R. 1793</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250303">March 3, 2025</action-date><action-desc><sponsor name-id="H001098">Mr. Hamadeh of Arizona</sponsor> (for himself, <cosponsor name-id="M001210">Mr. Murphy</cosponsor>, <cosponsor name-id="J000309">Mr. Jackson of Illinois</cosponsor>, <cosponsor name-id="C001133">Mr. Ciscomani</cosponsor>, <cosponsor name-id="J000288">Mr. Johnson of Georgia</cosponsor>, <cosponsor name-id="G000546">Mr. Graves</cosponsor>, <cosponsor name-id="W000804">Mr. Wittman</cosponsor>, and <cosponsor name-id="H001099">Mr. Haridopolos</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to provide for outreach requirements for Department of Veterans Affairs training and rehabilitation programs for veterans with service-connected disabilities, and for other purposes.</official-title></form><legis-body id="HFDE4CB51EB3748BE8B6EAB16F1FDA6F0" style="OLC"><section id="H6F4DA3A83AF84B109A96DEC2F0C25951" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Readiness and Employment Transparency Act of 2025</short-title></quote>. </text></section><section id="HFED8483F7EBB4880A98741ABA7A163E7"><enum>2.</enum><header>Outreach requirements for Department of Veterans Affairs training and rehabilitation programs for veterans with service-connected disabilities</header><subsection id="HBA12694FA442452B9631E3C17AE959FE"><enum>(a)</enum><header>VRE contact information</header><text display-inline="yes-display-inline">Section 3104 of title 38, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block style="USC" id="H332ACD082791457D8EA210414A00E242" display-inline="no-display-inline"><subsection id="H46C5F50B34FE468D847967B4A9F918EA"><enum>(f)</enum><text display-inline="yes-display-inline">The Secretary shall establish a dedicated telephone number within the Education Call Center of the Department for calls about services provided under this chapter. Each regional office of the Department shall include, on the website of the regional office, a name, telephone number, and email address, through which veterans may receive information about services provided under this chapter.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9685F6A744E042159A5526B9A117B144"><enum>(b)</enum><header>Outreach requirement</header><paragraph id="H274BE751FA2D45A6B1ACB3C2F223A9F6"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/31">Chapter 31</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" id="H6A4226251BCC48EB9A24C11E4584769A" display-inline="no-display-inline"><section id="HB61DD439F777409DA8C09A58B1912BB7"><enum>3123.</enum><header>Outreach requirements</header><subsection id="H0C0CA581BF6A446D86B4DE0C13AC3704"><enum>(a)</enum><header>Question and answer sessions</header><text display-inline="yes-display-inline">The Secretary shall require each employee of the Department whose responsibilities include providing counseling and services under this chapter to attend a monthly question and answer session with appropriate school certifying officials.</text></subsection><subsection id="H87799AA16A0640FDB9B8E68A3E8E161B"><enum>(b)</enum><header>Informational briefings</header><paragraph commented="no" display-inline="yes-display-inline" id="H241DF15195D54032B196766E505040CE"><enum>(1)</enum><text>The Secretary shall require each veteran readiness and employment counselor to provide for veterans at each educational institution located in the geographic area served by the Regional Office where the counselor is employed an in-person briefing about services provided under this chapter.</text></paragraph><paragraph id="HE0707BA022C2494AB944D8E1A96DB9DC" indent="up1"><enum>(2)</enum><text>The Secretary may provide a briefing required under paragraph (1) virtually in the case of an educational institution located more than 150 miles away from the headquarters of the Regional Office.</text></paragraph></subsection><subsection id="H81ED548AEE7341CD8C4B82BB1B53A333"><enum>(c)</enum><header>Annual report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this section, and annually thereafter, the Secretary shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the extension of periods of vocational rehabilitation programs under section 3105(c) of this title. Such report shall include, for the year covered by the report—</text><paragraph id="HBBD0C2D8D11F48EBB71D0E839102772E"><enum>(1)</enum><text>the number of veterans who requested such an extension;</text></paragraph><paragraph id="H145DCAFD970841599AD9CDD76C9466B9"><enum>(2)</enum><text>the number of such requests that were approved; and</text></paragraph><paragraph id="H2E639A18B68A4B3BABC1A7DFB1A0ED10"><enum>(3)</enum><text>the number of such requests that were rejected.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H42BDB3D25E9B44258FBEC415A64DBA45"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by adding at the end the following new item:</text><quoted-block style="USC" id="H0F3CAC2AF24D490BA64AC76BC4504EF4" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">3123. Outreach requirements.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H7BA21948057B4226959ABA7CD420AAE2"><enum>(c)</enum><header>Extension of entitlements</header><text>Section 3105(c) of title 38, United States Code, is amended—</text><paragraph id="HA6B0E2A90CAC43A39BD7764DBFA3AE16"><enum>(1)</enum><text>by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively;</text></paragraph><paragraph id="H18E83AF6F53E4A8797FFBADE16EBEC51"><enum>(2)</enum><text>by inserting <quote>(1)</quote> before <quote>The Secretary</quote>; and</text></paragraph><paragraph id="HB322A2252722486BB345B50E7468B5EB"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="USC" id="H2434148D8BCC418D9377B23F2E76477D" display-inline="no-display-inline"><paragraph id="H463E048EFDA54A47A21C3AC00D6D61AB"><enum>(2)</enum><text display-inline="yes-display-inline">If a veteran applies for an extension under paragraph (1), the Secretary shall approve or reject the extension by not later than 30 days after the date on which the veteran submits a request for the extension.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
