R. 2277</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250321">March 21, 2025</action-date><action-desc><sponsor name-id="S000250">Mr. Sessions</sponsor> (for himself, <cosponsor name-id="C001108">Mr. Comer</cosponsor>, and <cosponsor name-id="C001078">Mr. Connolly</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the CARES Act to extend the Pandemic Response Accountability Committee through December 31, 2026, and to change the name of such Committee to the Fraud Prevention and Accountability Committee, and for other purposes.</official-title></form><legis-body id="HED76825B8D0643CE9F1DE1E8B45051BE" style="OLC"><section id="H07D18F4BBCAC4E418B4B3B6A087D1007" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Accountability Committee for Transparency Act</short-title></quote> or the <quote><short-title>FACT Act</short-title></quote>. </text></section><section id="H8E205E7B1102403782EE780F2BF19303"><enum>2.</enum><header>Extension and name change of Pandemic Response Accountability Committee</header><subsection id="H0E18EA69D6B24FA88A69FC536B19DAAA"><enum>(a)</enum><header>In general</header><text>Section 15010 of the CARES Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>; 134 Stat. 540; <external-xref legal-doc="usc" parsable-cite="usc/5/424">5 U.S.C. 424</external-xref> note) is amended—</text><paragraph id="H99E7F6B5AC4F4D1A93A78F419C23C2E8"><enum>(1)</enum><text>in subsection (b), by striking <quote>Pandemic Response Accountability Committee</quote> and inserting <quote>Fraud Prevention and Accountability Committee</quote>; and </text></paragraph><paragraph id="H455DD243264245DC944E68EF323927D0"><enum>(2)</enum><text>in subsection (k), by striking <quote>September 30, 2025</quote> and inserting <quote>December 31, 2026</quote>.</text></paragraph></subsection><subsection id="HE2259B9265D245CDA128FC0EE94EFA09"><enum>(b)</enum><header>Technical and conforming amendments</header><text display-inline="yes-display-inline">Section 15010 of the CARES Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>; 134 Stat. 540; <external-xref legal-doc="usc" parsable-cite="usc/5/424">5 U.S.C. 424</external-xref> note), as amended by the preceding subsection, is further amended—</text><paragraph id="HDBBDB89D83384D5FAD869509D995AFF5"><enum>(1)</enum><text>in the heading, by striking <quote><header-in-text level="section" style="appropriations">Pandemic Response Accountability Committe</header-in-text></quote> and inserting <quote><header-in-text level="section" style="appropriations">Fraud Prevention and Accountability Committee</header-in-text></quote>; and</text></paragraph><paragraph id="H2145481A479E4E9AA439BDC30E6BFCEA"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>section 6 of the Inspector General Act of 1978 (5 U.S.C. App.)</quote> and inserting <quote>section 406 of title 5, United States Code</quote> each place such phrase appears in such section; </text></paragraph><paragraph id="H1C26BE807A154512B1AAF7BBE7725D20"><enum>(3)</enum><text>in subsection (a)—</text><subparagraph id="H1FDB8DA5C65E42C1B6A09A3854BACFF6"><enum>(A)</enum><text>in paragraph (2)(C), by inserting <quote>Government</quote> before <quote>Reform</quote>; </text></subparagraph><subparagraph id="H4836347D7EA948688B6A64D9D6D3F037"><enum>(B)</enum><text>in paragraph (4), by striking <quote>section 11 of the Inspector General Act of 1978 (5 U.S.C. App)</quote> and inserting <quote>section 424 of title 5, United States Code</quote>; and </text></subparagraph><subparagraph id="HB9ACCAC86B14412A956C656D9D7AA1EE"><enum>(C)</enum><text>in paragraph (5), by striking <quote>Pandemic Response Accountability Committee</quote> and inserting <quote>Fraud Prevention and Accountability Committee</quote>; and </text></subparagraph></paragraph><paragraph id="H83BE3B92A06947B1BC2C962829A40895"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (e)(3)—</text><subparagraph id="H8008D30474B742A799EA833074134A7B"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>section 6 of the Inspector General Act of 1978 (5 U.S.C. App)</quote> and inserting <quote>section 406 of title 5, United States Code</quote>; and </text></subparagraph><subparagraph id="HEF7A2A0D406541BBA925195E6BBEE632"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>section 4(b)(1) of the Inspector General Act of 1978 (5 U.S.C. App.)</quote> inserting <quote>section 404(b)(1) of title 5, United States Code</quote>.</text></subparagraph></paragraph></subsection><subsection id="H3FBA93EAC3CE40BBA6270361941A23A0"><enum>(c)</enum><header>References</header><text display-inline="yes-display-inline">Any reference to the Pandemic Response Accountability Committee in any other Federal law, Executive order, rule, regulation, or delegation of authority, or any document of or pertaining to the Pandemic Response Accountability Committee, shall be deemed to refer to the Fraud Prevention and Accountability Committee.</text></subsection></section></legis-body></bill>
