R. 2210</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250318">March 18, 2025</action-date><action-desc><sponsor name-id="L000397">Ms. Lofgren</sponsor> (for herself and <cosponsor name-id="F000477">Mrs. Foushee</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To institute a reduction in force moratorium at the National Aeronautics and Space Administration, and for other purposes.</official-title></form><legis-body id="HC07B2B6EEF0A473D8DDFE764E0E2B1FE" style="OLC"><section id="H9A5307272EE44D6899E825C88F745877" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saving NASA’s Workforce Act</short-title></quote>.</text></section><section id="H90CAFC594AE847CE874A32170B7B2CC5"><enum>2.</enum><header>Reduction in force moratorium at National Aeronautics and Space Administration</header><subsection id="H0E8649680DB9471E8B9C9CBE2220BBD9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Until on or after the date that full-year appropriations for the National Aeronautics and Space Administration for fiscal year 2026 have been enacted into law, the Administration may not—</text><paragraph id="H523E69AEA8F64983B0180144625725B6"><enum>(1)</enum><text>initiate or implement any reduction in force; or</text></paragraph><paragraph id="HC5E3132842B54C3F87887F96FD4F926A"><enum>(2)</enum><text display-inline="yes-display-inline">conduct an involuntary separation of any employee in the competitive service, any career employee in the excepted service, or any career appointee in the Senior Executive Service of the Administration except for cause on charges of misconduct, delinquency, or inefficiency.</text></paragraph></subsection><subsection id="H2A628A29B9CE431BA09A4FD71E9428B1" display-inline="no-display-inline"><enum>(b)</enum><header>Application</header><text>For the purposes of carrying out subsection (a)—</text><paragraph id="HDFEA9E83677942A3A12F6E07B91D849F"><enum>(1)</enum><text>the terms <quote>competitive service</quote>, <quote>excepted service</quote>, and <quote>career appointee</quote> have the meanings given those terms in sections 2102, 2103, and 3132(a), respectively, of title 5, United States Code; and</text></paragraph><paragraph id="HC6DB565551B64389981752056A33413F"><enum>(2)</enum><text>such subsection shall be in addition to any other authority with respect to adverse personnel actions, including chapter 75 of such title 5.</text></paragraph></subsection></section></legis-body></bill>
