<section id="H211AF8191D1C4D2D987DC51BC3172876" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>College Thriving Act</short-title></quote>.</text></section> <section id="H2952545F192A4CB79A66A23F5237099B"><enum>2.</enum><header>Grant program authorized; application requirements</header> <subsection id="HCFE11C5107F6480495A2581BA8CC15B8"><enum>(a)</enum><header>Grant program authorized</header><text display-inline="yes-display-inline">From the amounts available under section 5, the Secretary of Education shall award grants, on a competitive basis, to eligible institutions to carry out skills-for-success courses for all first-year students enrolled at such institutions. </text> </subsection> 
<subsection id="HBD10B093760943DEA4C18F60D9369F9F"><enum>(b)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary shall give priority to eligible institutions in which at least 50 percent of all students enrolled during the most recent academic year were eligible to receive a Federal Pell Grant under section 401 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a</external-xref>) for the award year applicable to such academic year.</text> </subsection> <subsection id="H4D3CB1A6191745EAB6A201D9248BD1E8"><enum>(c)</enum><header>Grant period; Minimum grant amount</header> <paragraph id="H307BC949D8C84158948ACE919E0B7C8A"><enum>(1)</enum><header>Grant period</header><text display-inline="yes-display-inline">A grant awarded to an eligible institution under this Act shall be for a 5-year grant period.</text></paragraph> 
<paragraph id="H7BE4EBB263C44942945D7E3758E3FFD7"><enum>(2)</enum><header>Grant amount</header><text display-inline="yes-display-inline">A grant awarded to an eligible institution under this Act shall be awarded in such an amount as determined necessary by the Secretary for the institution to carry out the activities described in section 3.</text> </paragraph></subsection> <subsection id="H0B2835D7452F492188E270C9A8651F0D"><enum>(d)</enum><header>Application requirements</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this Act, an eligible institution shall submit an application at such time, and in such manner, and containing such information as the Secretary may require, which shall include a </text> 
<paragraph id="HECD76566ABD94AE78283E640C124AAF2"><enum>(1)</enum><text>description of—</text> <subparagraph id="HADF9ED099C4044BA8E12BFDE3F894D3C"><enum>(A)</enum><text>the skills-for-success course that the institution will develop and implement with the grant; and</text></subparagraph> 
<subparagraph id="HB5DB52E6C4894FD5BB065B3B6F9586F8"><enum>(B)</enum><text>the activities the institution will carry out under each phase described in section 3(b); and</text></subparagraph></paragraph> <paragraph id="H4F5A2FCC94054A76876239509470E182"><enum>(2)</enum><text>a request for a specific grant amount, and a justification for such amount.</text></paragraph></subsection> 
<subsection id="H228ED435AB1746829DA44352469F4F9D" commented="no"><enum>(e)</enum><header>Technical assistance</header><text>The Secretary shall, upon request, provide technical assistance to eligible institutions in applying for a grant under this Act. In providing such technical assistance, the Secretary shall prioritize eligible institutions described in subsection (b). </text> </subsection></section> <section id="HCEA3233FAC06488DB144EF806EA7D497"><enum>3.</enum><header>Uses of funds; report</header> <subsection id="H0DAD6B5F5C994C2FBA48BC70347FA617"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Each eligible institution receiving a grant under this section shall develop and implement a skills-for-success course by carrying out the activities listed in each of the 4 phases described in subsection (b).</text></subsection> 
<subsection id="H2B613B217CC54DCB8CC6149C6F180CAC"><enum>(b)</enum><header>Phases for uses of funds</header> 
<paragraph id="H8207D982B8D24440989860ED597C59F8"><enum>(1)</enum><header>Preparation phase</header><text display-inline="yes-display-inline">During the first year of the grant period, the eligible institution shall use such grant to develop the skills-for-success course and carry out the necessary preparation activities, which may include—</text> <subparagraph id="HAF61B166C8BF46DABD295E6F2343E0C7"><enum>(A)</enum><text display-inline="yes-display-inline">the promotion of relationship building among students who have similar dates of enrollment;</text></subparagraph> 
<subparagraph id="H4E2498AFBE5B4C5B8904EB254672EBD3"><enum>(B)</enum><text>identifying and training instructional staff;</text></subparagraph> <subparagraph id="HD7311D1084B947BDAF1EFE7DBAB0A5C2"><enum>(C)</enum><text>obtaining support from faculty, staff, or institution administration for the curricular adaptation;</text></subparagraph> 
<subparagraph id="HFD8B30DC55AB4753B4B5313DAAA5EF36"><enum>(D)</enum><text>developing infrastructure for implementation, including obtaining necessary course and syllabus approvals;</text></subparagraph> <subparagraph id="HFA2C322F7ACE4041B81670DC9A67C799"><enum>(E)</enum><text>determining how student registration will be handled;</text></subparagraph> 
<subparagraph id="H0C1ED6CA35F3479EAE1C985E89A62A4D"><enum>(F)</enum><text>establishing a course evaluation model; and</text></subparagraph> <subparagraph id="HFBB5B7D1E0FC4E3F9C9ECA582D47BFF1"><enum>(G)</enum><text>designating appropriate classroom space.</text></subparagraph></paragraph> 
<paragraph id="HFA7FA8D43C464C72A5777EF745C2C4CA"><enum>(2)</enum><header>Pilot phase</header><text display-inline="yes-display-inline">During the second year of the grant period, the eligible institution shall use such grant to implement—</text> <subparagraph id="H455624B2B57142248D66D3B118EA76EA"><enum>(A)</enum><text>a pilot skills-for-success course; and</text></subparagraph> 
<subparagraph id="H5AECFF96D8C44D09BF85413C59E00987"><enum>(B)</enum><text>a pilot of methods for evaluating the course that includes an evaluation of the impact of such course on student behavior and other impacts, such as observation and solicitation of feedback from course instructors, students, and identified campus community leaders.</text></subparagraph></paragraph> <paragraph id="H1FC6E58E1B6E47A18B09B07FA1F9FC0A"><enum>(3)</enum><header>Implementation</header><text display-inline="yes-display-inline">During the third, fourth, and fifth years of the grant program, the eligible institution shall use such grant to—</text> 
<subparagraph id="H56399AD8381C42DAA66F5714924B9C47"><enum>(A)</enum><text>fully implement the skills-for-success course that—</text> <clause id="H3C947FF356D04F158B22168A9C39AC32"><enum>(i)</enum><text>is made available for each first-year student enrolled at the institution, at the beginning of such students’ first term of enrollment at such institution, to the extent practicable; and</text></clause> 
<clause id="H6406954DEBE44CBCAC9614EB5C9FE212"><enum>(ii)</enum><text>incorporates the improvements identified—</text> <subclause id="H73D398996BD74673BC3A5A0D6DF9332D"><enum>(I)</enum><text>in the case of the third year of the grant program, during the pilot skills-for-success course; or</text></subclause> 
<subclause id="HD740BBA5AFE64D83A979D1F1AB284E80"><enum>(II)</enum><text>in the case of the fourth and fifth years of the grant program, during the evaluation of the course during the preceding grant year; and</text> </subclause></clause></subparagraph> <subparagraph id="H6A3577C8566E47A2BE45E3ECC6C39D55"><enum>(B)</enum><text>evaluate the full implementation of such course using the methods identified as being most effective for such an evaluation—</text> 
<clause id="HF79B587FA4E74164A57E5626E65F4BB7"><enum>(i)</enum><text>in the case of the third year of the grant program, during the pilot skills-for-success course; or</text></clause> <clause id="H52AA9C36CD414AB5BB2E8CAB00460E71"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of the fourth and fifth years of the grant program, during the preceding grant year.</text></clause></subparagraph></paragraph></subsection> 
<subsection id="HF7DCF11108BD49E8B000C97902CC933A"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Each eligible institution that receives a grant under this Act shall submit to the Secretary a report upon the completion of the 5-year grant period, which shall include—</text> <paragraph id="H7D1CF2CCD89F40B8B65E06788C77A7C2"><enum>(1)</enum><text>an evaluation of the pilot skills-for-success course, and each of the evaluations completed pursuant to subsection (b)(3)(B); and</text></paragraph> 
<paragraph id="H6A4DB39E323B43A19D4FBBAAC8BF693E"><enum>(2)</enum><text>a description of how such grant was used during each year of the grant period.</text></paragraph></subsection></section> <section id="H90655A2099F3434E9DF3B61BBAC18BB0"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="H979F6CB56F55469CAB052CCF11BF2F81"><enum>(1)</enum><header>Eligible institution</header><text display-inline="yes-display-inline">The term <term>eligible institution</term> has the meaning given the term <term>institution of higher education</term> in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>) and section 102(a)(1)(B) of such Act (20 U.S.C.1002(a)(1)(B)).</text></paragraph> <paragraph id="HE2F1225968674D72BB11C18B38DE0B07"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Education. </text></paragraph> 
<paragraph id="H262EA4D29B41408BB52F32615A9011BB"><enum>(3)</enum><header>Skills-for-success course</header><text display-inline="yes-display-inline">The term <term>skills-for-success course</term> means a course offered by an eligible institution for first-year students (including transfer students) at the beginning of such students’ first term of enrollment at such institution that—</text> <subparagraph id="H226D1EE58D244B739563FCDA4AC24F5F"><enum>(A)</enum><text>has a low student-to-teacher ratio;</text></subparagraph> 
<subparagraph id="H623A2616F766410BB7F0C0D51FABA2C8"><enum>(B)</enum><text>is not graded or is pass-fail; and</text></subparagraph> <subparagraph id="H333463BCEE154AF6A287238CA41DE13B"><enum>(C)</enum><text>provides skills for success in college, and includes each of the following topics:</text> 
<clause id="HC9BD24704E5E496FBEE4529E8A5A4153" display-inline="no-display-inline"><enum>(i)</enum><text>Development of connections with campus partners (academic advisors) or engagement with campus resources (campus mental health counselors).</text></clause> <clause id="H33B40173519B43C9A39B157391C472FD"><enum>(ii)</enum><text>Mental wellbeing.</text></clause> 
<clause id="H22859709F0E34D0384228EE17468E34B"><enum>(iii)</enum><text>Time management skills.</text></clause> <clause id="H3900A7027C954A2A87D672A308523B1A"><enum>(iv)</enum><text>Planning and organization skills.</text></clause> 
<clause id="H9ADB426BE902453FAB87BBC6628F5C59"><enum>(v)</enum><text>Coping with stress and setbacks.</text></clause> <clause id="HA817E00D9089469CA12533F48E89BE09"><enum>(vi)</enum><text>Managing conflict and difference.</text></clause> 
<clause id="H9BDD22ED50904EED9FD52BCFF48FCCE2"><enum>(vii)</enum><text>Goal setting.</text></clause> <clause id="H6EEC6A4F759847E6B3383256E72DBFEA"><enum>(viii)</enum><text>Building and maintaining healthy interpersonal relationships.</text></clause> 
<clause id="H0A7FE77E30084D83953314162410BFDD"><enum>(ix)</enum><text>Self-care and compassion.</text></clause></subparagraph></paragraph></section> <section id="H32782EA372AA44138FE52DBC4447F536"><enum>5.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated $50,000,000 to carry out this Act, which shall remain available until expended.</text></section>
