R. 1992</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250310">March 10, 2025</action-date><action-desc><sponsor name-id="F000466">Mr. Fitzpatrick</sponsor> (for himself and <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit certain activities involving kangaroos and kangaroo products, and for other purposes.</official-title></form><legis-body id="H0958EB7346CA4241A34C45C6BB8F4A70" style="OLC"><section id="HFDCC2970D0FC41818036D5CF519E7DF3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Kangaroo Protection Act of 2025</short-title></quote>.</text></section><section id="H7EBDA934DC894223A7749F6941B8EEAD" section-type="subsequent-section"><enum>2.</enum><header>Kangaroos and kangaroo products</header><subsection id="H7329BEBD7C4A4794B3D5FBA1B0414A4D"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H8460E67476DE486F828DAE7A4774A926"><enum>(1)</enum><header>Kangaroo</header><text display-inline="yes-display-inline">The term <term>kangaroo</term> means a dead animal or a part thereof of the species—</text><subparagraph id="H0A566142121540FB81DC2730B1BD2B05"><enum>(A)</enum><text>Macropus fuliginosus (commonly known as the ‘western grey kangaroo’);</text></subparagraph><subparagraph id="H1C292DE8E7FF4B6C901E36B203931B2E"><enum>(B)</enum><text>Macropus giganteus (commonly known as the ‘eastern grey kangaroo’);</text></subparagraph><subparagraph id="HD1888FB0D40049969C73AF4BE7D60B55"><enum>(C)</enum><text>Osphranter robustus (commonly known as the ‘common wallaroo’); or</text></subparagraph><subparagraph id="HBD28962B17A045F19A37C8EA8EE1C42D"><enum>(D)</enum><text>Osphranter rufus (commonly known as the ‘red kangaroo’).</text></subparagraph></paragraph><paragraph id="H001954FE2C13492DA894B083DFBFBC9F"><enum>(2)</enum><header>Kangaroo product</header><text display-inline="yes-display-inline">The term <term>kangaroo product</term> means an item that is composed in whole or in part of a kangaroo.</text></paragraph></subsection><subsection id="H2DF79FCADE274E9A90F56FA9A61E4AF3"><enum>(b)</enum><header>Unlawful acts</header><text>It is unlawful for any person to knowingly—</text><paragraph id="HA11C3DCBA1E3437DB3B09DB209E9BAEB"><enum>(1)</enum><text>bring into the United States for commercial purposes, possess with the intent to sell, or sell a kangaroo; or</text></paragraph><paragraph id="H258E4E208CDA4A76984CD185D910A522"><enum>(2)</enum><text display-inline="yes-display-inline">introduce or manufacture for introduction into, sell or offer to sell, trade, advertise, transport, or distribute in interstate commerce a kangaroo product.</text></paragraph></subsection><subsection id="H8F5AF2AD4B454F2E8ED438A2B39C8AF6"><enum>(c)</enum><header>Criminal penalties</header><paragraph id="H9503FB6FDFE74CB3BDA81DDE56DBB6CF"><enum>(1)</enum><header>In general</header><text>Any person who knowingly violates this section shall be fined not more than $10,000, or imprisoned for not more than 1 year, or both.</text></paragraph><paragraph id="H594AF653010A4FCBAC241110BA59799A"><enum>(2)</enum><header>Separate offense</header><text>Each violation of this section shall be a separate offense and the offense is deemed to have been committed in the district in which the defendant may have taken or been in possession of the kangaroo or kangaroo product.</text></paragraph></subsection><subsection id="H0AF05945F2AE4283ACACE44BE0B1F15C"><enum>(d)</enum><header>Regulations</header><text display-inline="yes-display-inline">The Secretary of Commerce, in consultation with the Attorney General, the Secretary of Agriculture, and any other agency the Secretary of Commerce determines appropriate, shall issue regulations necessary to implement this section.</text></subsection><subsection id="H1A8C3BE43D35421693372CC11DA0244D"><enum>(e)</enum><header>Effective date</header><text display-inline="yes-display-inline">Subsections (a), (b), and (c) shall take effect on the date that is 180 days after the date of the enactment of this section.</text></subsection></section></legis-body></bill>
