Jurisdiction over fish and wildlife.</toc-entry></toc></subsection></section><section id="H5EDA9B6D746A4B8CA0CF98066C0B4F8B"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H85A661BF3BC9453EAAA38F86179E7C42"><enum>(1)</enum><header>County</header><text>The term <term>County</term> means Clark County, Nevada.</text></paragraph><paragraph id="H3B9625FB98CE46C68B4D2F73AAE2F268"><enum>(2)</enum><header>Federal incidental take permit</header><text>The term <term>Federal incidental take permit</term> means an incidental take permit issued under section 10(a)(1)(B) of the Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1539">16 U.S.C. 1539(a)(1)(B)</external-xref>) to—</text><subparagraph id="H6C1F44894D894586A35782403955DC04"><enum>(A)</enum><text>the Nevada Department of Transportation;</text></subparagraph><subparagraph id="H1D0A65EC084741A192EFD62C21670FBE"><enum>(B)</enum><text>the County; or</text></subparagraph><subparagraph id="H8D8820C9394C434BBF89783A49544F2D"><enum>(C)</enum><text>any of the following cities in the State:</text><clause id="H3098B8E6799B4E46B6869DE14EEEBF71"><enum>(i)</enum><text>Las Vegas.</text></clause><clause id="HB58273993C2B4E8E9600D93BC8A174E7"><enum>(ii)</enum><text>North Las Vegas.</text></clause><clause id="HE7AC557E9F8546D1824D1E66028F6BAE"><enum>(iii)</enum><text>Henderson.</text></clause><clause id="HA87D55879BE4498D983964B7DD0E618D"><enum>(iv)</enum><text>Boulder City.</text></clause><clause id="H05D71C55CD304209927971C47B28C7FB"><enum>(v)</enum><text>Mesquite.</text></clause></subparagraph></paragraph><paragraph id="H4F1E32323CE44789928A9BCA109BDA08"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0F61DD74261A4900B8D460FF41F1FA51"><enum>(4)</enum><header>Secretary concerned</header><text>The term <quote>Secretary concerned</quote> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="H005AFD8D4D254DCAB93DEB27634DB2D1"><enum>(A)</enum><text display-inline="yes-display-inline">the Secretary, with respect to Federal land managed by the Director of the Bureau of Land Management; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H437CB1ED7E764E4C91EFE66FE23EDAB8"><enum>(B)</enum><text>the Secretary of Agriculture, with respect to National Forest System land.</text></subparagraph></paragraph><paragraph id="H5F09294704F643139B0E8BEEA25A49F6"><enum>(5)</enum><header>State</header><text>The term <term>State</term> means the State of Nevada.</text></paragraph></section><title id="H450784EE4E7F4268979B3C480BDA7D99"><enum>I</enum><header>Tribal empowerment and economic development</header><section id="H8B219F5F6BBB4528B1EA2848E563078F"><enum>101.</enum><header>Transfer of land to be held in trust for the Moapa Band of Paiutes</header><subsection id="H68F40CDBEAB342339A8DEC0ECF880322"><enum>(a)</enum><header>Definition of Tribe</header><text>In this section and section 102, the term <term>Tribe</term> means the Moapa Band of Paiutes of the Moapa River Indian Reservation, Nevada.</text></subsection><subsection id="HEED4FEDC1C6248039B82BC6C955027DE"><enum>(b)</enum><header>Transfer of land</header><paragraph id="HFEC1FE1AE89846E794A175C4B70DED09"><enum>(1)</enum><header>In general</header><text>Subject to valid existing rights, including existing rights-of-way for water and wastewater facilities and for electric generation, storage, transmission, distribution, and supporting facilities, all right, title, and interest of the United States in and to the land described in subsection (c) shall be—</text><subparagraph id="H0EAEB2893F494F9A81ECC4CDE8D1CD21"><enum>(A)</enum><text>held in trust by the United States for the benefit of the Tribe; and</text></subparagraph><subparagraph id="H837F69D2C9E14D0E8C5B402D39161204"><enum>(B)</enum><text>part of the reservation of the Tribe.</text></subparagraph></paragraph><paragraph id="H49BA76A518BB4939A1B341A18F6DCBF2"><enum>(2)</enum><header>Certain transmission facilities</header><subparagraph id="HF5C0BE225A2A4C5AA780BC7F5FBC7212"><enum>(A)</enum><header>In general</header><text>The transfer of land under paragraph (1) shall be subject to the reservation to the United States of electric transmission corridor rights-of-way, which shall be administered by the Secretary under the laws applicable to such rights-of-way.</text></subparagraph><subparagraph id="H8111332A2E24446ABF8CE78560A4DCD0"><enum>(B)</enum><header>Requirements</header><text>The Secretary shall ensure that any payments after the date of enactment of this Act for the right-of-way under subparagraph (A) shall be—</text><clause id="HB582F91F0B2F4264988E14EBF7840ED9"><enum>(i)</enum><text>made for the benefit of the Tribe; and </text></clause><clause id="H141A5C1F0E1F414AA1578FDB96DF123F"><enum>(ii)</enum><text>transferred from the Secretary to the Tribe in a timely manner.</text></clause></subparagraph></paragraph></subsection><subsection id="HFCB995F1F0DA44438F560C7D4594C8B2"><enum>(c)</enum><header>Description of land</header><text>The land referred to in subsection (b)(1) is the approximately 44,950 acres of land administered by the Bureau of Land Management and the Bureau of Reclamation, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024. </text></subsection><subsection id="H237D462D44E843DC807FB52DEC24B0BB"><enum>(d)</enum><header>Survey</header><text>Not later than 60 days after the date of enactment of this Act, the Secretary shall complete a survey of the boundary lines to establish the boundaries of the land taken into trust under subsection (b)(1).</text></subsection><subsection id="H0B30FF6D65814EB8BAB24F9B5A249825"><enum>(e)</enum><header>Gaming</header><text>Land taken into trust under this section shall not be eligible, or considered to have been taken into trust, for class II gaming or class III gaming (as those terms are defined in section 4 of the Indian Gaming Regulatory Act (<external-xref legal-doc="usc" parsable-cite="usc/25/2703">25 U.S.C. 2703</external-xref>)).</text></subsection><subsection id="HEF82A3F9A7B1400682BFE7D895D6EDA2"><enum>(f)</enum><header>Water rights</header><paragraph id="H3B4C7D45BA064E32A148A3E88F9F7172"><enum>(1)</enum><header>In general</header><text>There shall not be Federal reserved rights to surface water or groundwater for any land taken into trust by the United States for the benefit of the Tribe under subsection (b)(1).</text></paragraph><paragraph id="H17F96DBEAFDE44E086EAFAEC0B2E6637"><enum>(2)</enum><header>State water rights</header><text>The Tribe shall retain any right or claim to water under State law for any land taken into trust by the United States for the benefit of the Tribe under subsection (b)(1).</text></paragraph></subsection></section><section id="HE849914C9DF94CF6A974EF66DCB774AD"><enum>102.</enum><header>Tribal fee land to be held in trust</header><subsection id="H04B1AB10CCD14DB5BF8B1525930EF876"><enum>(a)</enum><header>In general</header><text>All right, title, and interest of the Tribe in and to the land described in subsection (b) shall be—</text><paragraph id="H7F3A2D477C1642E5A00F9BB0871A8697"><enum>(1)</enum><text>held in trust by the United States for the benefit of the Tribe; and</text></paragraph><paragraph id="H733DA87D1D9E4B4294CB619DE6CAC89C"><enum>(2)</enum><text>part of the reservation of the Tribe.</text></paragraph></subsection><subsection id="H37B13F0994764B118B1220C9A7719240"><enum>(b)</enum><header>Description of land</header><text>The land referred to in subsection (a) is the approximately 196 acres of land held in fee by the Tribe, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024. </text></subsection><subsection id="H206634BD9D1F4A048CA6A311D36E328C"><enum>(c)</enum><header>Survey</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a survey to establish the boundaries of the land taken into trust under subsection (a).</text></subsection></section><section id="HF54D1A4706EE4A498D904A2A399AF4DA"><enum>103.</enum><header>Transfer of land to be held in trust for the Las Vegas Paiute Tribe</header><subsection id="H373A9C957544400D8103DFB54CA8090E"><enum>(a)</enum><header>Definition</header><text>In this section, the term <term>Tribe</term> means the Las Vegas Paiute Tribe.</text></subsection><subsection id="H9938143400BF42BB9969672C0B18D24D"><enum>(b)</enum><header>Transfer of land</header><text>Subject to valid existing rights, all right, title, and interest of the United States in and to the land described in subsection (c) shall be—</text><paragraph id="H285E75A4C08B49A2B8512EE9344064F9"><enum>(1)</enum><text>held in trust by the United States for the benefit of the Tribe; and</text></paragraph><paragraph id="HC9E9C56D415F48C59F2F07209EDD236B"><enum>(2)</enum><text>part of the reservation of the Tribe.</text></paragraph></subsection><subsection id="H9F04E22289884EE0AF9CBCBED57E7782"><enum>(c)</enum><header>Description of land</header><text>The land referred to in subsection (b) is the approximately 3,156 acres of land administered by the Bureau of Land Management, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024. </text></subsection><subsection id="H0CAD1253A71C4072955490C374EBC226"><enum>(d)</enum><header>Survey</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a survey to establish the boundaries of the land taken into trust under subsection (b).</text></subsection><subsection id="HFBDCCEDCE34B4962883D27ECBA0A600E"><enum>(e)</enum><header>Renewable energy transmission corridor</header><text>As a condition of the transfer of land under subsection (b), not later than 30 days after the date on which the land is taken into trust by the United States for the benefit of the Tribe under subsection (b), a 300-foot-wide right-of-way (as generally depicted on the map described in subsection (c)) shall be granted by the Tribe to a qualified electric utility for the construction and maintenance of high-voltage transmission facilities consistent with existing renewable energy transmission agreements between the Tribe and the qualified electric utility on the Snow Mountain Reservation.</text></subsection><subsection id="HBC684741B2104C788B99B1647D56D393"><enum>(f)</enum><header>Gaming</header><text>Land taken into trust under this section shall not be eligible, or considered to have been taken into trust, for class II gaming or class III gaming (as those terms are defined in section 4 of the Indian Gaming Regulatory Act (<external-xref legal-doc="usc" parsable-cite="usc/25/2703">25 U.S.C. 2703</external-xref>)).</text></subsection><subsection id="HB9D090A9AF9341FA8DE9A7DE5ACA544F"><enum>(g)</enum><header>Water rights</header><paragraph id="HCEB4B3CC6A5A4943BC1A71C0F347BAC4"><enum>(1)</enum><header>In general</header><text>Nothing in this section affirms or denies Federal reserved rights to surface water or groundwater for any land taken into trust by the United States for the benefit of the Tribe under subsection (b). </text></paragraph><paragraph id="H03498EB2A5754986AF02E3B22B9A5091"><enum>(2)</enum><header>State water rights</header><text>The Tribe shall retain any right or claim to water under State law for any land taken into trust by the United States for the benefit of the Tribe under subsection (b).</text></paragraph></subsection><subsection id="H133B1420AD1D45478FC2FA86ECDB6CF8"><enum>(h)</enum><header>Intergovernmental agreement</header><text>Nothing in this section affects the implementation of the March 2021 Intergovernmental Agreement between the Las Vegas Paiute Tribe and the City of Las Vegas.</text></subsection><subsection id="H09A6518B5C5F46B0AE499932833257F6"><enum>(i)</enum><header>Conforming amendment</header><text>Section 3092 of the Carl Levin and Howard P. <quote>Buck</quote> McKeon National Defense Authorization Act for Fiscal Year 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/113/291">Public Law 113–291</external-xref>; 128 Stat. 3870) is amended by striking subsection (d).</text></subsection></section></title><title id="HE8F7F9AD958D40C786E7D964AF207E69"><enum>II</enum><header>Clark county, nevada</header><section id="H435F3B4AE5A54A308B7E76FA55CB805F"><enum>201.</enum><header>Definition of public park under the Red Rock Canyon National Conservation Area Protection and Enhancement Act of 2002</header><text display-inline="no-display-inline">Section 102 of the Red Rock Canyon National Conservation Area Protection and Enhancement Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/16/460ccc-4">16 U.S.C. 460ccc–4</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/107/282">Public Law 107–282</external-xref>) is amended—</text><paragraph id="H41BD03DBF8BD43A292C82621D8FA2ADA"><enum>(1)</enum><text>by redesignating paragraphs (1), (2), and (3) as paragraphs (2), (4), and (5), respectively;</text></paragraph><paragraph id="H68229757EA334BD494B59085E2458CB1"><enum>(2)</enum><text>by inserting before paragraph (2) (as so redesignated) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HD4BCE1E8EE634F26915DDEE22062C633"><paragraph id="HD5ECE048640D4992830DFF021D67FD87"><enum>(1)</enum><header>Associated supportive use</header><text>The term <term>associated supportive use</term> means a use that supports the overall function and enjoyment of a public park.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HF9C6D6EF656243E48AE229D8E6BA21C5"><enum>(3)</enum><text>by inserting after paragraph (2) (as so redesignated) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H15DAB574EA1041FB88A9499B25BB52DF"><paragraph id="H511CE9504F274B31BD021ED3F3BB7E25"><enum>(3)</enum><header>Public park</header><text>The term <term>public park</term> includes land developed or managed by a partnership between Clark County, Nevada, and a private entity for recreational uses and associated supportive uses, including uses that require a fee for admittance or use of property within the public park.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HF4C96EF9015C4E2DA82E9AB105FE524E"><enum>202.</enum><header>Red Rock Canyon National Conservation Area boundary adjustment</header><text display-inline="no-display-inline">Section 3(a) of the Red Rock Canyon National Conservation Area Establishment Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/16/460ccc-1">16 U.S.C. 460ccc–1(a)</external-xref>) is amended by striking paragraph (2) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HF91B1FFB786F4DA684DEADE2BF3292C7"><paragraph id="H537490478DE2426384220BAFE464774F"><enum>(2)</enum><text>The conservation area shall consist of approximately 253,950 acres of land, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H4510C54C85184448B0889A889E9DC0B8"><enum>203.</enum><header>Land disposal and public purpose conveyances</header><subsection id="H5BF1877E0C4D4A318787FD62488A461A"><enum>(a)</enum><header>Land disposal</header><paragraph id="HDBF9D907B6394393AECB203AD7BF7C85"><enum>(1)</enum><header>In general</header><text>Section 4(a) of the Southern Nevada Public Land Management Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref>; 112 Stat. 2344; 116 Stat. 2007; 127 Stat. 3872) is amended, in the first sentence, by striking <quote>September 17, 2012.</quote> and inserting <quote>November 14, 2024. The Secretary and Clark County shall jointly nominate not more than 25,000 acres from land depicted on the map as <quote>Proposed Expanded Las Vegas Disposal Boundary</quote> for addition to the disposal boundary.</quote>.</text></paragraph><paragraph id="H145CECF560804512AA414850D4803874"><enum>(2)</enum><header>Sand and gravel</header><text>For purposes of the Southern Nevada Public Land Management Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref>; 112 Stat. 2343) or the Clark County Conservation of Public Land and Natural Resources Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/282">Public Law 107–282</external-xref>; 116 Stat. 1994), the Secretary may authorize any of the following:</text><subparagraph id="HB7B3FC76F2F54848A81F2AAC48429810"><enum>(A)</enum><text>The movement of common varieties of sand and gravel on a surface estate acquired under the Southern Nevada Public Land Management Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref>; 112 Stat. 2343) or the Clark County Conservation of Public Land and Natural Resources Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/282">Public Law 107–282</external-xref>; 116 Stat. 1994) by the owner of the surface estate for purposes including recontouring or balancing the surface estate or filling utility trenches on the surface estate.</text></subparagraph><subparagraph id="H686C10BF434B4AD093F7E5F2F554FF9D"><enum>(B)</enum><text>The disposal of sand or gravel described in subparagraph (A) at an off-site landfill.</text></subparagraph></paragraph></subsection><subsection id="HE7FFCB1D848A4851A60AEC0A4BE33DB8"><enum>(b)</enum><header>Recreation and public purpose act conveyances</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall offer to enter into an agreement with the County under which the County is authorized to implement immediate management modifications necessary to protect and improve public health and safety on Federal land conveyed to the County under the authority of the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), for public safety facilities (including flood control and water management facilities), parks, and educational facilities, without requiring approval of the Secretary, consistent with the requirements of that Act.</text></subsection><subsection id="HB0A14C01D38E4379AFC123829D08B517"><enum>(c)</enum><header>Use of public-Private partnerships by units of local government for affordable housing</header><text>Section 7(b) of the Southern Nevada Public Land Management Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref>; 112 Stat. 2349) is amended—</text><paragraph id="H416BE70B2A0B4AC981E095F6EFF396D7"><enum>(1)</enum><text>in the first sentence, by striking <quote>The Secretary</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H26D0CCB2E80046479A6854969A81B482"><paragraph id="HAA3DDE14264A481E9D74C8E2E576E69F"><enum>(1)</enum><header>In general</header><text>The Secretary</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H8483B5F81E9446DD86C661BBAB3DD0CF"><enum>(2)</enum><text>by adding the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H99E205A8C93244449AA3CA143498B667"><paragraph id="H06E6365C6E3E4905AA2360B6527F724B"><enum>(2)</enum><header>Review prioritization</header><text>If a local governmental entity submits an application to use land for affordable housing purposes under this subsection, the Secretary shall prioritize review of the application over other pending land disposal applications under this Act.</text></paragraph><paragraph id="HD3B8900C2AE747AE9EFD1FC83FAE3BDE"><enum>(3)</enum><header>Deadline</header><text>The Secretary (and the Secretary of Housing and Urban Development, if applicable) shall complete all necessary reviews of an application submitted under this subsection not later than 180 days after the date of submission of the application, consistent with any applicable laws.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="HCADA81ADDE7F49C39BEC8A52BFCC535A"><enum>204.</enum><header>Revocation of Ivanpah Area of Critical Environmental Concern and establishment of special management areas</header><subsection id="H10832E48174347CC85E81FFC1A52BF7F"><enum>(a)</enum><header>Revocation of ivanpah area of critical environmental concern</header><text>Any portion of the designation by the Bureau of Land Management of the Ivanpah Area of Critical Environmental Concern in the State dated February 14, 2014, not included within a Special Management Area designated by subsection (b) is revoked.</text></subsection><subsection id="H84C29A38863848B4B410F2677F8A36C0"><enum>(b)</enum><header>Establishment of special management areas</header><text>The following areas in the County are designated as special management areas:</text><paragraph id="H545FF8C655C9484E807B210BB9239E6B"><enum>(1)</enum><header>Stump springs special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 140,976 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>Stump Springs Special Management Area</quote>.</text></paragraph><paragraph id="H14C83259923F4CB8A83A19619C35F7C4"><enum>(2)</enum><header>Bird springs valley special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 39,327 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>Bird Springs Valley Special Management Area</quote>.</text></paragraph><paragraph id="H758CE819009140D4B62079BF6759FBAD"><enum>(3)</enum><header>Desert tortoise protective corridor special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 45,881 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>Desert Tortoise Protective Corridor Special Management Area</quote>.</text></paragraph><paragraph id="HD0ED4A52F47D4F97BE083DD3E5408D4D"><enum>(4)</enum><header>Jean lake special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 2,645 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>Jean Lake Special Management Area</quote>.</text></paragraph><paragraph id="HAF83E70F46A44B5A803B20A30627DDCF"><enum>(5)</enum><header>Gale hills special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 16,355 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>Gale Hills Special Management Area</quote>.</text></paragraph><paragraph id="H38E1A3A55ADE4786B85BBE49791A5B12"><enum>(6)</enum><header>California wash special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 10,120 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>California Wash Special Management Area</quote>.</text></paragraph><paragraph id="HD860DB179F6C49C48FD813D54854C883"><enum>(7)</enum><header>Bitter springs special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 61,813 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>Bitter Springs Special Management Area</quote>.</text></paragraph><paragraph id="H6F5FC601BE7D48758839D7CF791D9326"><enum>(8)</enum><header>Muddy mountains special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 33,430 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>Muddy Mountains Special Management Area</quote>.</text></paragraph><paragraph id="HC3D05D8C17E446D59612820F6F79A528"><enum>(9)</enum><header>Mesa milkvetch special management area</header><text>Certain Federal land in the County administered by the Bureau of Land Management, comprising approximately 8,417 acres, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, which shall be known as the <quote>Mesa Milkvetch Special Management Area</quote>. </text></paragraph></subsection><subsection id="HB3101771DAE041DBA43BE1149DF8378F"><enum>(c)</enum><header>Purposes</header><text>The purposes of a special management area designated by subsection (b) (referred to in this section as a <quote>Special Management Area</quote>) are to conserve, protect, and enhance for the benefit and enjoyment of present and future generations the cultural, archaeological, natural, wilderness, scientific, geological, historical, biological, wildlife (including wildlife referred to in the Clark County Multiple Species Habitat Conservation Plan), educational, and scenic resources of the Special Management Area.</text></subsection><subsection id="H3AD927B34A4749A1A7151A6E47589B90"><enum>(d)</enum><header>Management of special management areas</header><paragraph id="H99792B37BE8D4A64BE0B9077C4B9802C"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage each Special Management Area—</text><subparagraph id="HF2BC90A72A074ED49CF6C6838FFB1334"><enum>(A)</enum><text>in a manner that—</text><clause id="H1E93CD10498F4F8EB98AACD1E2A0D15B"><enum>(i)</enum><text>conserves, protects, and enhances the purposes for which the Special Management Area is established; and</text></clause><clause id="H9E7351C1B8614F2C9C053C1DFB301585"><enum>(ii)</enum><text>ensures protection of species covered by the Clark County Multiple Species Habitat Conservation Plan and Federal incidental take permit; and </text></clause></subparagraph><subparagraph id="H54C85B344F4A41E583E5319205EEFE8E"><enum>(B)</enum><text>in accordance with—</text><clause id="HF628BEF44DCF4F2FBACE90812186F5B8"><enum>(i)</enum><text>this section;</text></clause><clause id="H21FB195F10074FC985A9419F923300FD"><enum>(ii)</enum><text>the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>); and</text></clause><clause id="H163AEBA0A77C4FC99B9ACD633B24B884"><enum>(iii)</enum><text>any other applicable law.</text></clause></subparagraph></paragraph><paragraph id="HDEEC95CC94E54DCCA92CBD32EDA2E339"><enum>(2)</enum><header>Uses</header><text>The Secretary shall allow only uses of a Special Management Area that are consistent with the purposes for which the Special Management Area is established.</text></paragraph><paragraph id="HA1EA0A2E60664C99887293EE05C112F1"><enum>(3)</enum><header>Motorized vehicles; new roads</header><subparagraph id="H1B8A77107B2D442880D0FB6236FECB36"><enum>(A)</enum><header>Motorized vehicles</header><text>Except as needed for emergency response or administrative purposes, the use of motorized vehicles in the Special Management Areas shall be permitted only on roads and motorized routes designated for the use of motorized vehicles in the management plan developed under subsection (h).</text></subparagraph><subparagraph id="H6801B7B8AC8A423DB42839133D0B34AF"><enum>(B)</enum><header>New roads</header><text>No new permanent or temporary roads or other motorized vehicle routes shall be constructed within the Special Management Areas after the date of enactment of this Act.</text></subparagraph></paragraph></subsection><subsection id="H10B6A2B764584171AB5D344BEECE548E"><enum>(e)</enum><header>Map and legal description</header><paragraph id="HCC18517A62414D67A6CDA09B38565167"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall prepare a map and legal description of each Special Management Area.</text></paragraph><paragraph id="H8AE9ADEE7E4D4FD18F4BFB45DB3EFC41"><enum>(2)</enum><header>Effect</header><text>A map or legal description filed under paragraph (1) shall have the same force and effect as if included in this Act.</text></paragraph><paragraph id="H01561A6AF56944839D19C088AF6AE5B6"><enum>(3)</enum><header>Corrections</header><text>The Secretary, in consultation and coordination with the County, may correct minor errors in a map or legal description filed under paragraph (1). </text></paragraph><paragraph id="H7DDBFEF4C43A4B599D5D46ADE3E8CF18"><enum>(4)</enum><header>Public availability</header><text>A copy of each map and legal description filed under paragraph (1) shall be on file and available for public inspection in the appropriate offices of the Bureau of Land Management.</text></paragraph></subsection><subsection id="H3E51772599F84D259328FCF1F24BBB55"><enum>(f)</enum><header>Incorporation of acquired land and interests in land</header><text>Any land or interest in land that is acquired by the United States within a Special Management Area shall—</text><paragraph id="HD324C931B76A494FA3DE7B63C4586520"><enum>(1)</enum><text>become part of the Special Management Area in which the acquired land or interest in land is located;</text></paragraph><paragraph id="H3AD99B33F0844F63A49444F259023DB1"><enum>(2)</enum><text>be withdrawn in accordance with subsection (g); and</text></paragraph><paragraph id="H83A4DB9B4E8A4BCB93FACBE891507B58"><enum>(3)</enum><text>be managed in accordance with subsection (d).</text></paragraph></subsection><subsection id="H5A628057BCDA4E35865470E3A5B5A184"><enum>(g)</enum><header>Withdrawal</header><text>Subject to valid existing rights, all Federal land within a Special Management Area is withdrawn from—</text><paragraph id="HA562E26767944418A10E920851DD1F77"><enum>(1)</enum><text>all forms of entry, appropriation, and disposal under the public land laws;</text></paragraph><paragraph id="H61D880D09C944663928B2F9DD071996B"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph><paragraph id="H8E6ADC5FDF1E4BFF9A6A960F90BA3BC1"><enum>(3)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text></paragraph></subsection><subsection id="H55886F6EB4E040CE873B26F5412E2A4B"><enum>(h)</enum><header>Management plan</header><text>As soon as practicable, but not later than 1 year, after the date on which the County is issued an amended Federal incidental take permit under section 205, the Secretary, in consultation and coordination with the County, shall—</text><paragraph id="HC846BFA536DD4DF283F9FC9F41805EA5"><enum>(1)</enum><text>develop a comprehensive management plan for the long-term protection and management of the Special Management Areas; and</text></paragraph><paragraph id="HB0CC0BCCC22241F38C5FCA09C161A0FE"><enum>(2)</enum><text>amend the applicable resource management plan to incorporate the provisions of the management plan for the Special Management Areas developed under paragraph (1).</text></paragraph></subsection><subsection id="H568DF6B98D97425690932B17C839EB18"><enum>(i)</enum><header>Transportation and utility corridors</header><paragraph id="HDF38A85256FC4DB396814CD2C07DE159"><enum>(1)</enum><header>In general</header><text>Consistent with this subsection, the management plan for the Special Management Areas developed under subsection (h) shall establish provisions, including avoidance, minimization, and mitigation measures, for ongoing maintenance of public utility and other rights-of-way in existing designated transportation and utility corridors within a Special Management Area.</text></paragraph><paragraph id="H192FCF8024324298998232CEB04782B3"><enum>(2)</enum><header>Effect</header><text>Nothing in this section—</text><subparagraph id="H6BF81F0605894DC3BDD8F6DF4B7F71FD"><enum>(A)</enum><text>affects the existence, use, operation, maintenance, repair, construction, reconfiguration, expansion, inspection, renewal, reconstruction, alteration, addition, relocation improvement funding, removal, or replacement of any utility facility or appurtenant right-of-way within an existing designated transportation and utility corridor within a Special Management Area;</text></subparagraph><subparagraph id="HDE4A143F29184452887B7F402AA97C03"><enum>(B)</enum><text>precludes the Secretary from authorizing the establishment of a new or the renewal or expansion of an existing utility facility right-of-way within an existing designated transportation and utility corridor within a Special Management Area, including the potential realignment of a corridor numbered 224–225 established under section 368 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15926">42 U.S.C. 15926</external-xref>) through the Stump Springs Management Area— </text><clause id="HFA942871069F43178E8586969544C702"><enum>(i)</enum><text>in accordance with—</text><subclause id="H4888FB0B662948B5A89AB7EBA6D9FDB4"><enum>(I)</enum><text>the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>); and</text></subclause><subclause id="HEC74C017B9514D2DBE9C210C0B147018"><enum>(II)</enum><text>any other applicable law; and</text></subclause></clause><clause id="H4362235A77364F4C9A2044CAD257E4B1"><enum>(ii)</enum><text>subject to such terms and conditions as the Secretary determines to be appropriate; or</text></clause></subparagraph><subparagraph id="H5C181A097A3B4E8D85EFA6C87A49D9D9"><enum>(C)</enum><text>prohibits access to, or the repair or replacement of, a transmission line within a right-of-way within a Special Management Area issued before the date of enactment of this Act.</text></subparagraph></paragraph></subsection><subsection id="HE9011978C62B417FAC4080D1816A2CD3"><enum>(j)</enum><header>Effect</header><text>Nothing in this section prevents or interferes with—</text><paragraph id="H2DAA800A1F184A95840CF70DD6A582B1"><enum>(1)</enum><text>the construction or operation of the Ivanpah Valley Airport authorized under the Ivanpah Valley Airport Public Lands Transfer Act (<external-xref legal-doc="public-law" parsable-cite="pl/106/362">Public Law 106–362</external-xref>; 114 Stat. 1404); or</text></paragraph><paragraph id="H72AEE40E2BE34DC8A833C501CF987D25"><enum>(2)</enum><text>the Airport Environs Overlay District authorized under section 501(c) of the Clark County Conservation of Public Land and Natural Resources Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/282">Public Law 107–282</external-xref>; 116 Stat. 2008) and section 3092(i) of the Carl Levin and Howard P. <quote>Buck</quote> McKeon National Defense Authorization Act for Fiscal Year 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/113/291">Public Law 113–291</external-xref>; 128 Stat. 3875).</text></paragraph></subsection></section><section id="HBE32E3EB424D4663814CFBC09EA03927"><enum>205.</enum><header>Relationship to the Clark County Multiple Species Habitat Conservation Plan</header><subsection id="HE0330109C2F94E3CB78C3E1114E6CE2E"><enum>(a)</enum><header>Extension of habitat conservation plan</header><text>On receipt from the County of a complete application for an amendment to the applicable Federal incidental take permit, as required by sections 17.22(b)(1) and 17.32(b)(1) of title 50, Code of Federal Regulations (or successor regulations), and an amended Clark County Multiple Species Habitat Conservation Plan which incorporates the Special Management Areas established by section 204(b) and the provisions of the management plan required under section 204(h), the Secretary shall, in accordance with this Act, the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>), the Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531 et seq.</external-xref>), and any other applicable Federal environmental laws—</text><paragraph id="H7828FDA4908A4C1D8138043B6F68C669"><enum>(1)</enum><text>credit approximately 358,954 acres of the land conserved and designated as Special Management Areas under section 204(b), as depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, as mitigation to fully or partially offset, as determined by the Secretary using the best available scientific and commercial information, additional incidental take impacts resulting from development of additional land within the County covered under the existing Clark County Multiple Species Habitat Conservation Plan or to be covered through an amendment to the Clark County Multiple Species Habitat Conservation Plan and Federal incidental take permit; and </text></paragraph><paragraph id="H0958FF10841D4426BB11D96E32B7CCA0"><enum>(2)</enum><text>extend the Clark County Multiple Species Habitat Conservation Plan and Federal incidental take permit for the maximum authorized duration, as determined by the Secretary.</text></paragraph></subsection><subsection id="H0CD0DB66883443DBB7D5E787CFF9F363"><enum>(b)</enum><header>Effect</header><text>Nothing in this Act otherwise limits, alters, modifies, or amends the Clark County Multiple Species Habitat Conservation Plan.</text></subsection></section><section id="H93C7A9C2CDB74E7BAA604CD4862A6FD2"><enum>206.</enum><header>Designation of Maude Frazier Mountain</header><subsection id="H6C01ED1008F34EE89B031C9B4388F575"><enum>(a)</enum><header>In general</header><text>The peak of Frenchman Mountain in the State located at latitude 3610031′45" N, by longitude 11459031′52" W, shall be designated as <quote>Maude Frazier Mountain</quote>.</text></subsection><subsection id="HA74BD20F28EA4BDEA25132F7D4882F92"><enum>(b)</enum><header>References</header><text>Any reference in a law, map, regulation, document, record, or other paper of the United States to the peak described in subsection (a) shall be considered to be a reference to <quote>Maude Frazier Mountain</quote>.</text></subsection></section><section id="H6FF2BEA6B7654A8797AB7ADE37573C15"><enum>207.</enum><header>Availability of special account</header><text display-inline="no-display-inline">Section 4(e)(3)(A)(ii) of the Southern Nevada Public Land Management Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref>; 112 Stat. 2346; 120 Stat. 3045) is amended by striking <quote>the Great Basin National Park, and other areas</quote> and inserting <quote>the Great Basin National Park, the Tule Springs Fossil Bed National Monument, and other areas</quote>.</text></section><section id="HAB3BEE44AD8C44F495295C4A3540364E"><enum>208.</enum><header>Nevada Cancer Institute land conveyance</header><text display-inline="no-display-inline">Section 2603(a)(3) of the Omnibus Public Land Management Act of 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/111/11">Public Law 111–11</external-xref>; 123 Stat. 1118) is amended by inserting <quote>, or any successors in interest</quote> before the period at the end.</text></section><section id="HB069BB6C030A402FB3FAD819FD0E5416"><enum>209.</enum><header>Sloan Canyon National Conservation Area boundary adjustment</header><subsection commented="no" display-inline="no-display-inline" id="H36049BFB137E48D0B413913F3F33D045"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph id="H93D49B61ADDD4682B656147A2630492C"><enum>(1)</enum><header>Conservation Area</header><text>The term id="HFD019BA02821400A84A5C18B9C8A2CA1"><enum>(c)</enum><header>Right-of-Way</header><text>Section 605 of the Sloan Canyon National Conservation Area Act (<external-xref legal-doc="usc" parsable-cite="usc/16/460qqq-3">16 U.S.C. 460qqq–3</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H5A6A48C5B791492089E18A0AAF78A926"><subsection id="H96DA7C7395C04E54AC1D5909630E06C9"><enum>(h)</enum><header>Horizon lateral pipeline right-of-Way</header><paragraph id="HFE6E869736554FB491962CEB519786DF"><enum>(1)</enum><header>In general</header><text>Notwithstanding sections 202 and 503 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>, 1763) and subject to valid existing rights and paragraph (3), the Secretary of the Interior, acting through the Director of the Bureau of Land Management (referred to in this subsection as the <term>Secretary</term>), shall, not later than 1 year after the date of enactment of this subsection, grant to the Southern Nevada Water Authority (referred to in this subsection as the <term>Authority</term>), not subject to the payment of rents or other charges, the temporary and permanent water pipeline infrastructure, and outside the boundaries of the Conservation Area, powerline, facility, and access road rights-of-way depicted on the map for the purposes of—</text><subparagraph id="HD9ED726CEA514C64978023BC04C35EF5"><enum>(A)</enum><text>performing geotechnical investigations within the rights-of-way; and</text></subparagraph><subparagraph id="HE72EFDE116AC425598073B36411453FE"><enum>(B)</enum><text>constructing and operating water transmission and related facilities.</text></subparagraph></paragraph><paragraph id="H1682A70F43E6476B90696204DADC095F"><enum>(2)</enum><header>Excavation and disposal</header><subparagraph id="HFD5D893C711F4A59A5223DECBFAB7AA2"><enum>(A)</enum><header>In general</header><text>The Authority may, without consideration, excavate and use or dispose of sand, gravel, minerals, or other materials from the tunneling of the water pipeline necessary to fulfill the purpose of the rights-of-way granted under paragraph (1).</text></subparagraph><subparagraph id="H0F0A1F8703F24BEE972D222D25BA702C"><enum>(B)</enum><header>Memorandum of understanding</header><text>Not later than 30 days after the date on which the rights-of-way are granted under paragraph (1), the Secretary and the Authority shall enter into a memorandum of understanding identifying Federal land on which the Authority may dispose of materials under subparagraph (A) to further the interests of the Bureau of Land Management.</text></subparagraph></paragraph><paragraph id="H8F459B8D8A6C4F539E1AC5408D033226"><enum>(3)</enum><header>Requirements</header><text>A right-of-way issued under this subsection shall be subject to the following requirements:</text><subparagraph id="HCA92C0F4335F4AA7A0DA36180C04A637"><enum>(A)</enum><text>The Secretary may include reasonable terms and conditions, consistent with section 505 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1765">43 U.S.C. 1765</external-xref>), as are necessary to protect Conservation Area resources.</text></subparagraph><subparagraph id="H43570E9A0284432BBDAB45D6FC6C9971"><enum>(B)</enum><text>Construction of the water pipeline shall not permanently adversely affect conservation area surface resources.</text></subparagraph><subparagraph id="H4D46EDE67D6C4C1590DD0E15B05F55EF"><enum>(C)</enum><text>The right-of-way shall not be located through or under any area designated as wilderness.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H1E166DC6CB20442083865C04DC8B08CA"><enum>(d)</enum><header>Preservation of transmission and utility corridors and rights-of-Way</header><text>The expansion of the Conservation Area boundary under the amendment made by subsection (b)—</text><paragraph id="HFACED41D26DA43B490A8AF2CA37BCDDE"><enum>(1)</enum><text>shall be subject to valid existing rights, including land within a designated utility transmission corridor or a transmission line right-of-way grant approved by the Secretary in a record of decision issued before the date of enactment of this Act; and</text></paragraph><paragraph id="HC4C43625D2124309B557B3F057B64EFF"><enum>(2)</enum><text>shall not preclude—</text><subparagraph id="HACBF12338DA84D31A964EF908D653AE5"><enum>(A)</enum><text>any activity authorized in accordance with a designated corridor or right-of-way referred to in paragraph (1), including the operation, maintenance, repair, or replacement of any authorized utility facility within the corridor or right-of-way; or</text></subparagraph><subparagraph id="H5C73FEF0BDF047979C904B95CC2E6FE7"><enum>(B)</enum><text>the Secretary from authorizing the establishment of a new utility facility right-of-way within an existing designated transportation and utility corridor referred to in paragraph (1)—</text><clause id="H2BE43EFD7FC4485284421E641CF49617"><enum>(i)</enum><text>in accordance with the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) and other applicable laws; and</text></clause><clause id="HFA5FC415CDDD448BB77216E721AC65A4"><enum>(ii)</enum><text>subject to such terms and conditions as the Secretary determines to be appropriate.</text></clause></subparagraph></paragraph></subsection><subsection id="H4DD36BC01E5C47C986AE98961AF3B28E"><enum>(e)</enum><header>Management of the Conservation Area</header><text>Except as provided in the amendment made by subsection (c), nothing in this section or the amendments made by this section shall modify the management of the Conservation Area pursuant to section 605 of the Sloan Canyon National Conservation Area Act (<external-xref legal-doc="usc" parsable-cite="usc/16/460qqq-3">16 U.S.C. 460qqq–3</external-xref>). </text></subsection></section><section id="HC01AAECD754C4D77BF80CF97DD9084C2"><enum>210.</enum><header>Clark County conveyance</header><subsection id="H8DB5830FD2364CCB8C135265445B6157"><enum>(a)</enum><header>Definition of job creation zone</header><text>In this section, the term <term>Job Creation Zone</term> means the approximately 350 acres of Federal land located in Sloan, Nevada, and identified as <quote>Clark County Job Creation Zone</quote> on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024.</text></subsection><subsection id="HA7D65EFF12744A34808501BC6D29F921"><enum>(b)</enum><header>Clark county conveyance</header><paragraph id="HAF69FBBB3FBC49E98DE2FB4FFC00DCD7"><enum>(1)</enum><header>Conveyance</header><text>Notwithstanding sections 202 and 203 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>, 1713), on request of the County, the Secretary shall, without consideration and subject to all valid existing rights, convey to the County all right, title, and interest of the United States in and to the Job Creation Zone, except as otherwise provided in this subsection.</text></paragraph><paragraph id="HEC49AEBC440D42039392FA26656F93A0"><enum>(2)</enum><header>Use of land for nonresidential development</header><subparagraph id="HB00B8A9013384016999B57C2DC3A2ACA"><enum>(A)</enum><header>In general</header><text>After the date of the conveyance to the County under paragraph (1), the County may sell, lease, or otherwise convey any portion or portions of the Job Creation Zone for purposes of nonresidential development, subject to subparagraphs (B) and (C).</text></subparagraph><subparagraph id="H3F79AE7B1B4A4E4293BF4375FC300549"><enum>(B)</enum><header>Fair market value</header><text>Any sale, lease, or other conveyance of land under subparagraph (A) shall be for not less than fair market value. </text></subparagraph><subparagraph id="HC8086CA4F6AA4C878B2312B904AAE7F9" commented="no"><enum>(C)</enum><header>Disposition of proceeds</header><text>The gross proceeds from the sale, lease, or other conveyance of land under subparagraph (A) shall be distributed in accordance with section 4(e) of the Southern Nevada Public Land Management Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref>; 112 Stat. 2345).</text></subparagraph></paragraph><paragraph id="H10822F656FA84B8C89E4B02E923DA704"><enum>(3)</enum><header>Use of land for recreation or other public purposes</header><text>The County may elect to retain parcels in the Job Creation Zone for public recreation or other public purposes consistent with the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), by providing to the Secretary written notice of the election.</text></paragraph><paragraph id="H39C30118BE734020AB717A3A7C07AD95"><enum>(4)</enum><header>Noise compatibility requirements</header><text>The County shall—</text><subparagraph id="H3F7F4F10D3874EC29ADDC53967B51157"><enum>(A)</enum><text>plan and manage the Job Creation Zone in accordance with section 47504 of title 49, United States Code, and regulations promulgated in accordance with that section; and</text></subparagraph><subparagraph id="H7A468D07F758403EB4A63C4AF3CEDCF4"><enum>(B)</enum><text>agree that if any land in the Job Creation Zone is sold, leased, or otherwise conveyed by the County, the sale, lease, or conveyance shall contain a limitation to require uses compatible with airport noise compatibility planning.</text></subparagraph></paragraph><paragraph id="HC676C3DE95F64C92B249C2174CC6DE64"><enum>(5)</enum><header>Reversion</header><subparagraph id="HD58389BE9592441FA7E882C1D27E3EF0"><enum>(A)</enum><header>In general</header><text>If any parcel of land within the Job Creation Zone is not conveyed for nonresidential development under this section or reserved for recreation or other public purposes under paragraph (3) by the date that is 30 years after the date of enactment of this Act, the parcel of land shall, at the discretion of the Secretary, revert to the United States.</text></subparagraph><subparagraph id="H34C97AB0910B4A5F971E958C45A286C0"><enum>(B)</enum><header>Inconsistent use</header><text>If the County uses any parcel of land within the Job Creation Zone in a manner that is inconsistent with the uses specified in this subsection, at the discretion of the Secretary, the parcel shall revert to the United States.</text></subparagraph></paragraph></subsection></section></title><title id="H1EFE8040B4534C13A92E5BB9A76CD7CB"><enum>III</enum><header>Wilderness</header><section id="H05CCE30E0AD147D4A0602E75319E227A"><enum>301.</enum><header>Additions to the National Wilderness Preservation System</header><subsection (a).</text></subsection></section></title><title id="H64362AC34E3E4DD09C74B849A226D4A0"><enum>IV</enum><header>Local government conveyances in the state of nevada for public purposes</header><section id="HDF24361084E24673A2E61C9CA0E37E6E"><enum>401.</enum><header>City of Boulder City, Nevada, conveyance</header><subsection id="H691961AA3DB04AE5A6D2B658E4EA4842"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HAF98A6C00B7B4C33A50670EBE54B1CFA"><enum>(1)</enum><header>City</header><text>The term <term>City</term> means the city of Boulder City, Nevada.</text></paragraph><paragraph id="H965E0592DE0B4323A63A1DD16DBC70AD"><enum>(2)</enum><header>Federal land</header><text>The term <term>Federal land</term> means the public land that was reserved to the United States, as described in item 2 under exhibit B of Patent Nev–048100, which was created pursuant to <external-xref legal-doc="public-law" parsable-cite="pl/85/339">Public Law 85–339</external-xref> (72 Stat. id="H5C49EDEFCF874F54956F39DDE6258CCF"><enum>(c)</enum><header>Administration of acquired land</header><paragraph id="HD131790CD84F4478B4B9C96C193A9462"><enum>(1)</enum><header>In general</header><text>The Federal land conveyed under subsection (b) shall be subject to valid existing rights.</text></paragraph><paragraph id="H91450FF5DFCC416D885B21D1B0061888"><enum>(2)</enum><header>Administrative authority</header><text>The Secretary shall continue to have administrative authority over the Federal land conveyed under subsection (b) after the date of the conveyance.</text></paragraph></subsection><subsection id="HB827200C7670433FA5D9EBA3C0C805D7"><enum>(d)</enum><header>Reversion</header><paragraph id="HCAEC9211A5CD4125A89CA8C98DC5EEDA"><enum>(1)</enum><header>In general</header><text>If the Federal land conveyed under subsection (b) ceases to be used for the public purpose for which the Federal land was conveyed, the Federal land shall revert to the United States, at the discretion of the Secretary, if the Secretary determines that reversion is in the best interest of the United States.</text></paragraph><paragraph id="H12D9FBD161734D63BAB104E96CD7F2D7"><enum>(2)</enum><header>Responsibility of city</header><text>If the Secretary determines under paragraph (1) that the Federal land should revert to the United States and that the Federal land is contaminated with hazardous waste, the City shall be responsible for remediation of the contamination of the Federal land.</text></paragraph></subsection></section><section id="H83250E01AD5B4DF58C231705200C54DA"><enum>402.</enum><header>City of Mesquite, Nevada, conveyance for the protection of the Virgin River watershed</header><subsection id="HEC61A03B9FC54B9781426AC29066965E"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HF590838C897D4FC1AED55FD51F0F79DB"><enum>(1)</enum><header>City</header><text>The term <term>City</term> means the city of Mesquite, Nevada.</text></paragraph><paragraph id="H64ED5625A8364A1A81308557C922451A"><enum>(2)</enum><header>Federal land</header><text>The term <term>Federal land</term> means the approximately 250 acres of Federal land, as generally depicted on the Map.</text></paragraph><paragraph id="HA811E1475E9E48E8B37CF66F29C715F8"><enum>(3)</enum><header>Map</header><text>The term <term>Map</term> means the map entitled <quote>City of Mesquite, River Park</quote> and dated November 18, 2024.</text></paragraph></subsection><subsection id="HBE6E6F3F07B84A91BF85DBE1B4A8B6AF"><enum>(b)</enum><header>Authorization of conveyance</header><text>Notwithstanding the land use planning requirements of sections 202 and 203 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>, 1713), on request of the City, the Secretary shall convey to the City, without consideration, all right, title, and interest of the United States (except for the reversionary interest described in subsection (d)) in and to the Federal land for use by the City in developing and implementing a watershed management plan for the protection of the Virgin River watershed, subject to the provisions of this section.</text></subsection><subsection id="HF2B92B7B834349D187B6C58A2D09FC7F"><enum>(c)</enum><header>Map and legal descriptions</header><paragraph id="HFB7F1D1ECAB048ADA3F13392C3E08EE6"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall complete the surveys necessary to develop the final legal descriptions of the Federal land to be conveyed under subsection (b).</text></paragraph><paragraph id="H9300087A73614F05ACC0F462B3EEB44D"><enum>(2)</enum><header>Corrections</header><text>The Secretary may correct any minor errors in the Map or legal descriptions prepared under paragraph (1).</text></paragraph><paragraph id="H030DCA4D92BB408187F5819B4FB01C66"><enum>(3)</enum><header>Availability</header><text>The Map and legal descriptions prepared under paragraph (1) shall be on file and available for public inspection in the Las Vegas Field Office of the Bureau of Land Management.</text></paragraph></subsection><subsection id="H104930B8228448B98B000066D9D0E4E8"><enum>(d)</enum><header>Reversion</header><paragraph id="H325BCBDFDE76494D80F320B200A2D9BB"><enum>(1)</enum><header>In general</header><text>If the Federal land conveyed under subsection (b) ceases to be used for the public purpose for which the Federal land was conveyed, the Federal land shall revert to the United States, at the discretion of the Secretary, city</header><text>If the Secretary determines under paragraph (1) that the Federal land should revert to the United States and that the Federal land is contaminated with hazardous waste, the City shall be responsible for the remediation of the contamination of the Federal land.</text></paragraph></subsection></section><section id="H946BDA0877974627B20DB6523E0784D1"><enum>403.</enum><header>Clark County, Nevada, conveyance to support public safety and wildfire response</header><subsection id="H74241E45265B49769BF64E23887A5388"><enum>(a)</enum><header>Authorization of conveyance</header><text>Notwithstanding the land use planning requirements of sections 202 and 203 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>, 1713), on request of the County, the Secretary concerned shall convey to the County, on completion of any necessary environmental analysis under any applicable law, including the <act-name parsable-cite="NEPA69">National Environmental Policy Act of 1969</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>), without consideration, all right, title, and interest of the United States in and to the following parcels of Federal land, subject to the provisions of this section and consistent with uses allowed under the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>). </text><paragraph id="HEE91A05F83424990B26D9796ACF78F7D"><enum>(1)</enum><header>Mount charleston public safety complex</header><text>The approximately 12-acre parcel of Federal land generally depicted as Parcel A on the map entitled <quote>Southern Nevada Economic Development and Conservation Act Mount Charleston Public Safety Complex</quote> and dated November 22, 2024, and the 1.5-acre parcel of Federal land depicted on the map entitled <quote>Southern Nevada Economic Development and Conservation Act Parcel for Lee Canyon Fire Station</quote> and dated November 22, 2024, for police and fire facilities. </text></paragraph><paragraph id="H5DB2634420564803BFB58E6CF0CFDEA0"><enum>(2)</enum><header>Public safety training facilities</header><text>The approximately 127.6 acres of Federal land, as generally depicted on the map entitled <quote>Metro Parcels</quote> and dated November 18, 2024, for public safety training facilities.</text></paragraph></subsection><subsection id="HC6F48329383F43888C8103DFE3C2A691"><enum>(b)</enum><header>Payment of costs</header><text>As a condition of the conveyance under subsection (a), the County shall pay any costs relating to any land descriptions prepared under paragraph (1).</text></paragraph><paragraph id="H10B3711E8B5740FCAE596EFB5AB37826"><enum>(3)</enum><header>Availability</header><text>The maps described in subsection (a) and legal descriptions prepared under paragraph (1) shall be on file and available for public inspection in the appropriate offices of the Bureau of Land Management or the Forest Service, as applicable.</text></paragraph></subsection><subsection id="H473BEEF710A24382AAC21ABDC71CC38D"><enum>(d)</enum><header>Reversion</header><paragraph id="HDBE389954C294D6DB03DA296DDE7346B"><enum>(1)</enum><header>In general</header><text>If any parcel of Federal land conveyed under subsection (a) ceases to be used for the public purpose for which the parcel of Federal land was conveyed, the parcel of Federal land shall revert to the United States, at the discretion of the Secretary concerned, if the Secretary concerned determines that id="H40CB03AC254A49E88CAFCF4AA5B0C331"><enum>(1)</enum><header>District</header><text>The term <term>District</term> means the Moapa Valley Water District.</text></paragraph><paragraph id="H71C646845BBA41D8A5F766B0D67C237F"><enum>(2)</enum><header>Federal land</header><text>The term <term>Federal land</term> means the approximately 121 acres of Federal land, as generally depicted on the Map.</text></paragraph><paragraph id="H00FF85CD908E493CAC9BDA63772C307B"><enum>(3)</enum><header>Map</header><text>The term <term>Map</term> means the map entitled <quote>Moapa Valley Water District–Facilities and Land Conveyances</quote> and dated November 18, 2024.</text></paragraph></subsection><subsection id="H163DDCBC89B94AABB5DCC6BC69598650"><enum>(b)</enum><header>Authorization of conveyance</header><paragraph id="H76D9A182249F4723AB08009BF7BD63EC"><enum>(1)</enum><header>In general</header><text>Notwithstanding the land use planning requirements of sections 202 and 203 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>, 1713) and subject to paragraph (2), on request of the District, the Secretary shall convey to the District, without consideration, all right, title, and interest of the United States in and to the Federal land for the construction, operation, and maintenance of critical water conveyance infrastructure necessary to supply water to the communities of Logandale, Overton, Glendale, and Moapa, Nevada, except as otherwise provided in this section.</text></paragraph><paragraph id="H7CD1FAE887DE44EF9315D6282CE07045"><enum>(2)</enum><header>Limitation</header><text>If any parcel of Federal land authorized for conveyance under paragraph (1) is subject to transfer for the benefit of the Tribe (as defined in section 101(a)), the interest in the parcel of Federal land to be conveyed to the District under paragraph (1) shall be in the form of a right-of-way for construction, maintenance, and operation of critical water conveyance infrastructure.</text></paragraph></subsection><subsection id="H28076A31B2284586A446FD6C64DF37AE"><enum>(c)</enum><header>Map and legal descriptions</header><paragraph id="HF1ACA2FB69064BE29725E7D64FB8499F"><enum>(1)</enum><header>In general</header><text>As id="HD29D8B5C3A1441F4A690510FF139B648"><enum>(2)</enum><header>Federal land</header><text>The term <term>Federal land</term> means the approximately 10 acres of Federal land, as generally depicted on the Map.</text></paragraph><paragraph id="HE49D22DB54B84FE7BEEF2E55A4F06C7E"><enum>(3)</enum><header>Map</header><text>The term <term>Map</term> means the map entitled <quote>North Las Vegas Fire Department Training Facility</quote> and dated November 18, 2024.</text></paragraph></subsection><subsection id="HE5727D29E8A749B785E0251924BEF670"><enum>(b)</enum><header>Authorization of id="H4105071900AF43E88BC7CCFDF51D8B4A"><enum>501.</enum><header>Implementation of Lower Virgin River watershed plan</header><text display-inline="no-display-inline">Section 3(d)(3) of <external-xref legal-doc="public-law" parsable-cite="pl/99/548">Public Law 99–548</external-xref> (commonly known as the <quote>Mesquite Lands Act of 1988</quote>) (100 Stat. 3061; 110 Stat. 3009–202; 116 Stat. of land for nonresidential development; retention of land by city</header><text>Section 2602(b) of the Omnibus Public Land Management Act of 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/111/11">Public Law 111–11</external-xref>; 123 Stat. 1117) is amended—</text><paragraph id="HB384A8E607DD471F86D82B2FBBDE9448" commented="no"><enum>(1)</enum><text>in paragraph nonresidential development under clause (i); and</text></subclause><subclause id="H467EB1D08ED5462083C0B746585D523A" commented="no"><enum>(II)</enum><text>is not freestanding.</text></subclause></clause></subparagraph><subparagraph id="HFB22B22975834CD090E7F01A62BF8FCB" commented="no"><enum>(B)</enum><header>Fair market value</header><text>Any land sold, leased, or otherwise conveyed under subparagraph (A) shall be for not less than fair market value.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H0715C144DB144248A830AD47AD10FC0A" commented="no"><enum>(B)</enum><text>in subparagraph (C), by inserting <quote>and applicable State law</quote> before the period at the end;</text></subparagraph></paragraph><paragraph id="H5EE6C732BDF64A838B6BE1AD344022D3" commented="no"><enum>(2)</enum><text>by striking paragraph (3) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H12A2CF596094466BAA7F72957B669B78"><paragraph id="H13B6F4B5CBB14A0AA9A03A12227F07AE" commented="no"><enum>(3)</enum><header>Use of land for recreation or other public purposes; retention by city</header><text>The City may elect to retain parcels in the Transition known as the <quote>Recreation and Public Purposes Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), by providing to the Secretary written notice of the election; or</text></subparagraph><subparagraph id="H88FD1177222542ECBA31241535EDD78F" commented="no"><enum>(B)</enum><text>for any other use by the City, by providing to the Secretary—</text><clause id="H4BD7E8402E464B339C12A9D969EFADC8" commented="no"><enum>(i)</enum><text>written notice of the election; and</text></clause><clause id="HD296AB5E29DB4B51AE6B402E20EEF5E6" commented="no"><enum>(ii)</enum><text>consideration in an amount equal to the fair market value of the land retained, which shall be subject to disposition in accordance with paragraph (2)(D).</text></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HA14DDC20654E4F1485898D5A4EAE28C9" areas</header><subsection id="H2A37675169BD40819A3249DB44C9DFE1"><enum>(a)</enum><header>Establishment</header><text>Subject to valid existing rights, and to rights-of-way for the construction, maintenance, and operation of Moapa Valley Water District facilities, as depicted on the map entitled <quote>Moapa Valley Water District–Facilities and Land Conveyances</quote>, and dated November 13, 2019, the following areas of Federal land administered by the Bureau of Land Management in the State are established as off-highway vehicle recreation areas:</text><paragraph id="HD62035738AE748DAAD830DE04DBA34E2"><enum>(1)</enum><header>Laughlin off-highway vehicle recreation area</header><text>The approximately 13,050 acres of Federal land, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, to be known as the <quote>Laughlin Off-Highway Vehicle Recreation Area</quote>.</text></paragraph><paragraph id="H83AD0DEB0B4A4B8CBEB725BCAF4C4BFC"><enum>(2)</enum><header>Logandale trails off-highway vehicle recreation area</header><text>The approximately 21,729 acres of Federal land, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, to be known as the <quote>Logandale Trails Off-Highway Vehicle Recreation Area</quote>.</text></paragraph><paragraph id="H76FF58CF2A4146B79211BB228E897B46"><enum>(3)</enum><header>Nelson hills off-highway vehicle recreation area</header><text>The approximately 43,775 acres of Federal land, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, to be known as the <quote>Nelson Hills Off-Highway Recreation Area</quote>.</text></paragraph><paragraph id="HBFFF75D048754342AA9035D54BD6B31E"><enum>(4)</enum><header>Sandy valley off-highway vehicle recreation area</header><text>The approximately 39,022 acres of Federal land, as generally depicted on the map entitled <quote>Southern Nevada Land Management</quote> and dated November 14, 2024, to be known as the <quote>Sandy Valley Off-Highway Vehicle Recreation Area</quote>. </text></paragraph></subsection><subsection id="HE3B7CD89B6E942F1B651E8DDEC924572"><enum>(b)</enum><header>Purposes</header><text>The purposes of each off-highway vehicle recreation area established by subsection (a) (referred to in this section as an <quote>off-highway vehicle recreation area</quote>) are to preserve, protect, and enhance for the benefit and enjoyment of present and future generations—</text><paragraph id="H49835A4004D54EB09E5E1AD832A20135"><enum>(1)</enum><text>off-highway vehicle use;</text></paragraph><paragraph id="H2EEB684CC99942949BA24E39D5AB573C"><enum>(2)</enum><text>other activities as the Secretary determines to be appropriate; and</text></paragraph><paragraph id="H9DFF7AD0275A43EEA4DF41379814D8FC"><enum>(3)</enum><text>the scenic, watershed, habitat, cultural, historic, and ecological resources of the off-highway vehicle recreation areas.</text></paragraph></subsection><subsection id="H10FA50A44DD843ADAF4A5A8E52E7EDB4"><enum>(c)</enum><header>Management plans</header><paragraph id="H7F60245C1D494F4EAECFEFD2B0920D24"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this Act, in accordance with applicable law, the Secretary shall develop a comprehensive plan for the long-term management of each off-highway vehicle recreation area.</text></paragraph><paragraph id="H25C87A74179C44C1B4036E7726CA99CE"><enum>(2)</enum><header>Consultation</header><text>In developing the management plans under paragraph (1), the Secretary shall consult with—</text><subparagraph id="H1E9763F79FAE44DCA88B27A5F27F5653"><enum>(A)</enum><text>appropriate State, Tribal, and local governmental entities; and</text></subparagraph><subparagraph id="HEC87273CBE9C4AAC8F0592A49C8071ED"><enum>(B)</enum><text>members of the public.</text></subparagraph></paragraph></subsection><subsection id="HFB61EF45713C4ECA82D7FED3BBEB4578"><enum>(d)</enum><header>Management</header><text>The Secretary shall manage the off-highway vehicle recreation areas—</text><paragraph id="H72D3286B7816403E900DDDFDECFA6E4C"><enum>(1)</enum><text>to support the purposes described in subsection (b); and</text></paragraph><paragraph id="H002B01BD20F441809B3ACBE619358C6A"><enum>(2)</enum><text>in accordance with—</text><subparagraph id="H83A6D1369E374414A97B571C253DA2EB"><enum>(A)</enum><text>the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>);</text></subparagraph><subparagraph id="H4972F82874BD424DADDE8DE7FCAD1464"><enum>(B)</enum><text>this section; and</text></subparagraph><subparagraph id="HBB1B17EBBDE348FD809040FA2670B298"><enum>(C)</enum><text>any other applicable law (including regulations).</text></subparagraph></paragraph></subsection><subsection id="HB91274156E1E4D16813C409B3919B8AB"><enum>(e)</enum><header>Motorized vehicles</header><paragraph id="HB1C6EB875507492D91105FA8A64D25A9"><enum>(1)</enum><header>In general</header><text>Except as needed for administrative purposes or to respond to an emergency, the use of motorized vehicles in the off-highway vehicle recreation areas shall be permitted only on roads and trails designated for the use of motorized vehicles by the applicable management plan under subsection (c).</text></paragraph><paragraph id="HF87E842EA7EF4C51BCEADF3F849D9845"><enum>(2)</enum><header>Interim management</header><text>During the period beginning on the date of enactment of this Act and ending on the date on which the management plan under subsection (c) for an off-highway vehicle recreation area takes effect, the use of motorized vehicles in the off-highway vehicle recreation areas shall be permitted in accordance with applicable land management requirements.</text></paragraph><paragraph id="H94DA2BB73C2B4350B3F92589F4182C46"><enum>(3)</enum><header>Effect of subsection</header><text>Nothing in this subsection prevents the Secretary from closing an existing road or trail to protect natural resources or public safety, as the Secretary determines to be appropriate.</text></paragraph></subsection><subsection id="H7D7FFB77084C4C07A6B14AF67E7F6CD9"><enum>(f)</enum><header>Transportation and utility corridors</header><text>Nothing in this section—</text><paragraph id="H3FE496D8129B4F7FA28F6A2E7871C25C"><enum>(1)</enum><text>affects the existence, use, operation, maintenance, repair, construction, reconfiguration, expansion, inspection, renewal, reconstruction, alteration, addition, relocation improvement funding, removal, or replacement of any utility facility or appurtenant right-of-way within an existing designated transportation and utility corridor within an off-highway vehicle recreation area;</text></paragraph><paragraph id="H4167257C76D841BF817E0DE6D188C554"><enum>(2)</enum><text>precludes the Secretary from authorizing the establishment of a new utility facility right-of-way within an existing designated transportation and utility corridor within an off-highway vehicle recreation area—</text><subparagraph id="HB5BF24B029DF4E0C88DB1A95F58B5E50"><enum>(A)</enum><text>in accordance with—</text><clause id="H6C8507450E354FFA958158C627A1ABB6"><enum>(i)</enum><text>the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>); and</text></clause><clause id="HF2F296207CAE49D0A80B4639F1843CE0"><enum>(ii)</enum><text>any other applicable law; and</text></clause></subparagraph><subparagraph id="HC29004B760734DF9B48D84DCA5D1AED9"><enum>(B)</enum><text>subject to such terms and conditions as the Secretary determines to be appropriate; or</text></subparagraph></paragraph><paragraph id="H225D5B843A9446799A5387F1152A1ACD"><enum>(3)</enum><text>prohibits access to, or the repair or replacement of, a transmission line within a right-of-way grant within an off-highway vehicle recreation area issued before the date of enactment of this Act.</text></paragraph></subsection><subsection id="HE53C6AA5AF65455C9A7DB7C403D9C9AC"><enum>(g)</enum><header>Withdrawal</header><text>Subject to valid existing rights, all Federal land within the boundaries of an off-highway vehicle recreation area, together with any land designated as the <quote>Nellis Dunes Off-Highway Vehicle Recreation Area</quote> under section 3092(j)(3)(A) of <external-xref legal-doc="public-law" parsable-cite="pl/113/291">Public Law 113–291</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/460aaaa">16 U.S.C. 460aaaa(3)(A)</external-xref>), is withdrawn from—</text><paragraph id="HA2F82318DED24B1FBFDFA955EB436610"><enum>(1)</enum><text>all forms of appropriation or disposal under the public land laws;</text></paragraph><paragraph id="HDC3E75C65D274E7E890332416931792B"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph><paragraph id="HE8F29706A16447BE81C9F80844D19BEA"><enum>(3)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text></paragraph></subsection><subsection id="H4E3E7F13C4104058A29E08D46A26D3CB"><enum>(h)</enum><header>Maps and legal descriptions</header><paragraph id="H162D7D102F624B2FB6E5ADA21F916E5C"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall finalize the legal description of each off-highway vehicle recreation area.</text></paragraph><paragraph id="H6247DA0740994C55A5D9DCA23B7F1856"><enum>(2)</enum><header>Errors</header><text>The Secretary may correct any minor error in—</text><subparagraph id="HA0BDA5F335404F18BEA22BD7B1EE71B7"><enum>(A)</enum><text>a map referred to in subsection (a); or</text></subparagraph><subparagraph id="H873EC2F24C9747898A1069357094CAB4"><enum>(B)</enum><text>a legal description under paragraph (1).</text></subparagraph></paragraph><paragraph id="HC5B9F7104D03442F8850BD5C8A262446"><enum>(3)</enum><header>Treatment</header><text>The maps and legal descriptions referred to in paragraph (2) shall—</text><subparagraph id="HB9823969AAA84F82B5E99F5A76A28A67"><enum>(A)</enum><text>be on file and available for public inspection in the appropriate offices of the Bureau of Land Management; and</text></subparagraph><subparagraph id="H6E369904FCAD410889256795ED609DD2"><enum>(B)</enum><text>have the same force and effect as if included in this Act, subject to paragraph (2).</text></subparagraph></paragraph></subsection></section><section id="HBCB9EB6046114434B7B29FF589648D26"><enum>702.</enum><header>Lower Las Vegas Wash weirs</header><subsection id="HC4127A425D4346A99C6D26C1B6070D7A"><enum>(a)</enum><header>In general</header><text>Subject to valid existing rights, the availability of appropriations, and all applicable laws, the Secretary shall complete construction of the 6 erosion control weirs on the lower Las Vegas Wash within the Lake Mead National Recreation Area that are unfinished as of the date of enactment of this Act, as identified in the study of the Federal Highway Administration entitled <quote>2010 Lower Las Vegas Wash Planning Study</quote>.</text></subsection><subsection id="HC281E841C4204FE5A1009959171BC0EF"><enum>(b)</enum><header>Deadline</header><text>It is the intent of Congress that the construction of the weirs described in subsection (a) be completed by the Secretary by not later than 8 years after the date of enactment of this Act.</text></subsection></section><section id="HFF4614DD53BE4DD28C6CED28D256CC9D"><enum>703.</enum><header>Critical flood control facilities</header><text display-inline="no-display-inline">The Secretary shall amend the Las Vegas Resource Management Plan dated 1998 to allow for the design and construction of flood control facilities in the Coyote Springs Desert Tortoise Area of Critical Environmental Concern, as described in the most-recent update of the Las Vegas Valley Master Plan for Flood Control Facilities developed by the Regional Flood Control District, as generally depicted on the map attached to that update entitled <quote>Regional Flood Control District Master Plan Facilities in the Coyote Springs Area of Critical Environmental Concern</quote>.</text></section><section id="H1C49621BC7484E65AFC2D480B95C7BC0"><enum>704.</enum><header>Jurisdiction over fish and wildlife</header><text display-inline="no-display-inline">Nothing in this Act affects the jurisdiction of the State with respect to the management of fish or wildlife on any Federal land located in the State.</text></section></title></legis-body></bill>
