<section id="H6DA9D84280B241B59854A6DB3AE2A60A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Delivering for Rural Seniors Act of 2025</short-title></quote>.</text></section> <section id="H6597F2E2B7DE41BBB5FD0E059A66EE37"><enum>2.</enum><header>Commodity supplemental food program delivery pilot program</header><text display-inline="no-display-inline">The Agriculture and Consumer Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/7/612c">7 U.S.C. 612c</external-xref> note) is amended by inserting after section 5 the following:</text>

<section id="H44402C1775C2487B900C17A82711CF71"><enum>5A.</enum><header>Commodity supplemental food program delivery pilot program</header> 
<subsection id="H70A43F225CD3425D85A1D2F2614725EB"><enum>(a)</enum><header>Purpose</header><text>The purposes of this section are—</text> <paragraph id="HE738B84B6B6243B680B0F8E85CB80096"><enum>(1)</enum><text>to award grants for the operation of projects that increase the access of low-income elderly persons to commodities through home delivery; and</text></paragraph> 
<paragraph id="H0C9DB1DAF3204E10B571FA6B678541DC"><enum>(2)</enum><text>to evaluate such projects.</text></paragraph></subsection> <subsection id="H419070EE71204D5C99F72B89461D3DE5"><enum>(b)</enum><header>In general</header><text>The Secretary shall award, on a competitive basis, grants to State agencies to carry out the activities described in subsection (e).</text></subsection> 
<subsection id="H25D4A88D895343D3A885AB2B33E15E14"><enum>(c)</enum><header>Maximum grant award</header><text>A grant awarded to a State agency under this section may be in an amount not greater than the lesser of—</text> <paragraph id="HAB46DDEADFD84F0997425FE9CEB40492"><enum>(1)</enum><text>the State’s commodity supplemental food program caseload at time of application multiplied by 60; or</text></paragraph> 
<paragraph id="H54EAB64C509F419B9D5137D69B2913D5"><enum>(2)</enum><text display-inline="yes-display-inline">$4,000,000.</text></paragraph></subsection> <subsection id="H65BB857993ED43FDA60FD79F4E6FAFC2"><enum>(d)</enum><header>Application</header><text>A State agency seeking a grant under this section shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection> 
<subsection id="H5C8E84BB1C724A14BBAA521D02A4B599"><enum>(e)</enum><header>Grant uses</header><text>A State agency awarded a grant under this section shall distribute grant funds to eligible entities to operate projects that facilitate home delivery of commodities to participants in the commodity supplemental food program, including with respect to costs associated with—</text> <paragraph id="H58EFB5E67DA44852AF8A8BD1ECAD1B87"><enum>(1)</enum><text>transportation and distribution of commodities to participants in the commodity supplemental food program, including transportation and distribution services provided by a third party;</text></paragraph> 
<paragraph id="HB0AE588AF99E48599EAB3513F92F9349"><enum>(2)</enum><text>staffing required to operate home delivery services; and</text></paragraph> <paragraph id="HA5C0EB7D72034D6A8CDDD3657AF5486E"><enum>(3)</enum><text>outreach to participants or potential participants in the commodity supplemental food program with respect to home delivery.</text></paragraph></subsection> 
<subsection id="H45370F7C14A64F518CD08A44A07C3616"><enum>(f)</enum><header>Priority</header><text>A State agency awarded a grant under this section shall prioritize eligible entities that serve participants in the commodity supplemental food program who reside in a rural area.</text></subsection> <subsection id="HF1B169A2117C46C9AEFF9D37EE9BBCBC"><enum>(g)</enum><header>Report to the Secretary</header><text>No later than 180 days after the end of the fiscal year in which a State agency is awarded a grant under this section and has distributed grant funds to eligible entities, and in each succeeding fiscal year until grant funds are expended, a State agency shall submit a report to the Secretary that includes—</text> 
<paragraph id="H8372734635B84428AC63CD0FD40EB912"><enum>(1)</enum><text>a summary of the activities carried out under the project, including the quantity of commodities delivered, number of participants in the commodity supplemental food program served, and total number of deliveries;</text></paragraph> <paragraph id="H5B79F668C19A4C6AAC61AFCA93B0D406"><enum>(2)</enum><text>an assessment of the effectiveness of the project, including—</text> 
<subparagraph id="HF92BED979C1C4F5289E8C3E3E0FE429C"><enum>(A)</enum><text>a calculation of the average cost per delivery; and</text></subparagraph> <subparagraph id="H7B1D13B69D2E489ABE427EFFFD7E2CA2"><enum>(B)</enum><text>an evaluation of any services provided by a third party; and</text></subparagraph></paragraph> 
<paragraph id="HFC9EA63BB3DF42738872209B0F7307A2"><enum>(3)</enum><text>best practices regarding use of home delivery to improve the effectiveness of the commodity supplemental food program.</text></paragraph></subsection> <subsection id="H0152D4F20C0942F59494B4EA2A179B36"><enum>(h)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HCA947988396942FB9A24DF3752F15160"><enum>(1)</enum><header>Commodity supplemental food program</header><text display-inline="yes-display-inline">The term <term>commodity supplemental food program</term> means the program established under section 4.</text></paragraph> <paragraph id="HA551233B8F91452388CF87E1E3EB4DB4"><enum>(2)</enum><header>CFR terms</header><text>The terms <term>local agency</term>, <term>State agency</term>, and <term>subdistributing agency</term> have the meanings given such terms in section 247.1 of title 7, Code of Federal Regulations (or successor regulations).</text></paragraph> 
<paragraph id="H21C9847AD6EB4FBC923DC1E4A374C38D"><enum>(3)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text> <subparagraph id="HFA8C08778E414850801DCB573A9676E8"><enum>(A)</enum><text>a local agency; or</text></subparagraph> 
<subparagraph id="H72AB15FB4A7C4C17A37A3E0001E4AFEF"><enum>(B)</enum><text>a subdistributing agency.</text></subparagraph></paragraph> <paragraph id="HC37CE426FAFF475B811E5011B8C02875"><enum>(4)</enum><header>Rural area</header><text>The term <term>rural area</term> has the meaning given such term in section 343(a) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1991">7 U.S.C. 1991(a)</external-xref>).</text></paragraph></subsection> 
<subsection id="HFD1668C528094AF8BF9B232E7C1BCB72"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2026 through 2028, to remain available until expended.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
