<section id="H4DF495C786394C2FA3E0821623162E3B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Crucial Communism Teaching Act</short-title></quote>.</text></section> <section id="HBF3BDB5E938043CE83AB7BF571568C66"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are the following:</text>
<paragraph id="HB6D6D6A2589D4765BFD4C78F83626420"><enum>(1)</enum><text display-inline="yes-display-inline">To help families, civic institutions, local communities, local educational agencies, high schools, and State educational agencies to prepare high school students to be civically responsible and knowledgeable adults.</text></paragraph> <paragraph id="HB7F243A671C14D6B9F44E9C5930E027B"><enum>(2)</enum><text display-inline="yes-display-inline">To ensure that high school students in the United States—</text>
<subparagraph id="H3CD9180015594CEC87DA1C0538B16E2D"><enum>(A)</enum><text>learn that communism has led to the deaths of over 100,000,000 victims worldwide;</text></subparagraph> <subparagraph id="HC80634B2C9EC4C9C8696594BC1243339"><enum>(B)</enum><text>understand the dangers of communism and similar political ideologies; and</text></subparagraph>
<subparagraph id="HEEB16713EA674A91BDF22E6F6DB7DFE5"><enum>(C)</enum><text>understand that 1,500,000,000 people still suffer under communism.</text></subparagraph></paragraph></section> <section id="H6CD5427807D5468880DC1C60DA56D052"><enum>3.</enum><header>Development and dissemination of civic education curriculum and oral history resources</header><text display-inline="no-display-inline">The independent entity created under section 905(b)(1)(B) of the FRIENDSHIP Act (<external-xref legal-doc="usc" parsable-cite="usc/40/8903">40 U.S.C. 8903</external-xref> note; 107 Stat. 2331 note), also known as the <quote>Victims of Communism Memorial Foundation</quote>, shall—</text>
<paragraph id="HB7D91B3791C146B8B3BE448D904F3415"><enum>(1)</enum><text display-inline="yes-display-inline">develop a civic education curriculum for high school students that—</text> <subparagraph id="HD49F3EE8588F49098826EA94CEEACFEE"><enum>(A)</enum><text display-inline="yes-display-inline">includes a comparative discussion of certain political ideologies, including communism and totalitarianism, that conflict with the principles of freedom and democracy that are essential to the founding of the United States;</text></subparagraph>
<subparagraph id="HBBC199BD4719489885B85F4982AB9B7B"><enum>(B)</enum><text display-inline="yes-display-inline">is updated periodically to ensure the curriculum includes both past and present communist and totalitarian regimes, with a focus on—</text> <clause id="HD2C40A09BD994252B1D63247A7B25F09"><enum>(i)</enum><text display-inline="yes-display-inline">ongoing human rights abuses by such regimes, such as the treatment of Uyghurs in the Xinjiang Uyghur Autonomous Region (XUAR) by the People’s Republic of China; and</text></clause>
<clause id="H891EFB64CB6B43D680568C4133C2E9E1"><enum>(ii)</enum><text display-inline="yes-display-inline">aggression by such regimes against democratic nations and democracy, such as actions taken by the People’s Republic of China to deter pro-democracy protests in Hong Kong and the increasingly aggressive posture by the People’s Republic of China toward Taiwan, a democratic friend of the United States.</text></clause></subparagraph> <subparagraph id="H0DFA3C207E5D45929F24AAEB4EE8EA84"><enum>(C)</enum><text display-inline="yes-display-inline">is accurate, relevant, and accessible, so as to promote the understanding of such political ideologies; and</text></subparagraph>
<subparagraph id="H65EF9CF72B944037B0B9AA0D5ACCEB01"><enum>(D)</enum><text display-inline="yes-display-inline">is compatible with a variety of courses, including social studies, government, history, and economics classes;</text></subparagraph></paragraph> <paragraph id="H0D0237F5D6364490B927E3A611C85D43"><enum>(2)</enum><text display-inline="yes-display-inline">develop oral history resources that may be used alongside the curriculum described in paragraph (1) and that include personal stories, titled <quote>Portraits in Patriotism</quote>, from diverse individuals who—</text>
<subparagraph id="H9235F65E7A25482EAEF278D9804FE654"><enum>(A)</enum><text>demonstrate civic-minded qualities;</text></subparagraph> <subparagraph id="H413630300DE04D1A8FFABF722A70AB03"><enum>(B)</enum><text>are victims of the political ideologies described in paragraph (1)(A); and</text></subparagraph>
<subparagraph id="H14D248897F8A47538325BE339E36B6B4"><enum>(C)</enum><text display-inline="yes-display-inline">are able to compare the political ideologies described in paragraph (1)(A) with the political ideology of the United States; and</text></subparagraph></paragraph> <paragraph id="H132810B593314BFCB23E7310A2F75828"><enum>(3)</enum><text display-inline="yes-display-inline">engage with State and local educational leaders to assist high schools in using the curriculum described in paragraph (1) and the resources described in paragraph (2).</text></paragraph></section>
<section id="HE02203B0CD504813963F82E9018811A1"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">The terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>) shall apply to this Act. </text></section> </legis-body></bill>
