Waste Act</short-title></quote>. </text></section><section id="HE00ADFCA4AAF42EA8FE5700CBDD8BEFF" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on continuing availability of unobligated funds appropriated for District of Columbia resident tuition support</header><subsection id="H52296E41220C47BDAD57E8AEE5A5B13A"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Any portion of a Federal payment to the District of Columbia for a fiscal year for a program of District of Columbia resident tuition support which remains unobligated as of the end of the fiscal year shall lapse and shall not be available after the fiscal year.</text></subsection><subsection id="HBD4F017D9DD74A368C715335405C2A38"><enum>(b)</enum><header>Conforming amendments to District of Columbia College Access program</header><paragraph id="HE317A45C9D114F15BFC67B9768063EE0"><enum>(1)</enum><header>Public school program</header><text display-inline="yes-display-inline">Section 3(i) of the District of Columbia College Access Act of 1999 (sec. 38–2702(i), D.C. Official Code) is amended by striking <quote>Such funds shall remain available until expended.</quote>.</text></paragraph><paragraph id="H906A08F064894778A016788AF9FF84C8"><enum>(2)</enum><header>Private school program</header><text>Section 5(f) of such Act (sec. 38–2704(f), D.C. Official Code) is amended by striking <quote>Such funds shall remain available until expended.</quote>.</text></paragraph></subsection><subsection id="H66409ECCF1E34A64B350ACB955B4143C"><enum>(c)</enum><header>Effective date</header><text>This section and the amendments made by this section shall apply with respect to funds appropriated for fiscal year 2016 or any succeeding fiscal year.</text></subsection></section><section id="H75F059F231204A328B4198F996D546B2"><enum>3.</enum><header>Annual report on use of payments</header><text display-inline="no-display-inline">Not later than 60 days after the end of each fiscal year for which a Federal payment is made to the District of Columbia for a program of resident tuition support (beginning with fiscal year 2026), the Chief Financial Officer of the District of Columbia shall submit a report to Congress on the use of the payment during that fiscal year, and shall include in the report the following information:</text><paragraph id="HC928B99035AA468E997BF79B3EAD179F"><enum>(1)</enum><text display-inline="yes-display-inline">The number of payments made on behalf of students under the program during the fiscal year.</text></paragraph><paragraph id="HA292FDA2D2B04B4793B0F8B72AF0691E"><enum>(2)</enum><text>The average amount of financial assistance provided with each such Federal payment.</text></paragraph><paragraph id="HFAC967E4970C4EBE93A478F55E9F56ED"><enum>(3)</enum><text>The amount of the Federal payment which remained unobligated (if any) as of the end of the fiscal year.</text></paragraph></section></legis-body></bill>
