R. 1648</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250227">February 27, 2025</action-date><action-desc><sponsor name-id="A000379">Mr. Alford</sponsor> (for himself, <cosponsor name-id="P000613">Mr. Panetta</cosponsor>, <cosponsor name-id="J000301">Mr. Johnson of South Dakota</cosponsor>, <cosponsor name-id="R000603">Mr. Rouzer</cosponsor>, <cosponsor name-id="G000546">Mr. Graves</cosponsor>, <cosponsor name-id="T000487">Ms. Tokuda</cosponsor>, <cosponsor name-id="V000136">Mr. Vasquez</cosponsor>, <cosponsor name-id="S001172">Mr. Smith of Nebraska</cosponsor>, <cosponsor name-id="D000230">Mr. Davis of North Carolina</cosponsor>, <cosponsor name-id="F000446">Mr. Feenstra</cosponsor>, <cosponsor name-id="F000475">Mr. Finstad</cosponsor>, and <cosponsor name-id="M001212">Mr. Moore of Alabama</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Agriculture to amend certain regulations to clarify that livestock auction owners may have an interest in small meatpacking businesses, and for other purposes.</official-title></form><legis-body id="HB75054CDD46F41CAA4D3A4D393EDC93D" style="OLC"><section id="HD32C1D5DC36A4B05A0F8A5E95EA128BA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Amplifying Processing of Livestock in the United States Act</short-title></quote> or the <quote><short-title>A–PLUS Act</short-title></quote>. </text></section><section id="H210DC0B64C274724B0F86FD8E0E7AD37"><enum>2.</enum><header>Amplifying processing of livestock in the United States (a- plus)</header><subsection id="HF5AC376624E84477AC164F4874F00DAE"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall revise section 201.67 of title 9, Code of Federal Regulations, as in effect on January 1, 2025, to specify that—</text><paragraph id="H6FD601BA655F456E9E0CEFCC08CDE12B"><enum>(1)</enum><text>market agencies may have an ownership interest in, finance, or participate in the management or operation of, a packer, so long as such packer—</text><subparagraph id="H44775876F2C04F63B11AC6CBAB898023"><enum>(A)</enum><text>with respect to cattle and sheep, has a cumulative slaughter capacity of less than—</text><clause id="H40E6215C9672401CA5857BBC08CE0ADD"><enum>(i)</enum><text>2,000 animals per day; or</text></clause><clause id="H645FA469B7BF4B8D9BEFC64B8C527DCD"><enum>(ii)</enum><text>700,000 animals per year; and</text></clause></subparagraph><subparagraph id="H8358D4737B0F41C3BFFEB57BE78FA954"><enum>(B)</enum><text>with respect to hogs, has a cumulative slaughter capacity of less than—</text><clause id="HE174D8F747D442E2814C182081B3C89C"><enum>(i)</enum><text>10,000 animals per day; or</text></clause><clause id="HA2244B3D9F4B45E5A4DBA88C8FD96E6E"><enum>(ii)</enum><text>3,000,000 animals per year; and</text></clause></subparagraph></paragraph><paragraph id="HE6A608382A444EAB9E9EA61239D9501D"><enum>(2)</enum><text>market agencies that have an ownership interest in, finance, or participate in the management or operation of, a packer shall disclose to sellers of livestock the existence of such ownership interest, financial relationship, or participation.</text></paragraph></subsection><subsection id="H8CE4B67A0363400AA9440DF5002258D6"><enum>(b)</enum><header>Savings clause</header><text>Nothing in this section shall be interpreted as a limitation on the authority of the Secretary to adopt or enforce rules or regulations under the Packers and Stockyards Act, 1921 (<external-xref legal-doc="usc" parsable-cite="usc/7/181">7 U.S.C. 181 et seq.</external-xref>) related to the protection of producers, competition, market integrity, or the prevention of conflicts of interest.</text></subsection></section></legis-body></bill>
