R. 2247</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250321">March 21, 2025</action-date><action-desc><sponsor name-id="B001309">Mr. Burchett</sponsor> (for himself and <cosponsor name-id="M000871">Mr. Mann</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 49, United States Code, to authorize the use of physical or digital copies of certain certificates for certain Federal Aviation Administration inspections, and for other purposes.</official-title></form><legis-body id="H8B61D6FE8D8840948D62C7AC0A2335A8" style="OLC"><section id="H8F82FF1E8F174721A78E3D42C64C6838" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pilot Certificate Accessibility Act</short-title></quote>.</text></section><section id="HC78AA8EB3A3B4AFEBA5A2E0C20351BFD"><enum>2.</enum><header>Acceptable forms of certification</header><subsection id="HB510894B943B4EE8843C5D4565BCE480"><enum>(a)</enum><header>In general</header><text>Section 44703 of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block id="HA12087EB444046FFB7141DD1E6AA3F91" style="OLC"><subsection id="H7C82B017749E408A97C27840D5F58539"><enum>(m)</enum><header>Sufficiency of digital and physical copies of airman certificates</header><text>An individual issued a certificate pursuant to this section (including a medical certificate) may present such certificate to an inspector of the Federal Aviation Administration in any of the following formats:</text><paragraph id="H2B86D7265C9C46FF97DD219CA32B0B33"><enum>(1)</enum><text>A physical, original copy issued by the Administrator (or his or her designee).</text></paragraph><paragraph id="H4766355495D7408E90CAEC35F87B2017"><enum>(2)</enum><text>A digital copy stored on an electronic device or cloud storage platform, including a mobile certificate issued by the Administrator.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HFBB70E6155E3481BBA8857FB95EA050C"><enum>(b)</enum><header>Rulemaking</header><text>The Administrator of the Federal Aviation Administration shall update regulations in part 61 of title 14, Code of Federal Regulations, as necessary, to implement the amendments made by this section.</text></subsection><subsection id="H54C0FFD5FA3844B7980850BBD2A849DA"><enum>(c)</enum><header>Applicability</header><text>Beginning on the date that is 1 year after the date of enactment of this Act, the Administrator shall apply part 61, Code of Federal Regulations, in a manner reflecting the changes to section 44703 of title 49, United States Code, made by this Act.</text></subsection></section></legis-body></bill>
