<section id="HBA6412086BD74C71B6AAE144D1CB3F72" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Wrong Door for Veterans Act</short-title></quote>.</text></section> <section id="H58FCD78FD44B439798AA9BB33E3BB603" section-type="subsequent-section"><enum>2.</enum><header>Amendments to and reauthorization of the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program of the Department of Veterans Affairs</header> <subsection id="H311FF55C07684039A5AB2A1D36439B7A"><enum>(a)</enum><header>Reorganization</header><text display-inline="yes-display-inline">Subsection (b) of section 201 of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 (<external-xref legal-doc="public-law" parsable-cite="pl/116/171">Public Law 116–171</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1720F">38 U.S.C. 1720F</external-xref> note) is amended, in the second sentence, by striking <quote>Office of Mental Health and Suicide Prevention</quote> and inserting <quote>the Assistant Under Secretary for Health for Clinical Services</quote>.</text></subsection> 
<subsection id="H7176F90D0C8F4586B8CE7042B0B94615"><enum>(b)</enum><header>Grant money: amount; use</header><text>Such section is further amended, in subsection (c)(2)(A), by striking <quote>$750,000 per grantee per fiscal year</quote> and inserting <quote>$500,000 per fiscal year (not more than 5 percent of which may be spent on food and non-alcoholic beverages), plus $10,000 per eligible individual who receives suicide prevention services provided or coordinated by such grantee</quote>.</text></subsection> <subsection id="HDDF4BA1BBD1644A9B8679E9F5D4E8864" commented="no"><enum>(c)</enum><header>Preference in distribution of grants</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (d)(2), by adding at the end the following: <quote>The Secretary shall not give preference to an eligible entity solely because the eligible entity previously received, or applied for, a grant under this section</quote>.</text></subsection> 
<subsection id="H578DE51A98204AC4A6ABB0DEAB9F20F2"><enum>(d)</enum><header>Reapplication by a previous grantee</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (f), by adding at the end the following new paragraph:</text> <quoted-block style="OLC" id="HA050B9B3DD2D49168EE41488C59A2DEB" display-inline="no-display-inline"> <paragraph id="H9FC6E73DEE544A5DAA6D3521A83E47B0"><enum>(3)</enum><header>Reapplication by previous grantee</header><text display-inline="yes-display-inline">An application submitted by an eligible entity that previously received grant funds under this section shall include in such application evidence that the eligible entity used such grant funds to serve a significant number of veterans.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H7C340E491F2442299B0AB0B0CEDF9899"><enum>(e)</enum><header>Briefing for local VAMCs</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (h), by adding at the end the following new paragraph:</text> <quoted-block style="OLC" id="HB2AF93CA36D5497BB94A79D8DF44A57A" display-inline="no-display-inline"> <paragraph id="H2E544E9DF3414C78ACB2CCE33E863D85"><enum>(5)</enum><header>Briefing for local VAMCs</header><text display-inline="yes-display-inline">Not less than once per calendar quarter, the Secretary shall provide, to the appropriate personnel of each medical center of the Department located not more than 100 miles from the primary location of a grantee, a briefing about the grant program under this section in order to improve coordination between a grantee and such personnel. The Secretary may permit a representative of a grantee to attend such a briefing.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H9077958528484A9899A64A6D40724006" commented="no"><enum>(f)</enum><header>Duration</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (j), by striking <quote>the date that is three years after the date on which the first grant is awarded under this section</quote> and inserting <quote>September 30, 2028</quote>.</text></subsection> <subsection id="H2BD7ACD2F1444677AD0001C80BE873B5"><enum>(g)</enum><header>Emergent suicide care</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (n)—</text> 
<paragraph id="H7984FDBCB89247CB87C56F38AD1FD451"><enum>(1)</enum><text>by inserting <quote><header-in-text level="paragraph" style="OLC"><enum-in-header>(1)</enum-in-header></header-in-text></quote> before <quote>When</quote>; and</text></paragraph> <paragraph id="HDF0BB1E4DD2346FF9247F3138CFF2801"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text> 
<quoted-block style="OLC" id="H73223E8663F3430680852411977A8BA7" display-inline="no-display-inline"> 
<paragraph id="H2998C80F67274F058FD6B710ECF5316D" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">A grantee shall notify—</text> <subparagraph id="H5A2D4DE3964D40E9ABB0A20009787981"><enum>(A)</enum><text display-inline="yes-display-inline">an eligible individual receiving suicide prevention services provided or coordinated by such grantee that such eligible individual may receive emergent suicide care under section 1720J of title 38, United States Code; and</text></subparagraph> 
<subparagraph id="H0C39CEFC12244C3C848D4ADE58459E7F"><enum>(B)</enum><text display-inline="yes-display-inline">the Secretary if such eligible individual requests such emergent suicide care.</text></subparagraph></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H9232D724D6964DF0A65EC80E76EDB4ED"><enum>(h)</enum><header>Reauthorization</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (p)—</text> 
<paragraph id="HF2BE29B58A284EFDBEBB913653D5C94D"><enum>(1)</enum><text>by striking <quote>a total of $174,000,000 for fiscal years 2021 through 2025</quote> and inserting an em dash; and</text></paragraph> <paragraph id="H79C67C8949C24759BEBDEBFE8B2B869E"><enum>(2)</enum><text>by adding at the end the following new paragraphs:</text> 
<quoted-block style="OLC" id="HD069A4ACA2B840718AD95CBC1B5EE34C" display-inline="no-display-inline"> 
<paragraph id="H7A7D1C701C3541B995C270901D6316CA"><enum>(1)</enum><text display-inline="yes-display-inline">for fiscal years 2021 through 2025, a total of $174,000,000; and</text></paragraph> <paragraph id="H4520F2DABE49404BB701B8AE8B21D116"><enum>(2)</enum><text display-inline="yes-display-inline">for fiscal years 2026 through 2028, a total of $157,500,000.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H89858EE3A6B74F68AC9C31312056B24E"><enum>(i)</enum><header>Clarification of eligible entities</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (q)(3)—</text> <paragraph id="H90EA0B6E694F4FAFA76CCDD32A12DA82" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by inserting <quote>an entity that has continuously provided mental health care or support services in the United States during the two-year period before the date on which the entity applies for a grant under this section, and that is</quote> after <quote>means</quote>; and</text></paragraph> 
<paragraph id="HFD666956CF834DA1897FEED664BAABEF"><enum>(2)</enum><text>in subparagraph (A), by inserting <quote>, or a health care provider</quote> after <quote>foundation</quote>.</text></paragraph> </subsection> <subsection id="HE9A90437D3DF4133A12CDFFD9FBE4DE3"><enum>(j)</enum><header>Technical correction to definitions</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (q)(5), by striking <quote>Medical services</quote> and inserting <quote>The term <quote>emergency treatment</quote> means medical services</quote>.</text></subsection> 
<subsection id="H716088DA2A2A4D979B0B0B54E516C059"><enum>(k)</enum><header>Required use of screening protocol selected by the Secretary</header> 
<paragraph id="H54B5467674B3408F80BE3BCC68014FFE"><enum>(1)</enum><header>In general</header><text>Such section is further amended, in subsection (q)(11)(A)(ii), by striking <quote>screening for risk</quote> and inserting <quote>screening for risk, using a protocol selected by the Secretary</quote>.</text></paragraph> <paragraph id="H74AB8C2C0CD44B2DAA4362937956226B"><enum>(2)</enum><header>Rules of construction</header><text display-inline="yes-display-inline">In addition to the protocol selected pursuant to the amendment made by paragraph (1)—</text> 
<subparagraph id="HE5288999161B43EDA8A5CCA9BA669A94"><enum>(A)</enum><text>the Secretary may furnish another protocol to a grantee; and</text></subparagraph> <subparagraph id="H5E02B9FA295349A984B617C24A9B8C9A"><enum>(B)</enum><text>a grantee may use another protocol to screen for risk.</text></subparagraph></paragraph></subsection></section>
