R. 1643</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250227">February 27, 2025</action-date><action-desc><sponsor name-id="M001184">Mr. Massie</sponsor> (for himself, <cosponsor name-id="B000825">Ms. Boebert</cosponsor>, <cosponsor name-id="C001116">Mr. Clyde</cosponsor>, <cosponsor name-id="C001129">Mr. Collins</cosponsor>, <cosponsor name-id="G000596">Ms. Greene of Georgia</cosponsor>, <cosponsor name-id="H001096">Ms. Hageman</cosponsor>, <cosponsor name-id="L000578">Mr. LaMalfa</cosponsor>, <cosponsor name-id="P000605">Mr. Perry</cosponsor>, <cosponsor name-id="R000614">Mr. Roy</cosponsor>, <cosponsor name-id="S000929">Mrs. Spartz</cosponsor>, <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>, and <cosponsor name-id="G000603">Mr. Gill of Texas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reduce, from 21 years of age to 18 years of age, the minimum age at which a person may obtain a handgun from a Federal firearms licensee.</official-title></form><legis-body id="HB1C0E8E8FB5A4662BD7F0813601E9E8F" style="OLC"><section id="H2BC72518CD744A7D8DC55224ABFD8D7E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Second Amendment For Every Registrable Voter Act</short-title></quote> or the <quote><short-title>SAFER Voter Act</short-title></quote>.</text></section><section id="H8DEDD5E2D3354363878B5AE8F86B91C4"><enum>2.</enum><header>Minimum age for obtaining a handgun from a Federal firearms licensee</header><subsection id="HEAE231575B94407793271444A19C1F5A"><enum>(a)</enum><header>In general</header><text>Section 922(b)(1) of title 18, United States Code, is amended by striking <quote>, and, if the firearm, or ammunition is other than a shotgun or rifle, or ammunition for a shotgun or rifle, to any individual who the licensee knows or has reasonable cause to believe is less than twenty-one years of age</quote>.</text></subsection><subsection id="H89B13DEBE3E9447DA198DE62B42142D0"><enum>(b)</enum><header>Conforming amendment</header><text>Section 922(c)(1) of such title is amended by striking <quote>, in the case of any firearm other than a shotgun or a rifle, I am twenty-one years or more of age, or that, in the case of a shotgun or a rifle,</quote>.</text></subsection></section></legis-body></bill>
