<section id="H17C06341FBEC4A7283D771A3C5682041" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Alyssa’s Legacy Youth in Schools Safety Alert Act</short-title></quote> or the <quote><short-title>ALYSSA Act</short-title></quote>. </text></section> <section id="H1E435A206DBF43E480ED13F2AD309CBD"><enum>2.</enum><header>Requiring silent alarms in schools</header> <subsection id="H33FB1BBD3FB34B388804C7923AA94080"><enum>(a)</enum><header>Local educational agency plans</header><text display-inline="yes-display-inline">Section 1112(c) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6312">20 U.S.C. 6312(c)</external-xref>) is amended—</text>
<paragraph id="HECA91B1AD9194BFA85F86A7630DFC78F"><enum>(1)</enum><text>in paragraph (5)(B)(ii)(III), by striking <quote>and</quote> at the end; </text></paragraph> <paragraph id="H096B0A0F3E1F42EB918A7B58382D65EC"><enum>(2)</enum><text>in paragraph (6), by striking <quote>and</quote> at the end;</text></paragraph>
<paragraph id="H90026336529448B3873BFCE1056D01E9"><enum>(3)</enum><text>in paragraph (7), by striking the period at the end and inserting <quote>; and</quote>; and </text></paragraph> <paragraph id="HBCA29C0E538A4CEC9046EEF8CBA835AD"><enum>(4)</enum><text>by adding at the end the following:</text>

<paragraph id="HA073B1E6516C472F9EB69AC95C3103BD"><enum>(8)</enum><text display-inline="yes-display-inline">ensure that each school served by the local educational agency is prepared to address a school security emergency, including through the use of panic alarms (as defined in section 8549D).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HBBA5F8EBA95B415F9585CFA9401D8C30"><enum>(b)</enum><header>Condition of receipt of funds</header><text display-inline="yes-display-inline">Subpart 2 of part F of title VIII of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7901">20 U.S.C. 7901 et seq.</external-xref>) is amended by adding at the end the following: </text>

<section id="H3B7DD10FADCC44249D7590F3CD309567"><enum>8549D.</enum><header>School security</header>
<subsection id="H6FBB7146AA0C46D799D8E6291A95487F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">As a condition of receipt of funds under this Act, each local educational agency shall ensure that each elementary school and secondary school served by such local educational agency is equipped with at least one panic alarm for use in a school security emergency (including a non-fire evacuation, lockdown, or active shooter situation). </text></subsection> <subsection id="HCCC6C29DB744499580CDFDF945D126EB"><enum>(b)</enum><header>Panic alarm defined</header><text display-inline="yes-display-inline">For purposes of this section and section 1112(c)(8), the term <term>panic alarm</term> means a silent security system signal generated by the manual activation of a device intended to signal a life-threatening or emergency situation requiring a response from law enforcement.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
