<official-title display="yes">To amend and reauthorize the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program of the Department of Veterans Affairs.</official-title>

<section id="HC6DFC21525894160AC5F57DB6E20B8A9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Wrong Door for Veterans Act</short-title></quote>. </text></section> <section id="HA0BCF8DD467E4647860EBB7BA0430499"><enum>2.</enum><header>Reauthorization and improvement of Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program of Department of Veterans Affairs</header> <subsection id="HDD4015D668814EADB09569D7F23BA4C0"><enum>(a)</enum><header>Duration</header><text display-inline="yes-display-inline">Section 201 of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 (<external-xref legal-doc="public-law" parsable-cite="pl/116/171">Public Law 116–171</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1720F">38 U.S.C. 1720F</external-xref> note) is amended, in subsection (j), by striking <quote>the date that is three years after the date on which the first grant is awarded under this section</quote> and inserting <quote>September 30, 2026</quote>.</text></subsection> 
<subsection id="H5554D243A9A8406DB7642BA6782E6AC3"><enum>(b)</enum><header>Emergent suicide care</header><text display-inline="yes-display-inline">Such section is further amended—</text> <paragraph id="HB7FDBDD9837C47398E51C547D4FEF307"><enum>(1)</enum><text>in subsection (m)—</text> 
<subparagraph id="H16ECBF87E1A240B590DC3EF6656A6991"><enum>(A)</enum><text>by redesignating paragraph (3) as paragraph (4);</text></subparagraph> <subparagraph id="H086F72A2DC994650ABDE594D1B8F7ADE"><enum>(B)</enum><text>by inserting after paragraph (2) the following new paragraph (3):</text> 
<quoted-block style="OLC" id="H738BCC1B92AE4B50B51B17B90D5617B6" display-inline="no-display-inline"> 
<paragraph id="HD9BFC1A2339E4D6EA457447099A7BB75"><enum>(3)</enum><header>Emergent suicide care</header><text display-inline="yes-display-inline">In the case of an eligible individual who receives suicide prevention services provided or coordinated by an eligible entity in receipt of a grant under this section, the eligible entity shall notify—</text> <subparagraph id="H93CF3EC4096F4CE5B30E91B4D2592320"><enum>(A)</enum><text>the eligible individual that the individual may be eligible for emergent suicide care under section 1720J of title 38, United States Code; and</text></subparagraph> 
<subparagraph id="HB5D0240C2C11418483CF56403CA3574A"><enum>(B)</enum><text>the Secretary, if an eligible individual notified under subparagraph (A) elects to receive such emergent suicide care.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> <subparagraph id="HFAD6720C76A74EFCBF1B69BFB72BDF10"><enum>(C)</enum><text>in paragraph (4), as so redesignated, by striking <quote>(1) or (2)</quote> and inserting <quote>(1), (2), or (3)</quote>; and </text></subparagraph></paragraph> 
<paragraph id="H8A5D00AEB7984EB48C8F90F1A61885B8"><enum>(2)</enum><text>in subsection (n)—</text> <subparagraph id="H14F3797286214B44AADD43D36AE6055B"><enum>(A)</enum><text>by inserting <quote>(1) <header-in-text level="paragraph" style="OLC">In general.—</header-in-text></quote> before <quote>When</quote> and adjusting the margins accordingly; and</text></subparagraph> 
<subparagraph id="H731735EA85A24E3C9572C42C63CFFFAA"><enum>(B)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block style="OLC" id="HAE87C2D392C349D6922749D367385CD0" display-inline="no-display-inline"> <paragraph id="HA83927BA29F64A3F90927382DC2D5351"><enum>(2)</enum><header>Time frame</header><text display-inline="yes-display-inline">If the Secretary does not provide services under paragraph (1) to an eligible individual during the 72-hour period following a referral under subsection (m), such eligible individual shall be treated as eligible for emergent suicide care under section 1720J of title 38, United States Code.</text></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></subparagraph></paragraph></subsection> 
<subsection id="HEE83EA32ADD94124803FDB3DD2F62CC7"><enum>(c)</enum><header>Reauthorization</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (p)—</text> <paragraph id="HAA97EBBB77D447858DB8AB7A837CD287"><enum>(1)</enum><text>by striking <quote>section a total of $174,000,000 for fiscal years 2021 through 2025.</quote> and inserting <quote>section—</quote>; and</text></paragraph> 
<paragraph id="H12CFA59D49A54C9393C633318CF7025D"><enum>(2)</enum><text>by adding at the end the following new paragraphs:</text> <quoted-block style="OLC" id="H75CB91C80FCB4D8AB442EB2D56024E61" display-inline="no-display-inline"> <paragraph id="HAA5701749E0A46C6A4159E93BA6ABA0E"><enum>(1)</enum><text display-inline="yes-display-inline">a total of $174,000,000 for fiscal years 2021 through 2025; and</text></paragraph> 
<paragraph id="H75191EF5999B478A91579A3D1E7FB246"><enum>(2)</enum><text display-inline="yes-display-inline">$52,500,000 for fiscal year 2026.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H7C7352AA4487449193D34A9C158A79A7"><enum>(d)</enum><header>Requirements for eligible entities</header><text>Such section is further amended, in subsection (q)(3)—</text> 
<paragraph id="HB8359B7575084697866DD81381A084AC"><enum>(1)</enum><text>by inserting <quote>an entity that has continuously provided mental health care or support services in the United States during the two-year period before the date on which the entity applies for a grant under this section and that is</quote> after <quote>means</quote>; </text></paragraph> <paragraph id="H036B44A006F0431FA7A7265CD073F9DB"><enum>(2)</enum><text>in subparagraph (A), by striking <quote>or foundation</quote> and inserting <quote>, foundation, or health care provider</quote>; and</text></paragraph> 
<paragraph id="H872D5A308AD146319998109FB095CFD5"><enum>(3)</enum><text display-inline="yes-display-inline">in subparagraph (E), by striking <quote>A</quote> and inserting <quote>a</quote>. </text></paragraph></subsection> <subsection id="H212B46F6E5A5487E9DC9818176121905"><enum>(e)</enum><header>Technical correction to definitions</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (q)(5), by striking <quote>Medical services</quote> and inserting <quote>The term <quote>emergency treatment</quote> means medical services</quote>.</text></subsection> 
<subsection id="H627D674AC1184A92BBEBA956EE7E392A"><enum>(f)</enum><header>Required use of certain screening protocol</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (q)(11)(A)(ii), by inserting after <quote>risk</quote> the following: <quote>, which in the case of a grant made on or after the date of the enactment of the <short-title>No Wrong Door for Veterans Act</short-title>, shall be the Columbia Protocol (also known as the Columbia-Suicide Severity Rating Scale)</quote>.</text></subsection></section> <section id="H821176A352284885A567A9B45EC7AB44" section-type="subsequent-section" display-inline="no-display-inline"><enum>3.</enum><header>Inclusion of adaptive prostheses and terminal devices for sports and other recreational activities in medical services furnished to eligible veterans by the Secretary of Veterans Affairs</header><text display-inline="no-display-inline">Section 1701 of title 38, United States Code, is amended, in paragraph (6)(F)(i), by inserting <quote>(including adaptive prostheses and terminal devices for sports and other recreational activities)</quote> after <quote>artificial limbs</quote>.</text></section> 
<section id="H742135BB58514DA7A7ADC55831186682"><enum>4.</enum><header>Extension of certain limits on payments of pension</header><text display-inline="no-display-inline">Section 5503(d)(7) of title 38, United States Code, is amended by striking <quote>November 30, 2031</quote> and inserting <quote>January 30, 2033</quote>. </text></section> </legis-body> <attestation><attestation-group><attestation-date date="20250522" legis-day="20250521" chamber="House">Passed the House of Representatives May 22 (legislative day May 21), 2025.</attestation-date><attestor display="no">Kevin F.
