R. 1597</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250226">February 26, 2025</action-date><action-desc><sponsor name-id="C001127">Mrs. Cherfilus-McCormick</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide that former civil service employees who were wrongfully fired are eligible to enroll in the Federal Employee Health Benefits Program, and for other purposes.</official-title></form><legis-body id="H388978A02C03475F96590950766F8D18" style="OLC"><section id="H90D9D05F000E47EBBF6239B7BE4006D3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Compassion for Vulnerable and Struggling Workers Act</short-title></quote>. </text></section><section id="HA426E072E7804CDC8ED4086621739ED3"><enum>2.</enum><header>Eligibility to enroll in FEHBP for fired civil service employees</header><subsection id="H6FCC2DDD1BCE4C32B34ED7FFE6CC2AF1"><enum>(a)</enum><header>Eligibility To enroll</header><paragraph id="H4022667D9F08493D9446CABBC23689D6"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, any individual described in paragraph (2) may elect to continue coverage under, or enroll in, a health benefits plan under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/89">chapter 89</external-xref> of title 5, United States Code.</text></paragraph><paragraph id="H91D3C3B856334E7AB9E27E0649015407"><enum>(2)</enum><header>Individuals</header><text display-inline="yes-display-inline">An individual described in this paragraph is any individual who was involuntarily removed from a civil service position during the period beginning on January 20, 2025, and ending on January 1, 2026 and—</text><subparagraph id="HD740507A726D42D7A50390E6FD446946"><enum>(A)</enum><text>who was removed without cause;</text></subparagraph><subparagraph id="H3689BEDBB8C94F4493F9E50C7281B6BF"><enum>(B)</enum><text display-inline="yes-display-inline">whose most recent performance review was at least fully successful (or equivalent);</text></subparagraph><subparagraph id="H550D1A2E9A884534AC2E715F584C9F8C"><enum>(C)</enum><text>who was pregnant at the time of the removal; or</text></subparagraph><subparagraph id="H7651871AF933493596E9C5A2961BEE65"><enum>(D)</enum><text>who was diagnosed with cancer during the 5-year period preceding the date of removal.</text></subparagraph></paragraph></subsection><subsection id="H8E88375E54784666A6B8701BF105578E"><enum>(b)</enum><header>Contributions</header><text display-inline="yes-display-inline">The Government and individual contributions for the health benefits of any individual who makes an affirmative election to be covered under such chapter 89 under subsection (a) shall be derived from any Federal funds saved by the activities of the United States DOGE Service (established by the executive order relating to <quote>Establishing and Implementing the President’s <quote>Department of Government Efficiency</quote></quote>, issued on January 20, 2025).</text></subsection></section></legis-body></bill>
