<section id="H9265CF8A58184E2D902EA8AE600AA308" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Human-Animal Chimera Prohibition Act of 2025</short-title></quote>.</text></section> <section id="H241D449108CF4C87BF2836748D19B928"><enum>2.</enum><header>Prohibition on certain human-animal chimeras</header><text display-inline="no-display-inline">Part I of title 18, United States Code, is amended by inserting after chapter 51 the following:</text>

<toc-entry idref="H1C0B579EEB434DAAA5030F598E7EDAF4" level="section">1132. Prohibition on certain human-animal chimeras.</toc-entry></toc>
<section id="H24F01C70A3E84A74823BA54649232A86"><enum>1131.</enum><header>Definitions</header><text display-inline="no-display-inline">In this chapter the following definitions apply:</text> <paragraph id="H7CBE650489C04F0CAD52B2967F8F6546"><enum>(1)</enum><header>Prohibited human-animal chimera</header><text>The term <term>prohibited human-animal chimera</term> means—</text>
<subparagraph id="H5FD552CAA02B41D6B24D0FD384C2F897"><enum>(A)</enum><text>a human embryo into which a nonhuman cell or cells (or the component parts thereof) have been introduced to render the embryo’s membership in the species Homo sapiens uncertain;</text></subparagraph> <subparagraph id="HC3FF9B9FF3484BC29DC39B324C02C9A2"><enum>(B)</enum><text>a human-animal embryo produced by fertilizing a human egg with nonhuman sperm;</text></subparagraph>
<subparagraph id="H80ABC266C0254E87A93F4CA058A653C8"><enum>(C)</enum><text>a human-animal embryo produced by fertilizing a nonhuman egg with human sperm;</text></subparagraph> <subparagraph id="H1F0B6EB38ADB47AA94BA6BDA4910FFE1"><enum>(D)</enum><text>an embryo produced by introducing a nonhuman nucleus into a human egg;</text></subparagraph>
<subparagraph id="H982CD2BB7E4A4D859587405A52187F82"><enum>(E)</enum><text>an embryo produced by introducing a human nucleus into a nonhuman egg;</text></subparagraph> <subparagraph id="HF452E5DDD5F842E2ADC8CB080971E6E7"><enum>(F)</enum><text>an embryo containing at least haploid sets of chromosomes from both a human and a nonhuman life form;</text></subparagraph>
<subparagraph id="H42E6813CA42A42A9AC71FCCE73DBA304"><enum>(G)</enum><text>a nonhuman life form engineered such that human gametes develop within the body of a nonhuman life form; </text></subparagraph> <subparagraph id="HEF8616B3E78543CE8984864335BDFB34"><enum>(H)</enum><text>a nonhuman life form engineered such that it contains a human brain or a brain derived wholly or predominantly from human neural tissues;</text></subparagraph>
<subparagraph id="H14349F3AB0834CA6B0266919727085CC"><enum>(I)</enum><text display-inline="yes-display-inline"> a nonhuman life form engineered such that it exhibits human facial features or other bodily morphologies to resemble human features; or</text></subparagraph> <subparagraph id="H23D405A8603E4EFCA00925C528203B16"><enum>(J)</enum><text>an embryo produced by mixing human and nonhuman cells, such that—</text>
<clause id="H36296FFEFBB64DA68E5656D7DC431F44"><enum>(i)</enum><text>human gametes develop within the body of the resultant organism;</text></clause> <clause id="HD380B4A7640D481B8654570132838259"><enum>(ii)</enum><text>it contains a human brain or a brain derived wholly or predominantly from human neural tissues; or</text></clause>
<clause id="H2B22E7D346474A798D9E429768B55A69"><enum>(iii)</enum><text>it exhibits human facial features or other bodily morphologies to resemble human features.</text></clause></subparagraph></paragraph> <paragraph id="HECC3523CEA924245A9A22E7CA6C42062"><enum>(2)</enum><header>Human embryo</header><text>The term <term>human embryo</term> means an organism of the species Homo sapiens during the earliest stages of development, from 1 cell up to 8 weeks.</text></paragraph></section>
<section id="H1C0B579EEB434DAAA5030F598E7EDAF4"><enum>1132.</enum><header>Prohibition on certain human-animal chimeras</header>
<subsection id="H43A9E726D2D24F4A9354A65835ED1696"><enum>(a)</enum><header>In general</header><text>It shall be unlawful for any person to knowingly, in or otherwise affecting interstate commerce—</text> <paragraph id="H334EEB4D09CA4DBF9683CC3FDFB1031E"><enum>(1)</enum><text>create or attempt to create a prohibited human-animal chimera;</text></paragraph>
<paragraph id="H6253A027982649F88B2FDDEDD276F295"><enum>(2)</enum><text>transfer or attempt to transfer a human embryo into a nonhuman womb;</text></paragraph> <paragraph id="HFD0106A1FE7E468C9128051A30773E65"><enum>(3)</enum><text>transfer or attempt to transfer a non­human embryo into a human womb; or</text></paragraph>
<paragraph id="HC435923BFDFE4BEB9F357B9AE51EAEC6"><enum>(4)</enum><text>transport or receive for any purpose a prohibited human-animal chimera.</text></paragraph></subsection> <subsection id="HC67F700B58154495ADC100B0723AE63B"><enum>(b)</enum><header>Penalties</header> <paragraph id="H6494336B8C2B4FBDA95AC63F70E1A376"><enum>(1)</enum><header>In general</header><text>Whoever violates subsection (a) shall be fined under this title, imprisoned not more than 10 years, or both.</text></paragraph>
<paragraph id="HB57FD1DDD2F548099C83056CF820C193"><enum>(2)</enum><header>Civil penalty</header><text>Whoever violates subsection (a) and derives pecuniary gain from such violation shall be subject to a civil fine of the greater of $1,000,000 and an amount equal to the amount of the gross gain multiplied by 2.</text></paragraph></subsection> <subsection id="H4DCC806D5AAB4AB086313BDE7FDC1D90"><enum>(c)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">This section does not prohibit research involving the use of transgenic animal models containing human genes or transplantation of human organs, tissues, or cells into recipient animals, if such activities are not prohibited under subsection (a).</text></subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block></section>
<section id="H930008307C1B4EBFB73F39E151BB2F14"><enum>3.</enum><header>Technical amendment</header><text display-inline="no-display-inline">The table of chapters for part I of title 18, United States Code, is amended by inserting after the item relating to chapter 51 the following:</text> <quoted-block display-inline="no-display-inline" id="HE52A2E3982FD4075B30CD3B6106D7D4B" style="OLC"> <toc regeneration="no-regeneration"> <toc-entry level="section" bold="on">52.
