R. 198</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250103">January 3, 2025</action-date><action-desc><sponsor name-id="T000478">Ms. Tenney</sponsor> (for herself, <cosponsor name-id="L000598">Mr. LaLota</cosponsor>, <cosponsor name-id="G000597">Mr. Garbarino</cosponsor>, <cosponsor name-id="M000317">Ms. Malliotakis</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, and <cosponsor name-id="L000600">Mr. Langworthy</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize grants for States, and units of local government that take efforts to stop enabling repeat violence, and for other purposes.</official-title></form><legis-body id="H3734AD2F6B464901856CC06C17AE65E7" style="OLC"><section id="H67581CAFE41B41549DDBA66B4CAF82AD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Enabling Repeat Violence and Endangering Our Communities Act</short-title></quote> or the <quote><short-title>SERVE Our Communities Act</short-title></quote>.</text></section><section id="H7AB866C10A8B4D37AD85DB5029241470"><enum>2.</enum><header>SERVE Our Communities grant program</header><subsection id="H0E61E9254A334FBCB10160BAA5632C23"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Attorney General, acting through the Director of the Bureau of Justice Assistance, is authorized to make grants to eligible States and units of local government for the purposes described in subsection (c). </text></subsection><subsection id="H67DAEAA002D443AAB9AC825CFCD5543B"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">In order to be eligible for a grant under this section, a State or unit of local government—</text><paragraph id="HE0AF4F00E1614654B79CB711BC620D10"><enum>(1)</enum><text display-inline="yes-display-inline">shall allow a State court or magistrate to consider the danger an individual poses to the community when determining bail or pretrial release conditions; and</text></paragraph><paragraph id="H778644A75BB14F8BAE6369F90F025126"><enum>(2)</enum><text display-inline="yes-display-inline">shall have taken steps during the previous calendar year to prevent repeat offenses by violent offenders, including—</text><subparagraph id="H33C0701D7A754DE8B2E6C494476FB530"><enum>(A)</enum><text display-inline="yes-display-inline">enacting a law that allows a State court or magistrate to consider the danger an individual poses to the community when determining bail or pretrial release conditions;</text></subparagraph><subparagraph id="H03FFA6EE9E1A4A0B898AD8E9CF3E7C8A"><enum>(B)</enum><text>expanding efforts of that jurisdiction to hire and retain law enforcement officers and prosecutorial staff; or</text></subparagraph><subparagraph id="HA68F8904ED384FF7AEA3EBB9DF71706D"><enum>(C)</enum><text>administering a public education program to combat anti-police sentiment and improve community-police relations.</text></subparagraph></paragraph></subsection><subsection id="H7C70D74C8EFA47798F60D7DA8AAFD165"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">A State or unit of local government that receives a grant under this section may use such funds for the purposes described in section 211(b) of the Second Chance Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/34/60531">34 U.S.C. 60531(b)</external-xref>). </text></subsection><subsection id="HFC28C8405F0343A2B3B69924A4AC11D9"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $10,000,000 for each of fiscal years 2026 through 2031 to carry out this section. </text></subsection><subsection id="HEBBE1186CB994F1CAC5D0264F794788A"><enum>(e)</enum><header>Definitions</header><text>In this section, the terms <term>State</term> and <term>unit of local government</term> have the meanings given such terms in section 901 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10251">34 U.S.C. 10251</external-xref>). </text></subsection></section></legis-body></bill>
