R. 1587</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250225">February 25, 2025</action-date><action-desc><sponsor name-id="W000798">Mr. Walberg</sponsor> (for himself and <cosponsor name-id="T000165">Mr. Tiffany</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name>, and in addition to the Committees on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, and <committee-name committee-id="HII00">Natural Resources</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the President from revoking Presidential permits relating to cross-border energy facilities.</official-title></form><legis-body id="HD5882F7EE82B40B6BDD383045AB6A6B6" style="OLC"><section id="H03A2A87E31D0448CA40EF1DD6369CDD7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting International Pipelines for Energy Security Act</short-title></quote>.</text></section><section id="HE04A3C2BFE0349188DDF4A61C1D1B5CA"><enum>2.</enum><header>Prohibition on revocation of Presidential permits</header><subsection id="H5E779851695045B4B75D49112243DA38"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, the President may not revoke a Presidential permit, or any other permit or authorization, issued pursuant to Executive Order No. 13337 (<external-xref legal-doc="usc" parsable-cite="usc/3/301">3 U.S.C. 301</external-xref> note), Executive Order No. 11423 (<external-xref legal-doc="usc" parsable-cite="usc/3/301">3 U.S.C. 301</external-xref> note), Executive Order No. 12038 (43 Fed. Reg. 4957), Executive Order No. 10485 (18 Fed. Reg. 5397), or any other Executive order for the construction, connection, operation, or maintenance of an oil or natural gas pipeline or electric transmission facility, or any border-crossing facility thereof, unless such revocation is authorized by an Act of Congress.</text></subsection><subsection id="H940664489D2741A1B132E204B742F9C7"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H0BAFE27E690D4C53AB0C22E5F16D377B"><enum>(1)</enum><header>Border-crossing facility</header><text display-inline="yes-display-inline">The term <term>border-crossing facility</term> means the portion of an oil or natural gas pipeline or electric transmission facility that is located at an international boundary of the United States. </text></paragraph><paragraph id="H6FCCED3517FC4ABF9C595EFDB07BF9A3"><enum>(2)</enum><header>Natural gas</header><text display-inline="yes-display-inline">The term <term>natural gas</term> has the meaning given such term in section 2 of the Natural Gas Act (<external-xref legal-doc="usc" parsable-cite="usc/15/717a">15 U.S.C. 717a</external-xref>). </text></paragraph><paragraph id="H910F86AD46114120B3F64BC8DA1CA442"><enum>(3)</enum><header>Oil</header><text display-inline="yes-display-inline">The term <term>oil</term> means petroleum or a petroleum product.</text></paragraph></subsection></section></legis-body></bill>
