which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><action display="yes"><action-date date="20250710">July 10, 2025</action-date><action-desc>Additional sponsors: <cosponsor name-id="P000048">Mr. Pfluger</cosponsor> and <cosponsor name-id="C001110">Mr. Correa</cosponsor></action-desc></action><action display="yes"><action-date date="20250710">July 10, 2025</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Homeland Security to conduct a threat assessment of terrorist threats to the United States posed by individuals in Syria with an affiliation with a Foreign Terrorist Organization or a Specially Designated Global Terrorist Organization, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="H0CB94E5FC53A49589541EEE3798C316E" style="OLC"><section id="H797AC9B298674FA58FB2B6B1FB8F5C31" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Syria Terrorism Threat Assessment Act</short-title></quote>.</text></section><section id="H6A06B20F8CC44CCE9C457B59A3882ABF"><enum>2.</enum><header>Threat assessment of terrorist threats posed by individuals in Syria with an affiliation with a foreign terrorist organization or a specially designated global terrorist organization</header><subsection id="H7478DD3DA33A44448D0742F806F40519"><enum>(a)</enum><header>Terrorism threat assessment</header><paragraph id="H7326A669A23046688AAE35D004691397"><enum>(1)</enum><header>In general</header><text>The Secretary of Homeland Security, in coordination with the heads of other relevant Federal departments or agencies, shall conduct a threat assessment of terrorist threats to the United States posed by individuals in Syria with an affiliation with a foreign terrorist organization or a specially designated global terrorist organization.</text></paragraph><paragraph id="HBD06E58486C74E138FC63FE5E02F2F12"><enum>(2)</enum><header>Elements</header><text>The threat assessment required under paragraph (1) shall include the following:</text><subparagraph id="H1C2655C6896F4E4AA9C37A403DC6ECE3"><enum>(A)</enum><text>An identification of the country of origin for each such individual included in such threat assessment. </text></subparagraph><subparagraph id="H523E36165D0F4705847764E5DF726584"><enum>(B)</enum><text>A description of the foreign terrorist organization or specially designated global terrorist organization with which each such individual is affiliated.</text></subparagraph><subparagraph id="HED0155BCFAF94D6FB6E5512B85799B0E"><enum>(C)</enum><text>A description of the following:</text><clause id="H34736B8EB35B41DDA71C8AAA46218664"><enum>(i)</enum><text>The capability of the Department of Homeland Security to identify, track, and monitor such individuals.</text></clause><clause id="H4668151AA20E4B3BB0DC489DC8DAF9FD"><enum>(ii)</enum><text>Any associated challenges with such capability.</text></clause></subparagraph><subparagraph id="H79342A015EE64745BF3C5AAC3D3C1B49"><enum>(D)</enum><text>A description of any action of the Department with respect to the following:</text><clause id="H27B484D7F0B84A63B4AC69DE5864EDE9"><enum>(i)</enum><text>Mitigating the terrorist threats to the United States posed by such individuals.</text></clause><clause id="H162658D39B7A403E93D52743EDD338EB"><enum>(ii)</enum><text>Preventing such individuals from entering the United States.</text></clause></subparagraph></paragraph></subsection><subsection id="H86CF44C57B014B33B32D5BF76AE7E6A9"><enum>(b)</enum><header>Congressional notification</header><text>Not later than 60 days after the date of the enactment of this Act, the Secretary shall—</text><paragraph id="HC34DBB8FB1094BAA80935E9617D02FFC"><enum>(1)</enum><text>submit to the appropriate congressional committees the threat assessment required under subsection (a); and</text></paragraph><paragraph id="H0DCD74905FF047CBB55C9BA8CA6EE6E5"><enum>(2)</enum><text>provide a briefing to the appropriate congressional committees on such assessment.</text></paragraph></subsection><subsection id="H218602C4727A41C082EBAF68FE745A13"><enum>(c)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H718DFC7D7C6E4937914585BD9BA09E61"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <quote>appropriate congressional committees</quote> means—</text><subparagraph id="H015A2DB20B8A4AC1B6B2A4F3D81CC741"><enum>(A)</enum><text>the Committee on Homeland Security of the House of Representatives; and</text></subparagraph><subparagraph id="H76C4F94003C34DE6948EEC9CE124AEC6"><enum>(B)</enum><text>the Committee on Homeland Security and Governmental Affairs of the Senate.</text></subparagraph></paragraph><paragraph id="H78A9039ACB3749D48E44A544631E078B"><enum>(2)</enum><header>Foreign terrorist organization</header><text>The term <quote>foreign terrorist organization</quote> means an organization designated as a foreign terrorist organization under section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>).</text></paragraph><paragraph id="HDF3A6EE7E7194EBE98E72EDCEB5CCBD8" commented="no"><enum>(3)</enum><header>Specially designated global terrorist organization</header><text>The term <quote>specially designated global terrorist organization</quote> means an organization that has been designated as a specially designated global terrorist organization by the Secretary of State or the Secretary of the Treasury, as the case may be, pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date date="20250710">July 10, 2025</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
