R. 1668</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250227">February 27, 2025</action-date><action-desc><sponsor name-id="C001115">Mr. Cloud</sponsor> (for himself, <cosponsor name-id="W000806">Mr. Webster of Florida</cosponsor>, <cosponsor name-id="E000246">Mr. Edwards</cosponsor>, <cosponsor name-id="H001099">Mr. Haridopolos</cosponsor>, <cosponsor name-id="T000478">Ms. Tenney</cosponsor>, <cosponsor name-id="R000612">Mr. Rose</cosponsor>, <cosponsor name-id="B000825">Ms. Boebert</cosponsor>, and <cosponsor name-id="H001052">Mr. Harris of Maryland</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAP00">Committee on Appropriations</committee-name>, and in addition to the Committees on <committee-name committee-id="HBA00">Financial Services</committee-name>, and <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To terminate the Shelter and Services Program of the Federal Emergency Management Agency, and for other purposes.</official-title></form><legis-body id="H7D84553841F145BEB8A13359D9E9CF39" style="OLC"><section id="H9F66B7AE1DB047E593BD937239318D13" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>End FEMA Benefits for Illegal Immigrants Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="HCED9BBEF754D4505919568C7C50423ED"><enum>2.</enum><header>Termination</header><subsection commented="no" display-inline="no-display-inline" id="HB89A4696F8CA4DC281B46B6018462EC0"><enum>(a)</enum><header>Prohibition</header><text>The Administrator of the Federal Emergency Management Agency may not carry out any program to support sheltering and related activities provided by non-Federal entities, including facility improvements and construction, in support of relieving overcrowding in short-term holding facilities of U.S. Customs and Border Protection.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="H7F5B57D91F764248B5760F04AB079EF6"><enum>(b)</enum><header>Rescission</header><text display-inline="yes-display-inline">The unobligated balances of the following amounts are rescinded:</text><paragraph commented="no" display-inline="no-display-inline" id="HAB88B2CC7C2E44CBB518930C43197191"><enum>(1)</enum><text display-inline="yes-display-inline"> The amounts made available and transferred to the Federal Emergency Management Agency in the matter under the heading <quote><header-in-text style="OLC" level="appropriations-small">operations and support</header-in-text></quote> under the heading <quote><header-in-text style="OLC" level="appropriations-intermediate">U.S. Customs and Border Protection</header-in-text></quote> under the heading <quote><header-in-text style="OLC" level="appropriations-major">security, enforcement, and investigations</header-in-text></quote> in title II of division F of the Consolidated Appropriations Act of 2023 (<external-xref legal-doc="public-law" parsable-cite="pl/117/328">Public Law 117–328</external-xref>; 136 Stat. 4730).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H411920C960C74DFAA1EFB913442CA914"><enum>(2)</enum><text>The amounts made available and transferred to the Federal Emergency Management Agency in the matter under the heading <quote><header-in-text style="OLC" level="appropriations-small">operations and support</header-in-text></quote> under the heading <quote><header-in-text style="OLC" level="appropriations-intermediate">U.S. Customs and Border Protection</header-in-text></quote> under the heading <quote><header-in-text style="OLC" level="appropriations-major">security, enforcement, and investigations</header-in-text></quote> in title II of division C of the Further Consolidated Appropriations Act, 2024 (<external-xref legal-doc="public-law" parsable-cite="pl/118/47">Public Law 118–47</external-xref>; 138 Stat. 598).</text></paragraph></subsection></section></legis-body></bill>
