which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for the prioritization of projects that provide behavioral and mental health treatment services in selecting grantees under certain rural development programs, and extend the substance abuse disorder set-aside and priority under the programs.</official-title></form><legis-body id="H0749762EF622429CA3D656C207A7750F" style="OLC"><section id="HC105D8ADAE964F7BAA700600F43FA6D5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Wellness Act</short-title></quote>.</text></section><section id="H9B53D7F2923048DF8CB1901CC195FF3C"><enum>2.</enum><header>Prioritization of projects that provide behavioral and mental health treatment services in selecting grantees under certain rural development programs; extension of substance use disorder set-aside and priority under the programs</header><text display-inline="no-display-inline">Section 6101(a)(1) of the Agriculture Improvement Act of 2018 (132 Stat. 4726) is amended—</text><paragraph id="H555D89EB567243998E8FF9DFC29DAE9F"><enum>(1)</enum><text>by striking <quote>2025</quote> and inserting <quote>2029</quote>;</text></paragraph><paragraph id="HDE5FDAAB0059444E971201BC24E6E634"><enum>(2)</enum><text>in subparagraph (A), by striking <quote>20</quote> each place it appears and inserting <quote>17</quote>;</text></paragraph><paragraph id="H99CD5F42EE94431DB40802F0EF85D3BD"><enum>(3)</enum><text>in subparagraph (B)—</text><subparagraph id="H5C5479A85893480DB40AED3E54200FDA"><enum>(A)</enum><text>in clause (ii)—</text><clause id="HA15261AB556441D0ADC70C6B0A8461D5"><enum>(i)</enum><text>by inserting <quote>or (ii)</quote> before <quote>that receives</quote>; and</text></clause><clause id="H2BE0D03BCF58440F80E028128EC39E0B"><enum>(ii)</enum><text>by inserting <quote>or for behavioral and mental health treatment, respectively</quote> before the period; and</text></clause></subparagraph><subparagraph id="HE204733F1FAD470191E5428665B39D9C"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating clause (ii) as clause (iii) and inserting after clause (i) the following:</text><quoted-block style="OLC" id="H72D5E2DBAC3140EB8A71D69A47F7FD12" display-inline="no-display-inline"><clause id="HB5FEE617B51E4F9B8CE1DE6063CCF4AE"><enum>(ii)</enum><header>Behavioral and mental health treatment selection priority</header><text display-inline="yes-display-inline">In selecting recipients of direct loans or grants for the development of essential community facilities under section 306(a) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)</external-xref>), the Secretary shall give priority to entities eligible for those direct loans or grants—</text><subclause id="HB1DE817B883E40A4B544B10427DF0BF5"><enum>(I)</enum><text>to develop facilities to provide behavioral and mental health services such as—</text><item id="H8CF4859EEB324DA9AC87161E634EEB0F"><enum>(aa)</enum><text>prevention services;</text></item><item id="H32137A8990934C35836AD871598150E8"><enum>(bb)</enum><text>treatment services;</text></item><item id="HB7ACC502093C4CDABBD19EA143EF3EFA"><enum>(cc)</enum><text>recovery services; or</text></item><item id="H8DECCA50E01945E594B79B1176BD8DCB"><enum>(dd)</enum><text>any combination of those services; and</text></item></subclause><subclause id="H8B4A90C178BF4DA5950CA9CFB27D9613"><enum>(II)</enum><text>that employ staff that have appropriate expertise and training in how to identify and treat individuals with behavioral and mental health concerns.</text></subclause></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H2AA790C0CA334826B5C1BBD72626CAE2"><enum>(4)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" id="H45726DB12D6C4722AD447A3C19A34D2B" display-inline="no-display-inline"><subparagraph id="HE7D23277A3EA44D6B80C3FA9EFECB548"><enum>(D)</enum><header>Rural health and safety education programs; behavioral and mental health selection priority</header><text display-inline="yes-display-inline">In making grants under section 502(i) of the Rural Development Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/7/2662">7 U.S.C. 2662(i)</external-xref>), the Secretary shall give priority to an applicant that will use the grant for behavioral and mental health education and treatment.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
