<section section-type="section-one" id="H97D05F72EF43402DB69727A36EDFCCE2"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Heroes Act</short-title></quote>.</text></section> <section id="H7B871C8D2E87490DA913E9DD3D6DB539"><enum>2.</enum><header>Establishment of Veteran Family Resource Program</header> <subsection commented="no" display-inline="no-display-inline" id="HD069A9B99A1B4FD183AEA0C13C27A498"><enum>(a)</enum><header>Establishment</header> <paragraph commented="no" display-inline="no-display-inline" id="H61D3A2E9AAC84349B44F4D0A320C6CA3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall, acting through the Under Secretary for Health and the Office of Patient Care Services and Care Management and Social Work Services of the Veterans Health Administration, establish a program—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="HB06AA0CD108346E8BB7C4F55E7FC9642"><enum>(A)</enum><text display-inline="yes-display-inline">to enhance the resilience, health, and well-being of veterans by addressing social determinants of health challenges experienced in their family units through person-centered clinical integrations, connections to benefits furnished by the Department of Veterans Affairs, and community resource engagement; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HCDC7D37E0B604DEDB9FA8750910B1355"><enum>(B)</enum><text display-inline="yes-display-inline">to ensure veterans and their families have access to a continuum of services and resources needed to support wellness within their family units as they define the family units.</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H023AFDF87A9D40F48D24902B60039349"><enum>(2)</enum><header>Designation</header><text>The program established pursuant to paragraph (1) shall be known as the <quote>Veteran Family Resource Program</quote> (in this section referred to as the <quote>Program</quote>).</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="HC0E15BB00A8D4885BC1B6A6BF2485488"><enum>(b)</enum><header>Family coordinators and staffing</header> <paragraph commented="no" display-inline="no-display-inline" id="H01B0FE85893947B58D321435B69AE275"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary shall carry out the Program by, not later than the date that is five years after the date of the enactment of this Act—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="H8F611596D3A04782986CE80C8741789F"><enum>(A)</enum><text display-inline="yes-display-inline">appointing at least one family coordinator in each Veterans Integrated Service Network; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H14C55D9895E4485DAAFCDF891608A762"><enum>(B)</enum><text>ensuring adequate staffing and resources to ensure family coordinators are able to carry out their functions and duties under the Program.</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HC7BFA17703934711BC1D8CAC486C2308"><enum>(2)</enum><header>Functions</header><text>The functions of a family coordinator under paragraph (1) are as follows:</text> <subparagraph commented="no" display-inline="no-display-inline" id="H3A82478247564D58A5DD5D419A3C2424"><enum>(A)</enum><text display-inline="yes-display-inline">To serve at medical centers of the Department as point persons who understand and have a good working knowledge of—</text>
<clause commented="no" display-inline="no-display-inline" id="H702017B8CA284B7FA7FB91B7D675E644"><enum>(i)</enum><text display-inline="yes-display-inline">all resources that families, caregivers, and survivors may be eligible for under provisions of law administered by the Secretary; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="H842D1FB8AC3A43B9AA566C9582306483"><enum>(ii)</enum><text>community resources available to such families, caregivers, and survivors when they have needs that are not met by the resources described in clause (i).</text></clause></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H07EA323DD8E3487897C3C831D118BCC5"><enum>(B)</enum><text>To help veterans, their families, their caregivers, and their survivors access and navigate the public and private resources described in subparagraph (A).</text></subparagraph></paragraph> <paragraph id="HD3C6522304E6421B83DA0848F82B6C14"><enum>(3)</enum><header>Duties</header><text>Each family coordinator appointed under paragraph (1) shall, to the extent practicable—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="H21E7E7BBCD9D4919BD2293F6991E2393"><enum>(A)</enum><text display-inline="yes-display-inline">assess the needs of veterans and the family members of veterans using evidence-based strategies;</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H1398BB8866554CEEB24D99144D9DABD7"><enum>(B)</enum><text display-inline="yes-display-inline">build positive relationships with veterans and such family members;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H703D6DACE9344B5C98FECFD89D1B4678"><enum>(C)</enum><text display-inline="yes-display-inline">refer veterans and such family members to local, State, Federal, and non-Department resources to support the overall health, well-being, and treatment goals of such veterans; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HB4B6A6FE955C4A54B3B0FBF41689C3B3"><enum>(D)</enum><text display-inline="yes-display-inline">develop and maintain a list of—</text>
<clause commented="no" display-inline="no-display-inline" id="H1473A1B309B74C8EA044F3E089A97818"><enum>(i)</enum><text display-inline="yes-display-inline">supportive services offered by the Department; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="HD751DB2226D74A1D9AFCAA5A76B9283D"><enum>(ii)</enum><text display-inline="yes-display-inline">supportive services offered by non-Department providers; </text></clause></subparagraph></paragraph></subsection>
<subsection id="HDCE7DDD6DB4F4FF8B247A418686A4C3A"><enum>(c)</enum><header>Goals and metrics</header>
<paragraph commented="no" display-inline="no-display-inline" id="HD0F9F1BCAC7C4A9B947DB67AD01BA1F6"><enum>(1)</enum><header>Goals</header><text>The goals of the Program shall be as follows:</text> <subparagraph id="H9706E8B0EDD245B986327D1CD3245DCB"><enum>(A)</enum><text>To connect veterans to family resources to increase their well-being and resiliency.</text></subparagraph>
<subparagraph id="H2BC22EA40DA347B1B03ADB5B9FE53656"><enum>(B)</enum><text>To develop internal partnerships to improve health care furnished by the Department.</text></subparagraph> <subparagraph id="HFB60481971C54AF4A5CB3A30E22A2C9C"><enum>(C)</enum><text>To capture and maintain data to enhance understanding of process improvement opportunities and impact.</text></subparagraph>
<subparagraph id="HAA34B534B3DD48BE8187311347EF9E38"><enum>(D)</enum><text>To function as a community liaison to bolster existing partnerships and conduct due diligence to form new partnerships.</text></subparagraph></paragraph> <paragraph id="H64FE1A9B1F394BC39A1D2A5D18F3C5BC"><enum>(2)</enum><header>Metrics</header><text>The Secretary shall establish metrics for assessment of the Program, including metrics relating to the following:</text>
<subparagraph id="H43B6ADA6B40146269C67993F792E6FDE"><enum>(A)</enum><text>Department referrals into the Program.</text></subparagraph> <subparagraph id="H2B618CDB6FCC4B2C8467F183F30D11B0"><enum>(B)</enum><text>Non-Department referrals into the Program.</text></subparagraph>
<subparagraph id="HE6CE7E7531E74B40BBEE18504228C374"><enum>(C)</enum><text>Health factors.</text></subparagraph> <subparagraph id="H71BD187953BA4EA4AD2DE82AC52320A9"><enum>(D)</enum><text>Veteran and staff satisfaction.</text></subparagraph></paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="H311AA1CDFE484F7CAFAEBA18EB6018B5"><enum>(d)</enum><header>Expansion of Program</header><text display-inline="yes-display-inline">The Secretary may expand the Program to additional medical centers of the Department or otherwise expand the Program to carry out the purposes specified in subsection (a)(1) as the Secretary determines appropriate. </text></subsection> <subsection id="H27701A9796784497BB3A537786D0F0D7"><enum>(e)</enum><header>Report to Congress</header> <paragraph commented="no" display-inline="no-display-inline" id="H0F623905B0ED4AC096334377342A33D6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than two years after the commencement of the Program, the Secretary shall submit to the appropriate committees of Congress a report on the progress of the Program.</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HD5C1D91053EB48799A0557B0C65F345B"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">The report required by paragraph (1) shall include—</text> <subparagraph commented="no" display-inline="no-display-inline" id="HEECB6BDAD8A34F46937E2928D4E09ACD"><enum>(A)</enum><text display-inline="yes-display-inline">the number of veterans and children who received supportive services under the Program;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H486531BC2D1442CEACD344DBB3E628DA"><enum>(B)</enum><text display-inline="yes-display-inline">the demographic data of veterans and family members in receipt of supportive services under the Program, including—</text> <clause commented="no" display-inline="no-display-inline" id="H39C40C8F66654DE89411FC7CBBD8FC30"><enum>(i)</enum><text display-inline="yes-display-inline">the relationship to the veteran;</text></clause>
<clause commented="no" display-inline="no-display-inline" id="HFD89EFF2676E429F811EE37ECEC50ACA"><enum>(ii)</enum><text display-inline="yes-display-inline">age;</text></clause> <clause commented="no" display-inline="no-display-inline" id="H0A6C1FE9D08548BDA5BEC86E6F6F738C"><enum>(iii)</enum><text display-inline="yes-display-inline">race;</text></clause>
<clause commented="no" display-inline="no-display-inline" id="HCAE142BC871C4523BC9DA521E685D258"><enum>(iv)</enum><text display-inline="yes-display-inline">ethnicity;</text></clause> <clause commented="no" display-inline="no-display-inline" id="H0787C19DA3A14175A53EB8446931C2EA"><enum>(v)</enum><text display-inline="yes-display-inline">gender;</text></clause>
<clause commented="no" display-inline="no-display-inline" id="HADA4EFC63CF14FC48A21C241C8F367B9"><enum>(vi)</enum><text display-inline="yes-display-inline">disability; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="HFBBB114A2D2440E0BE40D0BE439A91CB"><enum>(vii)</enum><text display-inline="yes-display-inline">English proficiency and whether a language other than English is spoken at home;</text></clause></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H82F5EC51B509462597FF142F8A76F9C4"><enum>(C)</enum><text display-inline="yes-display-inline">a summary of the supportive services carried out under the Program and the costs to the Department of such supportive services; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H9291B31A4F44463EBF5B6FC643B35946"><enum>(D)</enum><text display-inline="yes-display-inline">an assessment, measured by a survey of participants, of whether, and how, participation in the Program—</text>
<clause commented="no" display-inline="no-display-inline" id="HEEF5C58128A84B0385C73BDF9D366EBE"><enum>(i)</enum><text display-inline="yes-display-inline">resulted in positive outcomes for veterans and children; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="H1C98589EBCB44927B4D28C334B08E812"><enum>(ii)</enum><text display-inline="yes-display-inline">contributed to the overall health, well-being, and treatment goals of the veteran.</text></clause></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HC08A83ECA5C5446382DE4C2A3197BCE4"><enum>(3)</enum><header>Appropriate committees of Congress defined</header><text display-inline="yes-display-inline">In this subsection, the term <term>appropriate committees of Congress</term> means—</text> <subparagraph id="HCF6E5ADF97EE442AAA9C3EF2B8121626"><enum>(A)</enum><text>the Committee on Veterans’ Affairs and the Subcommittee on Military Construction, Veterans Affairs, and Related Agencies of the Committee on Appropriations of the Senate; and</text></subparagraph>
<subparagraph id="H06C3B9F243CD49A0A1186B4FA63FA876"><enum>(B)</enum><text>the Committee on Veterans’ Affairs and the Subcommittee on Military Construction, Veterans Affairs, and Related Agencies of the Committee on Appropriations of the House of Representatives. </text></subparagraph></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="HD8998D80F6C0452DA2F65D93DD34B75C"><enum>(f)</enum><header>Supportive services defined</header><text>In this section, the term <term>supportive services</term> means services that address the social, emotional, and mental health, career-readiness, and other needs of children, including—</text>
<paragraph commented="no" display-inline="no-display-inline" id="H1D494AF92EA94D029AD1DD352CCF53C1"><enum>(1)</enum><text display-inline="yes-display-inline">wellness services, including mental, emotional, behavioral, and physical health;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HE9DF6A218D2048FCB684E73D3FB953B7"><enum>(2)</enum><text display-inline="yes-display-inline">peer-support programs for children; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H7105E609DF7E4E479DC8DEE67EA3E272"><enum>(3)</enum><text display-inline="yes-display-inline">any other services or activities the Secretary considers appropriate to support the needs of children.</text></paragraph></subsection></section> <section id="HC0BCE6FEBD97413DB703C4646C0DFB00"><enum>3.</enum><header>Survey of disabled veterans and their families</header> <subsection commented="no" display-inline="no-display-inline" id="H6924E764D9FE4015BC134B82CBC3DD55"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, and not less frequently than once every five years thereafter as the Secretary of Veterans Affairs determines appropriate, the Secretary shall conduct a survey of disabled veterans and their families to identify and better understand the needs of such disabled veterans and their families.</text></subsection>
<subsection commented="no" display-inline="no-display-inline" id="HBB47CA3CA5864D5BA09C73107EB05EA7"><enum>(b)</enum><header>Content</header><text display-inline="yes-display-inline">The survey required under subsection (a) shall include questions with respect to—</text> <paragraph commented="no" display-inline="no-display-inline" id="H96EB1506DD9B4B6993CA516B1C25264E"><enum>(1)</enum><text display-inline="yes-display-inline">the types and quality of support disabled veterans receive for their children; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H516CF0E789BA4F7EB25770305C15F7FA"><enum>(2)</enum><text display-inline="yes-display-inline">the unmet needs of such children. </text></paragraph></subsection></section> <section id="H8F5A9E42CBA54BEC86A843484CB0057D"><enum>4.</enum><header>Nondiscrimination</header><text display-inline="no-display-inline">The following provisions of law shall apply to any program or activity that receives funds provided under this Act:</text>
<paragraph commented="no" display-inline="no-display-inline" id="H53914A12F6414EA3942513D302850C47"><enum>(1)</enum><text display-inline="yes-display-inline">Title IX of the Education Amendments of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/20/1681">20 U.S.C. 1681 et seq.</external-xref>).</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H77813F0C6F98499CA7D7FE440282E343"><enum>(2)</enum><text display-inline="yes-display-inline">Title VI of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d">42 U.S.C. 2000d et seq.</external-xref>).</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H701D9E0E169243EEB77503346EB74742"><enum>(3)</enum><text display-inline="yes-display-inline">Section 504 of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>).</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H867125536D524BDC907A89EFF816F6FD"><enum>(4)</enum><text display-inline="yes-display-inline">The Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101 et seq.</external-xref>).</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HEAAB9200CE794B4EB6758D51F4E9540B"><enum>(5)</enum><text display-inline="yes-display-inline">The Age Discrimination Act of 1975 (<external-xref legal-doc="usc" parsable-cite="usc/42/6101">42 U.S.C. 6101 et seq.</external-xref>).</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HE9FB04C0ADB14C2F9E65027E9F829F31"><enum>(6)</enum><text display-inline="yes-display-inline">Any other Federal law prohibiting discrimination under an applicable program or activity receiving Federal financial assistance. </text></paragraph></section>
