reports</header><subsection id="H5D6DBC9FC86E4C7F8C0064CBA5549AC3"><enum>(a)</enum><header>First GAO review</header><paragraph id="H5503289A27514007A87A9258568C6B35"><enum>(1)</enum><header>Review required</header><text>Not later than 30 days after the date of the enactment of this Act, the Comptroller General of the United States shall begin a review regarding the circumstances surrounding, and the causes of—</text><subparagraph id="H259BE8998B424F34809EA8D632D7424F"><enum>(A)</enum><text>the shortfall in the funding of the Veterans Benefits Administration for fiscal year 2024; and</text></subparagraph><subparagraph id="HE794B8928D1E4BB39E8195805223D566"><enum>(B)</enum><text>the expected shortfall in the funding of the Veterans Health Administration in fiscal year 2025.</text></subparagraph></paragraph><paragraph id="H2ADAFD3C488747EDA2BA9F0AC9CDCFCA"><enum>(2)</enum><header>Elements</header><text>The review under this subsection shall include the following elements:</text><subparagraph id="H2180F5B36E2D4FE2B353201B9DEC87D5"><enum>(A)</enum><text>A comparison of monthly obligations and expenditures in relevant accounts against the spending plan of the Department of Veterans Affairs.</text></subparagraph><subparagraph id="H510EDBE6EDE642A0B17C0B21B465665F"><enum>(B)</enum><text>Any transfers between accounts described in subparagraph (A).</text></subparagraph><subparagraph id="H28FAB6CAD7FA4D34BAC467F7E9D49E47"><enum>(C)</enum><text>The reasons for any significant diversions of obligations or expenditures from such spending plan.</text></subparagraph><subparagraph id="H54ECE20BDA58450697504E954FF6EF58"><enum>(D)</enum><text display-inline="yes-display-inline">An analysis of the accuracy of any projections or estimates relevant to diversions described in subparagraph (C).</text></subparagraph><subparagraph id="HEB868C45DE7A4A6397287B3B7881DFD9"><enum>(E)</enum><text>Remedial actions the Secretary of Veterans Affairs may take—</text><clause id="HEA2438BBA76A497F8C16AA1B00095633"><enum>(i)</enum><text>to improve the accuracy of supporting information submitted under section 1105(a) of title 31, United States Code, with respect to the Department; and</text></clause><clause id="H5DD1699754C442F19F4AE4827BF65FD9"><enum>(ii)</enum><text>to prevent funding shortfalls for the Department.</text></clause></subparagraph></paragraph><paragraph id="H9EB17C8448F34783AD5C93AEC64DB3CD"><enum>(3)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 30 days after completing such review, the Comptroller General shall submit to the Secretary of Veterans Affairs a written report containing the results and findings of such review.</text></paragraph></subsection><subsection id="H849B5EA397034F3C95AC56D6E3000228"><enum>(b)</enum><header>Subsequent GAO reviews</header><text display-inline="yes-display-inline">In each of the five calendar years following the date of the enactment of this Act, the Comptroller General shall conduct a review including the elements described in subsection (a)(2), and submit a report described in subsection (a)(3), regarding the funding of the Department of Veterans Affairs for the most recent fiscal year to end before the date of such review.</text></subsection><subsection id="HCEA2AAFD6A7F4585A6AFBDACB4F6A393" display-inline="no-display-inline"><enum>(c)</enum><header>Reports of the Secretary of Veterans Affairs</header><text display-inline="yes-display-inline">Not later than 30 days after the Secretary of Veterans Affairs receives a report of the Comptroller General under subsection (a) or (b), the Secretary shall submit such report to—</text><paragraph id="H8E127234939B4A978E5859813E370900"><enum>(1)</enum><text display-inline="yes-display-inline">the Committees on Veterans’ Affairs of the House of Representatives and the Senate; and</text></paragraph><paragraph id="HBD1A8012D73948239289567199A404CB"><enum>(2)</enum><text display-inline="yes-display-inline">the Committees on Appropriations of the House of Representatives and the Senate.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date>May 17, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
