<section id="HA85D1D91FC9E45F0B50D7E05E714E771" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect Our Watchdogs Act of 2025</short-title></quote>.</text></section> <section id="H3DE864285EA44E83A784541D402159E6" section-type="subsequent-section"><enum>2.</enum><header>For cause removal standard for Inspectors General</header> <text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/4">Chapter 4</external-xref> of title 5, United States Code, is amended—</text> 
<paragraph id="H508987D2461448758C5D3B4188154B00"><enum>(1)</enum><text>in section 403(b)—</text> <subparagraph id="H25EA9A6D5F60467EAE914F1273329404" commented="no"><enum>(A)</enum><text>by striking <quote><header-in-text level="subsection" style="USC"><enum-in-header>(b) </enum-in-header>Removal or transfer.—</header-in-text></quote> and inserting: </text>

<subsection id="HE5D7565F98574AA8B174EE7F3B3914D2" commented="no"><enum>(b)</enum><header>Removal or transfer</header> 
<paragraph id="H6E6FA8093A0B451AAA2A62E98B228C1E" commented="no"><enum>(1)</enum> 
<subparagraph id="HD4E5B5C87D5C4A51AEE2D9495F2D7FF0" display-inline="yes-display-inline" commented="no"><enum>(A)</enum><text>An</text></subparagraph></paragraph></subsection><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph> <subparagraph id="H57CCEBEEDED5409EAFF16B6A7D287898"><enum>(B)</enum><text>in subparagraph (A), as so designated, by inserting after <quote>by the President</quote> the following: <quote>in accordance with paragraph (3)</quote>; and</text></subparagraph> 
<subparagraph id="H1D495DE3DC6A4E24A97209FEFF4AEBB8"><enum>(C)</enum><text>by inserting at the end the following:</text> <quoted-block id="HF4DB9FD605354BA196044374D1E88947" style="OLC"> <paragraph id="H810F6CB289E84E7F8EDC3DFE1359C034"><enum>(3)</enum><text>The President may remove an Inspector General only for any of the following grounds (and the documentation of any such ground shall be included in the communication required pursuant to paragraph (1)):</text> 
<subparagraph id="H6E39833ABD5545048EF1AC2DE44FC3DC"><enum>(A)</enum><text>Documented permanent incapacity.</text></subparagraph> <subparagraph id="H0CCA116E5ED2428FBF87847276481D24"><enum>(B)</enum><text>Documented neglect of duty.</text></subparagraph> 
<subparagraph id="H2454B0B866754B92BC0C993A4E40F2EB"><enum>(C)</enum><text>Documented malfeasance.</text></subparagraph> <subparagraph id="H744057D53AE248549357A89301DB7100"><enum>(D)</enum><text>Documented conviction of a felony or conduct involving moral turpitude.</text></subparagraph> 
<subparagraph id="HD22C616471F24B63B13592204056B4A5"><enum>(E)</enum><text>Documented knowing violation of a law or regulation.</text></subparagraph> <subparagraph id="H1D98B8D5C4AF4ED19741013063F972CF"><enum>(F)</enum><text>Documented gross mismanagement.</text></subparagraph> 
<subparagraph id="HFE544F12E2794D8888A0633C1A18CDFE"><enum>(G)</enum><text>Documented gross waste of funds.</text></subparagraph> <subparagraph id="H8F35AB35AEF2489CA7698ADE63F1D8C4"><enum>(H)</enum><text>Documented abuse of authority.</text></subparagraph> 
<subparagraph id="HFAB44E63B8CC409FB6D61C7A1D3E340E"><enum>(I)</enum><text>Documented inefficiency.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H50088279319A4E8A991050DAE3EC0A7C"><enum>(2)</enum><text display-inline="yes-display-inline">in section 415(e)(2)—</text> 
<subparagraph id="H45BCD4523B464AD38D638902118D633E" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text>by striking <quote><header-in-text level="subsection" style="USC">Transferred.—</header-in-text>If</quote> and inserting the following: </text> <quoted-block style="USC" display-inline="yes-display-inline" id="H7317BFAA6CD64567B1C3C647D2E8209F"><text display-inline="yes-display-inline"><header-in-text level="paragraph" style="USC">Transferred.—</header-in-text></text> 
<subparagraph id="H76118CEDB4874E8089259CBFAB9EDE61"><enum>(A)</enum><text display-inline="yes-display-inline">If</text></subparagraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph> <subparagraph id="HC7F9D73A26B34EE79A7CE65E7CEED21B"><enum>(B)</enum><text>in subparagraph (A), as so designated, by adding at the end the following:</text>
