph id="HD45E52A412034932BEA6C87549558058"><enum>(2)</enum><text>BIRD Energy helps address energy challenges and opportunities of interest to both the United States and Israel while focusing on commercializing clean energy technologies that improve economic competitiveness, create jobs, and support innovative companies.</text></paragraph><paragraph id="HDF18A785005040BA92887739E191DE74"><enum>(3)</enum><text>The funding for scientific research and development helps advance the capabilities of both countries in a wide variety of areas, including cybersecurity for energy infrastructure, renewable energy, energy storage, and fossil energy.</text></paragraph></section><section id="H8434121245D347DE9733DB2D65EB11F7" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Extension and reauthorization of energy cooperation authorities</header><subsection id="H26730C24717A42EA94A4A0306E26C8F8"><enum>(a)</enum><header>Extension of cooperative research authorization</header><text display-inline="yes-display-inline">Section 7(d) of the United States-Israel Strategic Partnership Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/22/8606">22 U.S.C. 8606(d)</external-xref>) is amended—</text><paragraph id="H1AAC4D2009A14AC58BB2F9486B107EF5"><enum>(1)</enum><text>by striking <quote>$2,000,000</quote> and inserting <quote>$5,000,000</quote>; and </text></paragraph><paragraph id="H50152649D6834C88BDB308369720EEC2"><enum>(2)</enum><text>by striking <quote>fiscal year 2021</quote> and inserting <quote>each of fiscal years 2026 through 2031</quote>.</text></paragraph></subsection><subsection id="HF65460223EDC476AB67E24CF315AD636"><enum>(b)</enum><header>Extension of authorization for Energy Center</header><text display-inline="yes-display-inline">Section 1280A(e) of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (<external-xref legal-doc="usc" parsable-cite="usc/22/8607">22 U.S.C. 8607(e)</external-xref>) is amended—</text><paragraph id="HFE2627C3123C40F39D0CF0FA060ACBA4"><enum>(1)</enum><text>by striking <quote>$4,000,000</quote> and inserting <quote>$7,000,000</quote>; and</text></paragraph><paragraph id="H6170F105C2144939938F56898E5A2DEA"><enum>(2)</enum><text>by striking <quote>fiscal year 2021</quote> and inserting <quote>each of fiscal years 2026 through 2031</quote>. </text></paragraph></subsection></section><section id="H45B1FFA021834DCEB1CFE76D533874A2"><enum>4.</enum><header>Additional United States-Israel energy cooperation categories</header><text display-inline="no-display-inline">Section 917(b)(2) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="public-law" parsable-cite="pl/110/140">Public Law 110–140</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337(b)(2)</external-xref>) is amended—</text><paragraph id="H3663AFFDEBBC4C8FB30FB2D2B774F8BA"><enum>(1)</enum><text>in subparagraph (H), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph id="HB4ABECF32FDB4917AE101C341F952EB1"><enum>(2)</enum><text>in subparagraph (I), by striking the period at the end and inserting a semicolon; and</text></paragraph><paragraph id="H5590E47287C848CC85BC2295D851BF01"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H5F948BC7E1D741C2AEEB5F1A5598C1C4" display-inline="no-display-inline"><subparagraph id="H0FCCBE707A664024A701313B3FE5CE23"><enum>(J)</enum><text display-inline="yes-display-inline">hydrogen energy;</text></subparagraph><subparagraph id="H9CCD1B7FFFB24DB0B794F91580A541CF"><enum>(K)</enum><text>fusion energy;</text></subparagraph><subparagraph id="H9ADBD135C97C4FFA9476965A59B163A6"><enum>(L)</enum><text>industrial decarbonization;</text></subparagraph><subparagraph id="H8E9ECBAFC59D4153825607D436EF5840"><enum>(M)</enum><text>carbon management; </text></subparagraph><subparagraph id="H7BFCBC6B495B48AD9859C04396163740"><enum>(N)</enum><text>agrivoltaics; </text></subparagraph><subparagraph id="H7562AA9AC97B42CA8522E157730C0885"><enum>(O)</enum><text>grid modernization; and</text></subparagraph><subparagraph id="H1A088168A3834B6AA1F3E596B7914407"><enum>(P)</enum><text>cybersecurity for energy infrastructure. </text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HDA84E65B217A4D909B41FD1AC4A491C9"><enum>5.</enum><header>Reauthorization of United States-Israel Energy Cooperation</header><text display-inline="no-display-inline">Section 917(e) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="public-law" parsable-cite="pl/110/140">Public Law 110–140</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337(e)</external-xref>) is amended by striking <quote>2024</quote> and inserting <quote>2035</quote>. </text></section></legis-body></bill>
