<official-title display="yes">To direct the Secretary of Commerce to conduct a study on the feasibility of manufacturing in the United States products for critical infrastructure sectors, and for other purposes.</official-title>

<section id="HCC026F48739B47E6BE827A06E3A627F0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Critical Infrastructure Manufacturing Feasibility Act</short-title></quote>. </text></section> <section id="H3E1969600B6B42908AB99451A7CB1F2C"><enum>2.</enum><header>Study on critical infrastructure manufacturing in the United States</header> <subsection id="H59B38E6D2C184CB7AE0E80174FDF52B6"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary of Commerce shall conduct a study to—</text> 
<paragraph id="HE7D1113D29044364B6FD56533B55FBC2"><enum>(1)</enum><text>identify, within each critical infrastructure sector, any product that is in high demand and is being imported due to a manufacturing, material, or supply chain constraint in the United States;</text></paragraph> <paragraph id="HFF1F7D3785774C168AD29D1AEFEC7A51"><enum>(2)</enum><text display-inline="yes-display-inline">analyze the costs and benefits of manufacturing in the United States any product identified under paragraph (1), including any effects on—</text> 
<subparagraph id="HB72D5AA4BA3748C69FCB5A3448E4ED78"><enum>(A)</enum><text display-inline="yes-display-inline">jobs, employment rates, and labor conditions in the United States; and</text></subparagraph> <subparagraph id="H7C0634F7EBE9499686129F097AC57240"><enum>(B)</enum><text>the cost of the product;</text></subparagraph></paragraph> 
<paragraph id="HD25106BCA0964AAFBEA9EBD89BCCE9BB"><enum>(3)</enum><text>identify any product identified under paragraph (1) that feasibly may be manufactured in the United States; and</text></paragraph> <paragraph id="H3BB8332E0E9F4DC786F6CFFED9656DAD"><enum>(4)</enum><text>analyze the feasibility of, and any impediments to, manufacturing any product identified under paragraph (3) in—</text> 
<subparagraph id="H4B32246561384D028B00207126E7CEEC"><enum>(A)</enum><text>a rural area;</text></subparagraph> <subparagraph id="H9AF25054292343C3BD40D22527B360BE"><enum>(B)</enum><text>an industrial park; or</text></subparagraph> 
<subparagraph id="HAA6B90EE194B4E898C5363CD28A2BE16"><enum>(C)</enum><text>an industrial park in a rural area.</text></subparagraph></paragraph></subsection> <subsection id="HE81E246D446240E9A2A5B42935FB5EB6"><enum>(b)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of this Act, the Secretary shall—</text> 
<paragraph id="H9770A921231D4574A24590B15857F621"><enum>(1)</enum><text display-inline="yes-display-inline">submit to Congress a report containing the results of the study required by subsection (a), with recommendations relating to manufacturing in the United States products identified under subsection (a)(3); and</text></paragraph> <paragraph id="HEE69FF8F087B4C8F86B432E763DE29F8"><enum>(2)</enum><text>make the report available to the public on the website of the Department of Commerce.</text></paragraph></subsection> 
<subsection id="H52D60F6CCB744228B662BC27644C646A"><enum>(c)</enum><header>Limitation on authority</header><text display-inline="yes-display-inline">This section may not be construed to provide the Secretary of Commerce with authority to compel a person to provide information described in this section.</text></subsection> <subsection id="H3E41C15E444F48A4A72E150FCA55C3B8"><enum>(d)</enum><header>Definition of critical infrastructure sector</header><text display-inline="yes-display-inline">In this section, the term <term>critical infrastructure sector</term> means each of the 16 designated critical infrastructure sectors identified in Presidential Policy Directive 21 of February 12, 2013 (Critical Infrastructure Security and Resilience).</text></subsection></section>
