fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a National Commission on the Maritime Industrial Base, and for other purposes.</official-title></form><legis-body id="H99DEC06B7CA24177AD87007C68991B0D" style="OLC"><section id="H0947C60E794E4E16895A3A9C65DC9477" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Save Our Shipyards Act of 2025</short-title></quote> or the <quote><short-title>SOS Act of 2025</short-title></quote>. </text></section><section id="HE8764393CA604610A13AACC542E04B11"><enum>2.</enum><header>Establishment</header><text display-inline="no-display-inline">There is established a commission to be known as the <quote>National Commission on the Maritime Industrial Base</quote> or the <quote>SOS Commission</quote> (in this Act referred to as the <quote>Commission</quote>).</text></section><section id="H5F87316EFC6D4F42A5FFE57CE83EF95E"><enum>3.</enum><header>Functions</header><subsection id="H373AAC79C5EC4D8A8A302DAF7C857879"><enum>(a)</enum><header>Investigation and Study</header><text display-inline="yes-display-inline">The Commission shall complete an investigation and study the condition of the United States maritime industry and any impediments to a strong and competitive United States maritime industry, with a particular focus on the needs of the United States military, including shipyards, shipbuilding and repairs, harbors, and skilled workforce.</text></subsection><subsection id="H8079B48DCF194CCA921370CE114742EC"><enum>(b)</enum><header>Policy recommendations</header><text display-inline="yes-display-inline">Based on the results of the investigation and study under subsection (a), the Commission shall recommend to the President and Congress policies which should be adopted to—</text><paragraph id="HF9E37A9846C3474F9B509C99742940DC"><enum>(1)</enum><text display-inline="yes-display-inline">achieve the national goal of a strong United States maritime industry which will help to provide for the national defense;</text></paragraph><paragraph id="HD42852F7B2434760B0CEE4BAB32270CE"><enum>(2)</enum><text>revitalize the United States naval fleet and maintain that fleet at a level sufficient to contribute to the national defense; </text></paragraph><paragraph id="H18BB8582B2EE4F48A418A75A34E0DBAE"><enum>(3)</enum><text>foster a viable United States shipbuilding industry to provide an industrial base for meeting present and future military and civilian shipbuilding needs; and</text></paragraph><paragraph id="HA5296A0C41E84CCF8559DC016464A63D"><enum>(4)</enum><text>reduce the loss of seafaring and shipbuilding jobs for United States citizens so as to ensure the existence of a reliable maritime labor force.</text></paragraph></subsection></section><section id="H8DC743E70EF143DBBB65008EE6A965FB"><enum>4.</enum><header>Specific matters to be addressed</header><text display-inline="no-display-inline">In investigating and studying under section 3, the Commission shall investigate and study the following:</text><paragraph id="HAEDA61F87B3F4E1D89BE0999D71DA9D0"><enum>(1)</enum><header>Current condition of united states maritime industry</header><text display-inline="yes-display-inline">The current condition of the United States maritime industry, including how the condition of the industry is likely to change over the next 10 years following the date of enactment of this Act. </text></paragraph><paragraph id="H792B19A4AD10473BB345F13F566872F8"><enum>(2)</enum><header>National defense</header><text>The adequacy of the United States maritime industry to ensure the national defense.</text></paragraph><paragraph id="HA355DA197E75408C855A58C021402E91"><enum>(3)</enum><header>Maritime labor</header><text>The adequacy of skilled mariners and shipyard workers, and the level of training of United States mariners at training facilities in the United States.</text></paragraph><paragraph id="H5BDA521880AF45B58E989579B45B14BE"><enum>(4)</enum><header>Impediments to strong and competitive maritime industry</header><text>Whether the Federal Government should take any legislative or administrative actions related to the United States maritime industry to strengthen our national security, including—</text><subparagraph id="HAACF25FFF97649EC96C2541527E08DD6"><enum>(A)</enum><text>the tax and regulatory burden on the US maritime industry; </text></subparagraph><subparagraph id="HDA69999D5C3446AC97D616EDA93C7DE5"><enum>(B)</enum><text>incentives to encourage investment in United States shipyards and shipbuilding;</text></subparagraph><subparagraph id="HA61197C6EA7C4CBB802B3FA3AFD0DC35"><enum>(C)</enum><text>incentives for personnel to enter the skilled labor workforce for shipbuilding;</text></subparagraph><subparagraph id="HB17196B25A5E4B34BEF100728C3F843C"><enum>(D)</enum><text>the effect of subsidies and other financial assistance by foreign governments to their vessel operators and shipbuilders; </text></subparagraph><subparagraph id="H4B7F7F797E684E32B4BDA96F90EC5E46"><enum>(E)</enum><text>the effects of great power competition and a potential war on United States naval and maritime forces; and</text></subparagraph><subparagraph id="H815D91AB38094D8BBE3CF11B8F29E0AD"><enum>(F)</enum><text display-inline="yes-display-inline">the prioritization of national security related matters in regulatory review and approval processes. </text></subparagraph></paragraph></section><section id="H0ADC50471FA14B7EA954900D5864821B"><enum>5.</enum><header>Membership; Administrative matters</header><subsection id="H4446F513597840DFA5F4A14F599748E9"><enum>(a)</enum><header>Appointment</header><text display-inline="yes-display-inline">The Commission shall be composed of 15 voting commissioners and 7 non-voting members appointed in the following manner:</text><paragraph id="HE2EC4FE7617440388C114A367017E53F"><enum>(1)</enum><text display-inline="yes-display-inline">5 voting commissioners appointed by the President.</text></paragraph><paragraph id="H863DB82B6F714E89A23A0433B52014C8"><enum>(2)</enum><text>7 non-voting members appointed by the President who shall be chosen from the list described in subsection (c).</text></paragraph><paragraph id="HA419F6B4A31A4C6EBFD86D0D6D4DE9A2"><enum>(3)</enum><text>3 voting commissioners appointed by the majority leader of the Senate.</text></paragraph><paragraph id="HC3435AB6D2D24C5EA39CB7C35ADD1D12"><enum>(4)</enum><text>3 voting commissioners appointed by the Speaker of the House of Representatives.</text></paragraph><paragraph id="H9C45363B55864CAA986E4F84C6839A64"><enum>(5)</enum><text>2 voting commissioners appointed by the minority leader of the Senate.</text></paragraph><paragraph id="H3DB16C004ACF461D9EE3F7F0AA223686"><enum>(6)</enum><text>2 voting commissioners appointed by the minority leader of the House of Representatives.</text></paragraph></subsection><subsection id="H28141D30646B432E8CF08795DB17EBD5"><enum>(b)</enum><header>Qualifications for voting commissioners</header><text display-inline="yes-display-inline">Voting commissioners appointed under subsection (a) shall be appointed from among United States citizens who are experts in commercial shipping, international trade, maritime industry policy and regulations, and related disciplines and who can represent United States-flagged vessel operators (including domestic passenger vessel operators), seafaring and shipbuilding labor, shipbuilders, shippers, and the financial community with expertise in maritime matters.</text></subsection><subsection id="HF04219565059407BBD0055FBACF0FA57"><enum>(c)</enum><header>Qualifications of non-Voting members</header><text>One non-voting member appointed under subsection (a) shall be appointed from each of the following:</text><paragraph id="H6D26A7882AE3451C8566163ACBE8191F"><enum>(1)</enum><text>The Navy.</text></paragraph><paragraph id="H139F053D59A64FE69B90633D0C496C52"><enum>(2)</enum><text>The Coast Guard.</text></paragraph><paragraph id="HF87ACB5C5CE64D478240FF49A023C21C"><enum>(3)</enum><text>The United States Maritime Service.</text></paragraph><paragraph id="H7EF029D1A44D4FE0894B7FCD046C75C5"><enum>(4)</enum><text>The Marine Corps.</text></paragraph><paragraph id="HD6D30A8E93624A2D9ABFBA0FC048F6C8"><enum>(5)</enum><text>The United States Naval War College.</text></paragraph><paragraph id="H4BDFF06C658B43008D4A3DE3A8E1D3A3"><enum>(6)</enum><text>The Maritime Administration.</text></paragraph><paragraph id="H719280C672B7450AB53F1F962985F2AA"><enum>(7)</enum><text>The United States Merchant Maritime Academy. </text></paragraph></subsection><subsection id="HD9DFAB05D32348A7B83FB475F89B5DB4"><enum>(d)</enum><header>Terms of office</header><text>Members and commissioners shall be appointed for the duration of the Commission.</text></subsection><subsection id="H846FEBF60B564AE696FD3F3561FBF525"><enum>(e)</enum><header>Initial meeting</header><text>Not later than 90 days after two-thirds of the voting commissioners have been appointed under this section, the Commission shall be considered active and the Commission shall hold a first meeting. </text></subsection><subsection id="H50ACE9C8FA47471E865730BE59032E8E"><enum>(f)</enum><header>Vacancies</header><text>A vacancy in the Commission shall be filled in the manner in which the original appointment was made.</text></subsection><subsection id="H05785B14A42D4AC9BC3C0C90A53DF68C"><enum>(g)</enum><header>Travel expenses</header><text>Members and commissioners shall serve without pay but shall receive travel expenses, including per diem in lieu of subsistence, in accordance with subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></subsection><subsection id="H103FA88499FC4D4BB2494BBECAA2B9DE"><enum>(h)</enum><header>Chair</header><text>The President, in consultation with the majority leader of the Senate and the Speaker of the House of Representatives, shall designate the Chair of the Commission from among its voting members.</text></subsection><subsection id="HEAFA62A2D7EF49A6BFF31D2E2F6EC0F0"><enum>(i)</enum><header>Quorum</header><text display-inline="yes-display-inline">For the purposes of conducting meetings of the Commission, a quorum of the Commission shall be considered the presence of 10 voting commissioners. </text></subsection><subsection id="HF1E3FBE6B9594518B4B3DC2553E841FB"><enum>(j)</enum><header>Commission panels</header><text>The Chair shall establish such panels consisting of voting commissioners as the Chair determines appropriate to carry out the functions of the Commission.</text></subsection><subsection id="H0791A513E887440FBBD9F35C55BAF3BF"><enum>(k)</enum><header>Staff</header><text>The Commission may appoint and fix the pay of such personnel as the Commission determines appropriate.</text></subsection><subsection id="H2EC71D3FE8D943569452820C2019C5CD"><enum>(l)</enum><header>Staff of Federal agencies</header><text display-inline="yes-display-inline">Upon request of the Commission, the head of any department or agency of the United States may detail, on a reimbursable basis, any of the personnel of that department or agency to the Commission to assist it in carrying out its duties under this title.</text></subsection><subsection id="H53D1055B61974F3A8C026618AFEBADF9"><enum>(m)</enum><header>Administrative support services</header><text>Upon request of the Commission, the Administrator of General Services shall provide to the Commission, on a reimbursable basis, the administrative support services necessary for the Commission to carry out its duties under this title. </text></subsection><subsection id="H0EDFA7F4FE6D462A905AE9E3035EA8D8"><enum>(n)</enum><header>Obtaining official data</header><text>The Commission may secure directly from any department or agency of the United States information (other than information required by any statute of the United States to be kept confidential by such department or agency) necessary for the Commission to carry out its duties under this title. Upon request of the Commission, the head of that department or agency shall furnish such nonconfidential information to the Commission.</text></subsection><subsection id="H85474F804AD3438788FAFEE0D3BFBA62"><enum>(o)</enum><header>Security clearances for commissioners, members, and staff</header><text display-inline="yes-display-inline">The appropriate Federal departments or agencies shall cooperate with the Commission in expeditiously providing to commissioners, members, and staff appropriate security clearances to the extent possible pursuant to existing procedures and requirements, except that no person may be provided with access to classified information under this Act without the appropriate security clearances.</text></subsection></section><section id="H0F2BCF4EC8EB41FA9A21DDC4D14CFD34"><enum>6.</enum><header>Report</header><subsection id="HC9D9318A9BE44D0DB2BB9D119D8DF57A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date on which the Commission holds the first meeting under section 5, the Commission shall transmit to the President and Congress a report on the activities of the Commission, including recommendations made by the Commission under section 3(b) which shall be considered by the relevant congressional committees for possible legislative action.</text></subsection><subsection id="H3A26CB17E8404676B3047C0D482A7A3B"><enum>(b)</enum><header>Classification</header><text>The report under subsection (a) shall be transmitted in an unclassified form but may include a classified annex. </text></subsection></section><section id="H342DCFD74D504B01A2420A70CE4D69B1"><enum>7.</enum><header>Termination</header><text display-inline="no-display-inline">The Commission shall terminate on the date that is 30 days after the transmittal of the report under section 6. </text></section></legis-body></bill>
