<official-title display="yes">To amend the Small Business Act to include requirements relating to graduates of career and technical education programs for small business development centers and women’s business centers, and for other purposes.</official-title>

<section id="H2A670234D66F47BBA0A0A9A48D2DBE84" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Connecting Small Businesses with Career and Technical Education Graduates Act of 2025</short-title></quote>.</text></section> <section id="H57A7FAC11CD24D039A7A7B6DED0AF3CA"><enum>2.</enum><header>Inclusion of career and technical education</header> <subsection id="H680C804FA3DA48AB841AC6BF8E978EA8"><enum>(a)</enum><header>Definition</header><text>Section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>) is amended by adding at the end the following new subsection:</text>
<quoted-block id="H50C2DD80251649178E4BEB1F6602B8BC" style="OLC">
<subsection id="H8391F26B620D41A5867F2CB5AFA0E1F9"><enum>(gg)</enum><header>Career and technical education</header><text>The term <term>career and technical education</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H0F5E5414AE354BF98709BCCDA2AF5512"><enum>(b)</enum><header>Small business development centers</header><text>Section 21(c)(3) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(c)(1)</external-xref>) is amended—</text>
<paragraph id="H64AD56F175B647FDA20C5405CCD280C0"><enum>(1)</enum><text>in subparagraph (T), by striking <quote>and</quote> at the end;</text></paragraph> <paragraph id="HDDA586B2FB9B46FDBDEB1D823AD943A3"><enum>(2)</enum><text>in clause (v) of the first subparagraph (U) (relating to succession planning), by striking the period at the end and inserting a semicolon;</text></paragraph>
<paragraph id="H206841F2065D42F39BC8E9AF409EB57A"><enum>(3)</enum><text>in second subparagraph (U) (relating to training on domestic and international intellectual property protections)—</text> <subparagraph id="HAA5B9F79E4F446EDBB08DDD8D2528AE9"><enum>(A)</enum><text>in clause (ii)(II), by striking the period at the end and inserting a semicolon; and</text></subparagraph>
<subparagraph id="HDE7C2254FA5C42BC8E1672A9EAF7D656"><enum>(B)</enum><text>by redesignating such subparagraph as subparagraph (V); and</text></subparagraph></paragraph> <paragraph id="HB2B6BAEB4E25464687B84CEE8303EAC6"><enum>(4)</enum><text>by adding at the end the following new subparagraphs:</text>

<subparagraph id="HA086B9B1E886459DBD3C77690E36AA0A" indent="up1"><enum>(W)</enum><text>providing educational information to small businesses on—</text> <clause id="H08D787CEB51E4AECA70060796153AB64"><enum>(i)</enum><text>hiring graduates from career and technical education programs; and</text></clause>
<clause id="HA89134DCBD2F4937BD1AAE05F2564E0D"><enum>(ii)</enum><text>career and technical education programs relevant to such businesses, including how to use such programs to satisfy hiring needs of such businesses;</text></clause></subparagraph> <subparagraph id="HAE05A4F92BFC449C9F3774BCBE1D36EB" commented="no" indent="up1"><enum>(X)</enum><text display-inline="yes-display-inline">providing information to career and technical education programs about how students and graduates of such programs can access resources and services of small business development centers to start and expand a small business concern; and</text></subparagraph>
<subparagraph id="HBB7346C0F308468BBA63488D2E3CEAC1" indent="up1"><enum>(Y)</enum><text display-inline="yes-display-inline">as appropriate, connecting small businesses with career and technical education programs to assist students and graduates of such programs with identifying career opportunities.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H6D5BCDFFE1774283813E6345F1BD36AE"><enum>(c)</enum><header>Women’s business centers</header><text>Section 29(b) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656(b)</external-xref>) is amended—</text>
<paragraph id="HEA8C05F939B047879DCA26F6A88FE130"><enum>(1)</enum><text>in paragraph (2), by striking <quote>and</quote> at the end;</text></paragraph> <paragraph id="H2781D58919F940A1A0BDED0CA9ECD4A9"><enum>(2)</enum><text>in paragraph (3), by striking the period at the end and inserting a semicolon; and</text></paragraph>
<paragraph id="H02F565BDE8C04477A1C68054042565C2"><enum>(3)</enum><text>by adding at the end the following new paragraphs:</text> <quoted-block id="H74263B8EC21A415F92444A5046C9C906" style="OLC"> <paragraph id="H0EA4A436537F46B483BF0493251DAAC3"><enum>(4)</enum><text display-inline="yes-display-inline">providing educational information to small business concerns owned and controlled by women on—</text>
<subparagraph id="H186519C62B744E5AA45AEDD85E408FB0"><enum>(A)</enum><text display-inline="yes-display-inline">hiring graduates from career and technical education programs; and</text></subparagraph> <subparagraph id="H0177902057224A05B8A4559A55116DAB"><enum>(B)</enum><text display-inline="yes-display-inline">career and technical education programs relevant to such concerns, including how to use such programs to satisfy hiring needs of such concerns;</text></subparagraph></paragraph>
<paragraph id="HA818D17FEA284D928C464B958719322E" commented="no"><enum>(5)</enum><text display-inline="yes-display-inline">providing information to career and technical education programs about how students and graduates of such programs can access resources and services of women’s business centers to start and expand a small business concern; and</text></paragraph> <paragraph id="HF802A20BDF774215AFF25897F82082F4"><enum>(6)</enum><text display-inline="yes-display-inline">as appropriate, connecting small business concerns owned and controlled by women with career and technical education programs to assist students and graduates of such programs with identifying career opportunities.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section>
